Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. A. Coordinates and performs activities for PennDOT 's “Automated Data Collection, Inventory and Analysis of Pavement Distress” (Videologging) Program in accordance with management objectives, PennDOT policies and procedures, American Society for Testing and Materials (ASTM) standards, and American Association of State Highway and Transportation Officials (AASHTO) specifications. 1. Prepares Videologging Vendor data for upload to mainframe. Assists with the resolution of upload errors including Vendor errors sent to Vendor, surface type errors sent to Districts and Vendor, and BOO (Bureau of Operations) errors. 2. Administers and maintains the Videologging Library. Directs the storage and retrieval of storage media. Approves requests for Videologging data and related products; prepares and distributes same. Maintains the general upkeep of the facility. 3. Coordinates the Videologging Quality Assurance (QA) Program. Processes the Videologging QA images on the workstation. Directs, manages, and participates in the evaluation and rating of pavement conditions and location of Vendor data from the QA images according to the QA policies and procedures. Reports findings on a weekly basis to the Videologging Project Manager. B. Coordinates and performs field operations for PennDOT’s “Automated Data Collection, Inventory and Analysis of Pavement Distress” (Videologging) Quality Assurance (QA) Program, Department warranty projects and other special requests, in accordance with management objectives and PennDOT policies and procedures. 1. Performs statewide operations with the Videologging Test System for QA of the Department’s contracted Videologging program, for construction warranty projects, and other Statewide special requests. Collects nondestructive pavement testing by operating and controlling the Videologging Test System that employs sophisticated electronic instruments and vehicle mounted microcomputers. Assists with the interpretation of test data. 2. Ensures data are being collected in compliance with PennDOT standards and in accordance with established PennDOT procedures, rules and regulations. 3. Determines the manner and method of performing field work assignments and resolves testing problems as they are encountered in the field. Makes independent field decisions on safety matters and implementation of the Videologging Test System. 4. Reviews output from electronic instruments using vehicle mounted microcomputer software and monitors to ensure data are valid and in the proper format. Deletes unsuitable or inappropriate information, provides clarifying remarks to further define field conditions outside the scope of electronic data collection or to explain anomalous data, and prepares the collected electronic information for further processing. 5. Conducts routine scheduled performance tests to ensure the vehicle, equipment and software are performing up to standards and within specified tolerances. Performs tests to verify and assure the proper calibration of all aspects of the Videologging Test System. 6. Coordinates and performs duties relating to the maintenance and testing of PennDOT’s pavement distress verification sites. This includes but is not limited to site selection, scheduling, traffic control, data collection, data analysis and reporting of results. 7. Assists with the technical repair and maintenance of the Videologging Test System and with the scheduled maintenance and acceptance testing after equipment has been upgraded, altered or otherwise modified. 8. Performs the routine cleaning of test vehicles and related equipment. Moves vehicles in/out of wash bay, operate steam jenny, wash vehicles, operate vacuum cleaner and perform other related tasks. C. Acts as technical expert, and source of information regarding Videologging equipment and programs, data usage, and data interpretation to management, other PennDOT personnel, other agencies, industry representatives and the general public. 1. Analyzes and maintains knowledge of current state-of-the-art testing and evaluation equipment. Conducts research on data collection instrumentation, hard drive and other data storage technology, and associated applied science to develop, verify and implement work standards used in PennDOT’s Roadway Management Programs. Assists in field testing of new procedures and equipment. Prepares detailed reports for top management on the productivity and efficiency of the vendor operated Videologging test units. 2. Develops, implements, and administers a program to ensure selected personnel are proficient with Videologging review, analysis, and copy technology. This includes developing and implementing approved methods and techniques; training in the safety, calibration, and operation of workstation equipment; and becoming familiar with mechanical and electrical maintenance and repair procedures. 3. Installs associated Videologging software as requested by the Districts, Counties and Central Office Bureaus. Assists in the training of the use of the data and associated software of statewide personnel. Instructs other PennDOT personnel in proper practices and procedures, and conducts field evaluations to verify user proficiency. 4. Coordinates and reviews work of peers and lower level technicians to ensure data integrity, proper format for computer input and related processing, and ensure compliance with established procedures. 5. Assists in demonstrating Videologging data and testing operations to PennDOT personnel, other agencies, and visiting dignitaries. 6. Upon request from other work units, Divisions or Bureaus, performs CD/DVD duplication and labeling activities as specified and in accordance with appropriate policies and requirements. D. Provides support of the Roadway Management System (RMS) to management, Central Office Bureaus, Engineering Districts and other PennDOT personnel. 1. Assists with the preparation, submission, and tracking of enhancements to, and/or upgrades for, the RMS with ClearQuest requests and “Problem Tickets.” Provides information for the monthly “RMS Programming Tasks” list, maintains other information necessary to keep the user community informed of system activities, and prepares reports on the status of the system for upper management. 2. Directs the development of RMS user interface screens to ensure compatibility and consistency with the existing system. Tests new or modified screens and applications to ensure consistent functionality with established RMS standards and procedures. 3. Coordinates the design, development and implementation of custom RMS data reports using Microsoft Access as required by the needs of the user community and upper management requests. Manages the flow and control of data as it relates to developing new reports and coordinate all RMS database modifications affecting existing reports with the Bureau of Business Solutions and Services (BBSS). Manage report output to the PennDOT Data Integration Facility (PDIF) 4. Coordinates the creation, maintenance, and update of RMS DB2 tables with the BBSS to reflect changes to the RMS. Trains users on DB2 table usage. 