Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position plans, develops, implements, evaluates and promotes educational programs, resources, and outreach initiatives to improve understanding of Pennsylvania’s workers’ compensation laws, regulations, and processes. This position works with employers, employees, insurance carriers, attorneys, healthcare providers, and other stakeholders statewide to promote compliance with workers’ compensation laws and regulations, improve engagement and effective participation in the workers’ compensation system.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Develop and implement education and outreach programs related to workers’ compensation laws, policies, and procedures. Conduct training sessions, presentations, and workshops for employers, employees, insurers, healthcare providers, and other stakeholders.

Manages all details and organization of the department’s annual Workers’ Compensation Conference, including creating and managing conference budget, working with internal suppliers and external vendors to select and prepare venue and support planned activities, arranging for conference speakers, publicity, registration, onsite support, providing various reports to bureau and department leadership.

Supervises one Administrative Assistant who acts as support staff.

Create and maintain educational materials, including guides, fact sheets, webinars, and online resources.

Collaborate with internal divisions to translate complex regulatory information into clear, accessible guidance for stakeholders and the public.

Coordinate outreach initiatives with industry groups, labor organizations, business associations, and community organizations.

Monitor emerging issues, stakeholder concerns, and trends to inform outreach strategies.
Evaluate the effectiveness of education and outreach programs and recommend improvements.

Represent the agency at conferences, meetings, and public events.

Ensure all educational materials and communications align with current statutes, regulations, and agency policies.

Conducts studies and surveys to identify education and outreach needs and determines the best strategies to respond to identified needs and that program objectives are met.

Uses appropriate evaluation methods and models to determine the effectiveness of outreach program initiatives.

Develops and implements outreach program improvement strategies to improve program effectiveness.

Develops, recommends, maintains, and implements policies, procedures, and methods necessary to ensure consistency and effectiveness in the promotion and delivery of outreach efforts related to employers maintaining workers compensation insurance.

Prepares reports and narratives for the executive office providing summaries of events, discussions, key initiatives, and follow-up action items needed.

Works in coordination with the bureau’s Information Writer to disseminate materials.

Travels to various meetings and events.

Performs other related work as required.

The incumbent in this position is responsible for determining the effective methods of outreach and tracking the effectiveness of the program. The position will determine the appropriate outreach plans for stakeholders. Work is performed independently and is reviewed by the Director during periodic meetings.
