Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Direct through subordinate supervisor and a professional, technical staff, the activities of the Conservation, Restoration, and Inspection Section in the Waterways and Wetlands Program in the Southcentral Region. Plan, organize, prioritize and assign work to meet the goals and deadlines of the Program and Department. Generally, the Section is responsible for coordinating and implementing all regional monitoring, compliance and enforcement of the laws, rules and regulations, policies and guidance documents of the Department in the areas of CAFOs, Erosion and Sedimentation Control/Post-Construction Stormwater Management, Waterways/Wetlands Encroachment, the Chesapeake Bay Program, and Agriculture.

This position is responsible for the Waterways and Wetlands program, Conservation, Restoration, and Inspection Section of the Regional Office. The incumbent supervises technical staff, supervisory staff, or both who carry out the conservation, restoration, and inspection functions and related activities. Job duties and responsibilities include the following:

1. Communicates regularly with staff to ensure that they are fully aware of Departmental policies and initiatives so they can implement them appropriately in their daily work. Provides other general information that can enhance each subordinate’s ability to represent, and work effectively within, the Department.

2. Appropriately represents DEP and the Southcentral Region when communicating directly or in writing with assigned staff; Federal, state and local officials; the regulated community and the public.

3. Works closely with Central Office and other field offices on Waterways and Wetland issues to ensure consistency across the Commonwealth.

4. Serves as a positive professional role model for assigned staff. This includes being adaptable and flexible, having sound judgment, maintaining a positive attitude, and presenting a business-like appearance.

5. Reviews work performance of subordinate staff.

6. Ensures that staff effectively carry out the following programs, as assigned within the region:

Assists in development and implementation of strategies to meet Chesapeake Bay Program goals related to agricultural compliance.


• Coordinates biological, chemical, and physical assessment of surface waters with the Clean Water Program to evaluate their condition and uses in support of compliance activities carried out by the region.

• Conducts and ensures subordinate staff conduct timely environmental compliance and enforcement activities associated with agricultural operations. Among other responsibilities, this includes the Concentrated Animal Feeding Operations inspection program, the non-CAFO agricultural inspection program, and complaint investigations related to agricultural and livestock activities.

• Conducts and ensures subordinate staff conducts timely compliance and enforcement activities associated with the Ch. 92a. and Ch. 102 erosion and sedimentation control and the Ch. 105 waterways and wetlands programs.

• Conducts and assigns timely routine or complaint inspections/investigations for alleged activities associated with the Ch. 92a. and Ch. 102 erosion and sedimentation control and the Ch. 105 waterways and wetlands programs, and Ch. 106 DEP related floodplain management program.

• Uses and enters data and information into DEP databases in a timely manner, such as but not limited to eFACTS, PracticeKeeper, the Complaint Tracking System, and PowerBI. Ensures subordinate staff use and enter data and information into DEP databases in a timely manner.

• Other programs to protect and improve the condition of watersheds that are partly or wholly within the region.

7. Ensures that the appropriate public outreach and participation occurs as needed:


8. Interprets rules, regulations, policies, procedures, and standards and objectives for subordinate staff.

9. Represents the Regional Office in dealing with various officials, regulated entities, and other agencies.

10. Conducts and attends administrative conferences and technical meetings.

11. Responds to problems referred to staff by legislators.

12. Provides information to the public, special interest groups, civic organizations, and the news media.

13. Provides technical information to other governmental agencies.

14. Coordinates activities of the section with other programs in the region.

15. Coordinates activities of the section with other regions, other public agencies, and (as appropriate) with private sector entities involved in the same watersheds.

16. Participates with Central Office staff in the development and enhancement of relevant programs.

17. Provides expert and/or fact testimony in judicial proceedings.

18. Operates a motor vehicle to travel to various field sites.

19. Supervisory Duties

• Assigns work and work areas.

• Routinely reviews itineraries and recommends the priority of cases.

• Reviews and approves overtime requests, leave requests, travel expense reports, and time accounting reports in a timely manner.

• Evaluates work performance and prepares Employee Performance Reviews.

• Assesses training needs for staff.

• Handles grievance, complaint, and discipline matters in accordance with Department policies and with the assistance of the regional business office.

• Reviews written correspondence for completeness, content and readability, and revise as necessary.

• Informs staff of program and work policies and assures their adherence to those policies.

• Assumes the program manager’s role when assigned.

Promotes the Department's mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

The incumbent is delegated responsibility for the waterways and wetlands conservation, restoration, and inspection section for the region. Work is assigned with general instructions, allowing the employee flexibility for performing assignments in accordance with policy and guidelines, and in a timely manner. Work is reviewed for program effectiveness through data, reports, discussions, progress reports, and EPRs.