5. Assists in the coordination of the integration of RMS data with other PennDOT computer systems. Assists with all matters relating to the use and dissemination of RMS data, and provide technical guidance when appropriate. 6. Attends and participates in the annual RMS Coordinator Meetings. 7. Attends and participates in the RMS Work Group which is the approving authority for RMS related programming tasks and priorities. 8. As the RMS Security Coordinator, manages the RMS security system by overseeing all RMS security related activities. Approve all requests for access to the RMS system, and control the level of entry and maintain liaison by non-PennDOT organizations. Coordinates with BBSS on matters requiring USER ID additions, changes, or deletions. 9. Maintains a permanent record of all authorized Central Office RMS users, and provides access request forms as required. 10. Coordinate the addition, deletion and/or modification of RMS program outputs directed to the BOMO/RIsTS intranet reports page and the PDIF. Coordinates report development with the Engineering Districts. Trains users on data output interpretation. E. Acts as PennDOT’s Statewide Systematic Techniques to Analyze and Manage Pennsylvania’s Pavements (STAMPP) Data Entry Coordinator, and provides support to the program. 1. Maintains weekly STAMPP status reports to track status of District Shoulder, Guiderail, and Drainage surveys. 2. Maintains all programming employed by the STAMPP program. Develop and manage STAMPP program enhancements as required. 3. Maintains and refines shoulder, guide rail, drainage, continuously reinforced concrete pavement and unpaved roads electronic survey forms. 4. Provides training and technical support to Engineering Districts in the use of electronic STAMPP survey forms and the hand held field data collectors. 5. Coordinates changes to the upload procedure, of the STAMPP data collected on the hand held field data collectors, with the BBSS. F. Coordinates the reporting of pavement roughness information, in the form of International Roughness Index (IRI), to upper management, Central Office Bureaus, Engineering Districts, and other BOMO sections. 1. Implements and maintains reports which determine roughness testing needs as part of the New Pavement Testing program, based on RMS Pavement History information. Submits reports, determines needs, and coordinates scheduling with the Pavement Evaluation and Testing Unit. 2. Develops specialized reports as a response to requests from upper management, Central Office Bureaus, Engineering Districts, and other BOMO sections. Ensures the proper format and usage of data. 3. Maintains all queries related to the compilation, analysis, and reporting of IRI data. G. Acts as liaison, technical expert, and source of information regarding RMS, STAMPP, IRI, Microsoft Access, data usage, and data interpretation to management, other PennDOT personnel, other agencies, industry representatives, and the general public. 1. Establishes and maintains effective liaison with all Engineering District and Central Office RMS Coordinators. Instruct design and maintenance personnel on the proper application of data. 2. Makes visits to Engineering Districts as required to assist personnel with RMS procedures, resolve unusual situations, and perform other special investigations. 3. Coordinates any and all requests for special RMS data reports. Prioritizes and schedules new query development, and train users on output interpretation. 4. Assists with training, as required, to support the use and understanding of RMS, STAMPP, IRI, and data usage to PennDOT personnel, other agencies, and visiting dignitaries. Prepares and presents presentations, training and educational packages at various venues. Responds to training requests from the Engineering Districts, Central Office Bureaus, and non-PennDOT organizations. Makes field trips as required, and coordinate with the BBSS for the use of PennDOT’s training facility. Prepares training materials such as slides, videos, overheads, handouts, etc. as required. 5. Represents the user community as an advocate for system user friendliness, the functionality of applications, and the continuity of information inquiry. Coordinates with other major computer system owners to promote application and information integration throughout PennDOT. H. Provide support to the Pavement History Data Quality Assurance Project. 1. Assists in creating Pavement History QA forms. 2. Assists in reviewing District provided Project Tracking Sheets. 3. Through District visits, assists in reviewing construction documents such as As-Built drawings and Project Verification Forms. 4. Assists in grading Districts based on pavement history entries for Layer Type, Layer Order, Layer Year, Project Limits, Layer Width and Layer Depth. 5. Works with Districts and BOMO representatives on results of QA evaluation for improvement of pavement history data. I. Follows PennDOT and Bureau policies, expectations, goals, and objectives. 1. Maintains good working relationships with Engineering District and County personnel, co-workers, supervisors, vendors, and the general public. 2. Schedules and/or attends necessary meetings with other PennDOT personnel and management, or other non-PennDOT personnel, concerning unit issues, personnel, programs, or concerns, as well as other Division/Bureau/Section issues. 3. Attends scheduled staff meetings. Reports concerns, needs and accomplishments. Determines direction, policies, expectations, goals, objectives, etc. of unit. 4. Exhibits good work ethics by adhering to all time and attendance policies, as well as safety rules and regulations. 5. Participates in at least one training course, session, etc. to learn and/or implement relevant operations, procedures, and/or techniques. J. Acts as an SRM requisitioner/receiver in the procurement process for the Roadway Inventory and Testing Section, as it pertains to the Videologging Contract, with the following roles and responsibilities: 1.Creates shopping carts for the procurement of goods and create confirmations for receipt of services against SRM purchase orders and verifies they are correct before approving the entry confirmation in SRM. 2.Compile and analyze data on budget requests, budget estimates, contracts, past and current spending trends, etc. 3.Gather and evaluate data regarding specifications, prices, availability, delivery rates/schedules, warehousing and market trends of products requested to determine purchasing needs. K. Performs other miscellaneous related duties as required. Safety 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2.
