Applies engineering practices and principles to make sound decisions and judgements related to the completion of work assignments. Performs as a direct assistant to the Traffic studies Supervisor. This position emphasizes the performance and review of engineering and traffic studies including those for speed limits, multi-way stops, turn restrictions, truck restrictions, and establishment of one-way/two-way streets, passing zone and truck climbing lane studies, intersection and stopping sight distance and hazardous walking routes, mid-block crosswalk studies and other operational safety investigations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews plans and completes engineering submissions and calculations related to traffic studies and transportation systems communication infrastructure while implementing industry standard security protocols. Utilizes sound engineering judgment and practices to recommend traffic related safety improvements for inclusion in projects. Performs, reviews, and recommends approval of traffic engineering and safety studies in accordance with Chapter 212 of Title 67, the Pennsylvania Code, and apply knowledge and understanding of Department standards, specifications, and policies with primary emphasis on traffic engineering and traffic safety. Demonstrates a working knowledge of Publications 212, 46, 149, 148, 236, 213, and 408, and the MUTCD. Under the guidance and review of the Traffic Studies Supervisor, performs the effective and timely completion of traffic engineering studies, which includes the reviewing of school student walking routes, speed limit studies, multi-way stop investigations, pavement markings or pedestrian control measures, regulatory signing, warning signing, truck restrictions, turn restrictions, mid-block crossing studies, changes in STOP sign placement, establishing one-way streets, and other operational safety investigations. Prepares, reviews, and recommends approval for traffic related plans, including signing and pavement marking plans and other plans in accordance with all applicable regulations, policies, and standards. Utilizes GIS resources to help with the efficient coordination and management of traffic study data and other ongoing traffic unit initiatives. Utilize the department’s technological resources including but not limited to CDART, ECMS, MPMS, CADD, EPS, TSAMS, Pennshare (ArcGIS Online) and Microsoft office suite. Utilizes FHWA’s USLIMITS2 software tool to evaluate and set consistent speed limits along state highways utilizing keen engineering judgement. Works closely with Strategic Safety section to identify and implement speed management techniques to meet driver’s expectations. Overtime is compensated for specific functions with advanced approval. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. 3. Immediately report to your supervisor any incident, unsafe practice, or near miss. 4. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 5. Evaluate contractor operations: • Immediately stop unsafe actions • Engage in ongoing safety dialogue with the contractor’s leadership. 6. Promote a CULTURE that emphasizes SAFETY as a core value. • Immediately stop any unsafe actions • Incorporate safety into all discussions, deliberations, and decisions. • Continuously communicate the safety direction. • Inspire employees to be a MODEL for safety. • Encourage and support safety initiatives and programs by participating and involving staff. • Recognize safety daily. • Acknowledge EXTRAORDINARY achievements. • Learn and improve through After Actions Reviews (AAR’s) • Enforce Accountability Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub. 712) and the associated principals. Failure to comply with the Department Green Plan Policy shall be documented in the employee’s performance review. Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day |
