Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. PERFORMANCE MANAGEMENT Provides technical support for the Performance Management Program for the client agencies. Reviews and evaluates all Employee Performance Reviews (EPRs) to ensure they are completed properly in accordance with Management Directive 540.7. Provides feedback and recommendations directly to raters and reviewing officers to correct technical or content errors. EPRs with complex content issues or that may lead to a performance improvement plan (PIP) are referred to the HR Analyst in the WFS Section. Monitors and maintains EPR Resource Account. Tracks due dates and completion rates for annual and probationary EPRs and provides monthly reminders and reports to client agencies. Responsible for processing, monitoring, and controlling the performance evaluation reporting process to ensure: 1) no probationary employee is granted regular status by default, 2) all employees are evaluated in a timely manner at least once a year, 3) Mid-Point Progress Reviews are conducted for both regular status and probationary employees, and 4) current job standards, performance objectives and job descriptions are in place. In accordance with Civil Service rules and union agreements, works with Employee Relations and WFS analysts to advise program managers and supervisors on probationary periods, extensions, rejections, and rejection and returns; works with analysts to review related program documentation for completeness, accuracy, and adherence to established rules and procedures, gathering additional information or documentation if necessary and preparing notification correspondence; and works with statewide union representatives to gain concurrence on probationary extensions. Submits ePAR to extend employee probationary periods ADMINISTRATIVE SUPPORT Supports a variety of human resource program areas within the Employee Relations and Workforce Support Division performing duties such as gathering data from publications, files, and interviews; analyzing data; recommending appropriate activity; and substantiating recommended actions. Utilizes SAP and other systems; Adobe; and Microsoft Office programs including Excel, Access, Word, Share Point, TEAMS and others as well as various files, records, and reports to gather information and data needed to complete assignments and projects. Prepares a variety of letters, reports, vouchers, agendas, and other correspondence in draft and final form. Reviews and proofreads correspondence and assignments prepared by the division chief and employee relations analysts for grammar, format, and completeness prior to distribution. Monitors and maintains employee relations email resource account. Conducts research and reviews relevant policies to answer general inquiries, or forwards more complex issues to the appropriate analyst for response. Forwards disciplinary action requests, grievances, and separation notices to the appropriate analyst. Distributes correspondence such as grievance denials, discipline letters, and grievance settlements to all appropriate parties from resource account. Coordinates union business and administrative leave approvals with the union and/or Office of Administration, Bureau of Employee Relations. Informs appropriate managers, supervisors, and time advisors of approvals. Monitors and maintains electronic Official Personnel File (eOPF) Resource Account. Maintains accurate electronic records of all grievances, employee arrests, and disciplinary actions. Sends disciplinary letters to eOPF resource account and ensures they have been uploaded to the eOPF. Tracks and monitors disciplinary actions and grievance settlements to ensure actions are removed from employee eOPF at the appropriate times. Adds arbitration awards, docket sheets, and minutes from grievance committees to appropriate SharePoint file folder. Maintains the hardcopy filing system, including the purging of files that are outdated and coordinating the placement of files in archives. Serves as a second point-of-contact for the agency’s Corporate Card Program. Reviews employee usage to determine compliance with established Commonwealth and department policy. Forwards information to the appropriate analyst for investigation when needed. When Civil Service covered employees submit resignation letters, drafts the resignation acceptance letters and routes for review and signature by the appropriate authority for the Departments of Revenue or Insurance. Once the signed letter is returned, distributes to the employee, immediate supervisor, and reviewing officer. Copies the agency time advisor on the communication and addresses any questions so that a separation EPAR can be submitted and transacted in a timely manner to ensure no overpayments occur to the employee. Selects DOR employee numbers randomly for tax reviews based on an established schedule, and requests PATH Access Reports from appropriate IT for review by Employee Relations staff. Gathers and complies data for the Taxpayer Bill of Rights report biannually when requested from DOR legal. Provides ad hoc reports for the agencies using available SAP and IRIS resources. Performs other related duties as assigned by the supervisor, Employee Relations and Workforce Support Division Chief, and the Human Resource Manager. |
