Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Coordinates, implements, and maintains policies and procedures to institute an effective safety program. Monitors programs to ensure compliance, provides training, and conducts on-site visits for all components of the Accident/Injury Prevention Program (AIPP). Chairs Accident Review Committee. Investigates all catastrophic injuries and accidents and ensures corrective action plans are in place and enacted. Provides guidance to management in developing and implementing safety related corrective actions. Assure follow-up reviews of corrective actions and aid with safety issues within their respective areas. Periodically conducts site visits to ensure safety compliance. Coordinates all accident (personal injury, fleet, and equipment) reports. Conducts thorough accident and injury investigations within the required timeframes and routes Accident Packages through the Accident Review Committee. Enters all inspections, accidents and injuries in safety databases and is responsible for the processing of the required paperwork. Assists in the development of safety training while serving as a subject matter expert. Conducts safety-related training including OSHA Class Coordination, seminars, work-shops and meetings to gather and distribute safety program information on new programs, processes or policy. Participates and assists in presentations concerning safety policies and procedures. Organizes and presents training programs in response to identified needs and provides research and analysis to identify needs and support the safety programs. Develop and Present new hire Safety Training Program. Develops and leads the District and Counties Safety Recognition and District/County Safety Stand Days. Develops district wide emergency plans to ensure it is adequate and in line with department policies and procedures. Analyzes and interprets various sources of data to make recommendation for methods and procedures for implementing safety management programs. Summarizes accident/injury trends provides recommendations for avoidance methodologies and remedial actions that are discussed with county and district management staff. Conducts comprehensive management reviews of office sites and field facilities to ensure compliance with Departmental safety requirements, applicable safety and fire codes, and department protocol. Reviews, inspection and accident reports as required, concentrating on trends and problem areas for corrective actions and recommendations. Provides guidance to highway maintenance crews and garage personnel on safe and proper ways to perform duties. Observes highway and bridge maintenance operations to identify hazards and communicates prevention remedies. Performs regular field visits and critical safety reviews. Conducts regular safety inspections of crews, stockpiles, facilities and county garages. Conducts Annual PPE reviews for Design, Construction and Maintenance Staff. Performs District wide safety harness inspections. Conducts analysis of accident reports with an emphasis toward providing advice, training and assistance on accident prevention, Right-to-Know, Globally Harmonized System (GHS), work-place hazards, fire safety and other employee safety issues. Chairs District safety committee meetings with district management and respective Counties and Tunnels. Ensures compliance with health and safety legislation, policies and consensus standards including development and maintenance of an emergency response plan, compliance with Right-to-know law, Drug Free Workplace Act, Fire and Panic Act and Federal Motor Carrier Safety Act Drug and Alcohol Testing Program. Coordinates all random drug and alcohol testing required to comply with the Commonwealth CDL Program. Coordinates and supports the following programs: GETS, Evacuation Safety Program -Fire Drill, Emergency Response Plan, RTKL compliance and inventory inspection, COOP. Safety: 1. Assess your environment and be responsible for your safety, the safety of co-workers, and the public. 2. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Promote a CULTURE that emphasizes SAFETY as a core value: - Immediately stop any unsafe actions. - Incorporate safety into all discussions, deliberations, and decisions. - Continuously communicate the safety direction. - Inspire employees to be a MODEL for safety. - Encourage and support safety initiatives and programs by participating and involving your staff. - Recognize safety daily. - Acknowledge EXTRAORDINARY achievements. - Learn and improve through After Action Reviews (AARs). - Enforce accountability. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. SEMP/PennDOT Green Plan Policy: Recognizing that everyone is involved in the District's and County's actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Performs other work as required. |
