Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Performs a wide variety of advanced consultative mechanical engineering work in support of statewide corrections institutions. This position serves as agency in-house mechanical design expert & provides guidance and direction to senior management on effects of new technology and suggest changes to policy/procedures by defining advantages/disadvantages of mechanical engineering standards, practices and materials. This position requires a Professional Engineering License issued by the Commonwealth of Pennsylvania and will be responsible for signing/sealing engineering design documents as required. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Completes design data, specifications, and CAD drawings for construction projects, in accordance with applicable codes, regulations, and sound engineering practices. This includes in-house construction projects, and projects performed for bidding and award to contractors. Conducts construction project site survey, assembles pertinent data, and prepares report which includes: observation of existing conditions, recommendations, and preliminary cost estimate. Coordinates design efforts with all disciplines within the bureau, institution staff, retained design professionals (if applicable), code officials, and any additional interested parties. Reviews and approves mechanical drawings, specifications, reports, computations, cost estimates, and budget estimates prepared by retained design professionals. As Bureau representative, employee is responsible for attending design review meetings/conferences with professionals, institution staff, and other agencies to discuss resulting conclusions and observations. Ensures project complies with good design practices, applicable codes, Labor and Industry standards, and DOC policy. Reviews and approves or rejects equipment catalog cuts, shop drawings, and samples of materials submitted by contractors/vendors during construction projects. Reviews and approves or rejects proposed changes in construction due to field conditions and/or changes due to errors of omission by the design professional. Provides technical advice and interpretation of contract requirements and documents. Develops solutions to design, construction, maintenance, or operations problems which require advanced knowledge of mechanical engineering principles and methods. Conducts investigations into mechanical engineering failures caused by unusual conditions or suspected faulty designs, and develops innovative solutions or alternatives to resolve problems. Conducts site inspections during construction to resolve complex mechanical engineering problems, determine the completeness of project, adherence to design, adherence to construction standards, and ultimate acceptability of the project by the DOC. Investigates and anticipates the future mechanical needs of the facilities, and makes plans to address future operations and maintenance issues, and required construction projects. Reviews contract change orders to determine if costs are in line with current construction costs and recommends approval/disapproval. Provides technical advice and interpretation of contract documents in situations of dispute at construction conferences and pre-claim hearings. Provides assistance to the facility maintenance managers in solving advanced mechanical engineering field problems and recommends necessary action. Provides supervision and technical guidance to other engineering and technical staff. Provides mechanical training to maintenance staff on the most current mechanical equipment. Employee is required to advise agency management on the effects of new technology, or changes to existing policies and standards by identifying the advantages and disadvantages of the engineering methods, practices, and materials. Employee may be involved in conducting and evaluating research to revise engineering standards, and to update engineering principles and techniques. Employee has extensive depth and breadth of knowledge of: - The reference sources regarding the costs, principle applications, and characteristics of materials, fixtures, and equipment used in the design and construction of advanced mechanical systems. - The standard building codes along with the principles and practices of advanced mechanical systems construction and inspection. - PA Department of Labor & Industry and PA Department of Environmental Protection codes as they apply to the PA Department of Corrections. -Travels to institutions as required to inspect the overall mechanical operation and to assist with any mechanical changes. - This position requires preparation of design drawings using AutoCAD. Performs other related duties as required |

Employee is required to take professional responsibility for their own work products, and at times will be directed to assume a leadership role for projects assigned to a group of bureau employees. Assignments are self-generated or provided with general instructions from agency management. Within the specialization of Mechanical Engineering the technical aspects of the work are performed independently and reviewed by agency management primarily to determine overall effectiveness and satisfactory completion of objectives and goals. |
