Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position is established in the Performance Metrics Unit within the Highway Administration Deputate’s Strategic Development and Implementation Office (SDIO). This position performs complex analysis and performance evaluation of management programs of Central Office, District Engineering Offices, and County Maintenance organizations to improve productivity and make recommendations to management on changes to business needs related to procedures, structures, processes, and management practices and relevant system needs. Works closely with District Executives, HA Bureau Directors, Assistant District Executives, and County Managers in supporting the following key areas: 1. Business driven metrics and system performance 2. Process review/improvement projects 3. Plant Maintenance (PM) performance Position leads and manages technical aspects required of PennDOT's program areas seeking to leverage the functionality of the Commonwealth's programs, such as SAP Enterprise Resource Planning (ERP) system (SAP). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Serves as a key liaison to the implementation, compliance, and improvement activities with specific projects across the Department. Serves as a senior maintenance advisor to manage administrative and information resource processes and requirements, apply implementation and compliance concepts in building and executing maintenance policies and the Maintenance Accreditation Performance Index (MAPI), and in communicating progress of activities. Performs program analysis, research, forecasting, evaluation, and planning, and prepares recommendations for program and operational improvements or innovative developments to all areas within the Highway Administration Deputate. Determines the extent to which existing processes are adequate, goals are being met and effects of impacts of change. Maintains a high level of customer service by leading the development and implementation of effective practices and task management with respective Bureaus, Districts, and Counties. Prepares and monitors reports that are required to address Federal Highway Administration or other organizational performance metric requirements. Develops other reports, tables, charts, and graphs, as needed, to be utilized statewide to present complex analysis, plans, and recommendations for improving agency operations. Prepares data analysis and presentation of data summaries, charts, graphs, etc. relating to innovative, collaborative and improvement program results and progress towards agency goals and objectives. Lead Liaison for supporting performance improvement systems/project implementation. Works closely with functional team leaders, central and district office power users, and district implementation teams to identify issues and concerns; develops mitigation plans to resolve identified issues; communicates proposed solutions to business process owners; and ensures approved corrective actions are implemented. Position responds to a wide variety of requests for assistance from executive and management staff such as, requests for extracts and analysis of large volumes of data from the Commonwealth's accounting system, requests for analysis of the effects of proposed changes to Business processes, and requests for analysis of the effects of changes in laws and regulations on Commonwealth Processes. Maintains program alignment and communication between the HA Deputy Secretary, Chief Executive and Chief Engineer, Bureaus and Districts; leads discussions to provide and receive feedback on program status; provides detailed reports to the HA Deputy Secretary and Chief Executive to ensure noted issues and concerns are addressed. Directs the planning and the implementation of initiatives and managing communications with stake-holders department wide. Documents and reports on deficiencies and best practices during project and program reviews; prepares reports of findings and best practices to the HA Deputy Secretary, Chief Executive and Chief Engineer, Bureau Directors, District Executives, ADE's, and County Managers when appropriate. Conducts regular Department wide evaluations of HA Deputate systems to identify areas of concern as well as the need for system enhancements. Based on the needs identified, addresses issues through resource development and training or through coordination of work efforts with IES. Analyzes operational data to determine trends, establish baselines, and assist in setting goals; monitor progress and performance of operations through data analysis, metrics performance and future enhancements based on business needs. Prepare reports relating to compliance activities; serve as liaison with managers in response to inquiries on activities. Works with the development, implementation and evaluation of statewide training on analyzing operational data and in adjusting to maximize performance and best practices and efficiencies; develops training manuals for creating and analyzing data and reports. Provide technical expertise and assistance. Manages planning, implementation and evaluation support efforts of initiatives, and in the management and development of key improvement and compliance programs. Leads operational reviews/improvement; ensures procedural compliance through system development and reporting. Leads the development and enhancement of management practices through facilitation and collaboration with the Deputate, District, and County leadership. Through programs and tools such as SAP, completes report generation and analysis, identifies areas of non-compliance with policies and/or manuals, and assists management in identifying the root cause of non-compliance and recommended course of action to correct. Leads the business process reengineering of technical metrics projects related to engineering, construction, design, and maintenance processes. Performs extensive data mining/collection and conducts in-depth research, prepares recommendations for changes or improvements. Prepares reports, tables, charts, and graphs to make recommendations for improving agency operations. Work with users to ensure Information Technology (IT) systems fully support business needs; provides Project Management support on IT Projects on behalf of Highway Admin. Participates in and may lead Deputate-wide automation initiatives and system development projects. Assist with and may lead planning initiatives on Highway Administration engineering computing system; analyzes user system development requests, gathers information and providing recommendations. Provides database support including, but not limited to, assisting users with queries and reports. Leads the definition of systems policies and procedures for Highway Admin systems; aids developers, programmers and internal and external users in application and interpretation of these policies. Serves as PennDOT Data Integration Facility (PDIF) Coordinator for all Highway Admin metrics Develops program performance measures and monitors, updates, calculates, and recommends adjustments to performance measures to determine program effectiveness. Communicates project issues and progress to executive and senior management as well as the user community including outside stakeholders throughout the project development and implementation. Develops training manuals for creating and analyzing data sets and generating reports indicating ways to initiate improvements and provides training as needed. Highway Administration Deputate Performance Awards Program: in close coordination with HA executive, managerial and supervisory staff, staff, performs and oversees the planning, coordination, implementation, and evaluation of all phases of the Depuate’s HA Performance Award program. Ensures ceremony outline and presentation preparation, timely event/ceremony planning, executive availability, notification, award recipient identification and vetting, as well as room reservations, catering, and photo opportunities (recipients, nominators, managers, executives). Performs and oversees ceremony narration, and performs event after-action reviews to identify best practices and opportunities for improvement. Continuity of Operations Plan (COOP): This position oversees the management and maintenance of SDIO’s COOP planning process and all employee specific assignments; ensures plan is up-to-date and that phone lists, emergency and otherwise, are continually updated, distributed and available to staff and appropriate stakeholders. Performs and oversees COOP research, development and implementation; manager/supervisor discussions, and provides the Office Director and Section Chief detailed recommendations as to where each employee is to report during an activation; and coordinates planning to ensure all needs are accounted for and provided to each employee. Workforce and Succession Planning: Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff. Department Green Plan Policy: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
