Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Under the direction and technical guidance of the Special Tags/Control Supervisor, the primary function of the Special Tags Clerk II employee is to process Special Tag Applications, act as a messenger and any other related duties assigned by the supervisor. The employee is responsible for examining and data entering into our computer system vehicle title, and/or registration applications using a personal computer. The process requires that the employee verify the correctness of name and address, WID number, insurance, plate and tag information, signatures, liens, notarization, tax liability, authenticity of documents, and other elements that ensure accuracy. The operator must determine that the required information fees and documents have been properly attached with the correct forms. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Utilizes a personal computer to data enter required information from bureau forms to programmed designed formatted screens to ensure proper issuance of certificates of title, registration plates, cards, stickers, decals, and sales tax receipts. Examines and determines that required information on bureau forms have been received to ensure proper issuance of certificates of title, registration plates, cards, stickers, decals, and sales tax receipts or rejects applications because of discrepancies. Production must be at least 21 applications per hour with a 2% or less error rate. Required to pick up unprocessed work from transporter bins and return to work station to process the work. Required to maintain a suitable desk organization to ensure a smooth transition of work. It is recommended that the desk organization permit the unfinished work to be secured in the transporter box or on a shelf to enable efficient supervisor access in the event of absence. The employee is required to return work to proper transporter box upon completion. Utilizes examining standard procedures and reference materials, such as the CARATS Procedures, the Pennsylvania Zip Code Directory, the Polk's World Bank Directory, the National Zip Code Directory, etc. The employee is responsible to keep a log-in sheet for processed work on batch registers. Separate check exchange copies, deliver copies to O.I.F.S., and keep a file of batch sheets for check exchanges. Issue check exchanges to various departments, maintain, order, and restock check exchange tickets. The employee is responsible to process notepads and CATS memos. This requires the employee to pull file copies and make telephone calls to correct any errors or discrepancies. Update the CATS program on the computer with ending results. Answer telephone calls from outside agencies and within the bureau and gives support to other agencies and other in-house bureaus and departments. Maintain reports on a weekly basis to include tag order, breakout, no-no list, and status reports. The employee must maintain all discrepancy and tag order reports, and original MV-904 applications, for review for a one-year period. Responsible for ensuring that the correct fee waiver code is used and properly documented whenever a fee waiver is necessary to process a customer transaction. Complies with all aspects of the Fee Waiver Guidelines. Required to type letters for rejected applications and match the letter to the correct application and prepare for mailing. The employee must compile an expedited order to be sent to the prison for the manufacture of the plates. Type and order all special tag order plates, keystone plates, remake plates, and five year tags. Processes all tag orders to include the opening and the release of the tag order, and the matching of plates with registration cards, ensuring the correct expiry sticker is matched with the correct identification card for the appropriate work being processed. This includes mail, messenger, and legislative service work. The employee must process discrepancy tags, which requires them to pull files and reassign the tags. Must handle displeased customers who have applied for and were refused vanity plates, via phone and in person at the Motor License Counter. Retrieve all return tags from the return tags unit and pick up registration cards from the Output Control Unit. Modify the system using CARATS test records to obtain the reassignment of plates, perform correction to master records, and override vast amounts of money using fees override codes. Deposit any processed money and checks, which requires the completion a cash drawer reconciliation card that must be hand carried to the to the depositing unit for processing. Must keep a daily production report. Secure the special tag unit, which requires the employee to lock up work, checks and secure all plates, registration cards, and stickers in a locked cabinet. The employee must sign and complete the product security checklist. Order and restock basic office equipment, registration cards, expiry stickers, and registration plates. Utilizes examining standard procedures and reference materials, such as the CARATS Procedures, the Pennsylvania Zip Code Directory, the Polk's World Bank Directory, the National Zip Code Directory, etc. Must be able to work overtime when required.
