Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Conducts compliance inspections of industrial facilities, as assigned by the District Supervisor. Reviews, handles and resolves all assigned existing or potential air pollution problems including complaints in a manner consistent with the Air Pollution Control Act and the Rules and Regulations of the Department. Reviews emission inventory data developed for the AIMS system and updates AIMS information, as necessary, for assigned facilities. Monitors asbestos/demolition notifications and projects.

If this position is filled as an Environmental Trainee, the individual will serve a 12-month training period. During this training period, there will be greater oversight of the employee's duties, formal training, and on the job training to perform the Air Quality Specialist duties and implement the objectives of the Air Quality Program.

Description of Duties:

1.COMPLIANCE MONITORING:

a. Plans and implements an on-site inspection schedule for facilities as per the Compliance Monitoring Schedule and other priorities as assigned by the District Supervisor. Inspections are completed to ensure compliance with permit conditions, Department regulations, and/or Federal regulations in addition to observing facility operations to assure all air contamination sources and controls are permitted and/or meet the requirements of a permit exemption, as applicable.

b. Writes inspection reports to document compliance and/or non-compliance with conditions and regulations.

c. Reviews reports and notifications submitted by regulated facilities.

d. Provides background information to Engineering Services relative to applications for plan approvals of new sources and/or control equipment and relative to renewal applications for operating permits at assigned facilities.

2. COMPLAINT INVESTIGATIONS

a. Investigates air pollution complaints and conducts active enforcement case follow-up inspections.

b. Communicates the results of the investigation with the complainant.

c. Documents findings of investigations and prepares letters to operators outlining issues and violations.

d. Inputs results of complaint investigations into CTS (Complaint Tracking System).

3. e-FACTS/AIMS SYSTEM:

a. Reviews and updates, as necessary, eFACTS/Air Information Management System (AIMS) information for assigned facilities.

b. Verifies accuracy, completeness, and reliability of emission inventory data, including the following: comparing the reported emissions to the emission limits of the permit or exemption; comparing the reported sources in the emission inventory report to each facility’s permit or approved exemption; and verifying that the most recent emission testing data, if applicable, is used for emission calculations.

c. Inputs inspections and compliance actions relating to facilities in the eFACTS/AIMS system.

4. SAMPLING

a. Monitors stack tests conducted by consultants; may include observing testing, reviewing/commenting on test protocols as they relate to permit conditions or exemption criteria, and reviewing/commenting on test reports as they relate to permit conditions or exemption criteria.

b. Collects fuel oil samples, volatile organic compound samples, coal samples, and other samples as required to confirm compliance with regulatory standards.

c. Collect samples, as appropriate, during complaint investigations, to assist in compliance determinations.

d. Recommends investigative sampling program strategies including sampling site location, sampling frequency, and sampling duration analysis. Evaluates the sampling data results.

5. ASBESTOS/DEMOLITION PROGRAM:

a. Evaluates submitted asbestos notification forms for completeness, technical appropriateness, and timeliness.

b. Schedules inspection of asbestos removal and building demolition operations.

c. Investigates demolition and asbestos removal operations which have taken place without notification to the Department.

d. Prepares and submits inspection reports to the District Supervisor.

e. Initiates appropriate enforcement action, as necessary.

f. Obtain the initial Asbestos Building Inspector certification, with annual recertification and/or enroll in other continuing education courses related to Asbestos/Demolition compliance and enforcement.


6. ENFORCEMENT

a. Participates in planning and development of enforcement actions. Recommends to the District Supervisor actions necessary to bring companies into compliance and assist with appropriate enforcement action to ensure that compliance is achieved as rapidly as possible.

b. Investigates and documents air pollution complaints; conducts follow-up inspections to determine the nature of extent of the air pollution problem.

c. Writes Notices of Violation to companies and/or individuals found to be out of compliance. Writes Requests for Control Plan to company and/or individuals to address ongoing or potential violations as appropriate.

d. Participates in meetings with industrial, governmental and/or community representatives to address air pollution concerns, to evaluate air pollution control programs and to resolve specific issues evolving from any particular case.

d. Participates in meetings with company representatives to assist in the development of compliance schedules and settlement agreements.

e. Monitors Department Order schedules to assure compliance and conducts follow-up inspections when appropriate.

f. Appears as a witness in legal proceedings as necessary.


7. POLLUTION PREVENTION(P2):
Promotes P2 ideals at appropriate inspections, complaint investigations, etc.


8. OTHER DUTIES:

a. Responds to Right-to-Know and Informal File Review requests within the specific time frame.

b. Participates in activities with the Bureau's Central Office and other Regional Offices. This involves: (1) assisting the District Supervisor by providing information for special air pollution studies; (2) assists the District Supervisor in evaluating air quality conditions for the District; (3) attends meetings and seminars organized by Central Office and/or Regional Office on technical projects and studies; and (4) participates in inter-regional inspections and tours to evaluate programs and controls of other sources located within the Commonwealth.

c. Maintains records of program activities, as required.

d. Attends job-related training courses as required, including semi-annual Visible Emission certification; initial 24-hour HAZWOPER training with annual 8-hr Refresher; and initial Asbestos Building Inspector certification with annual recertification, as offered.

e. Communicates Departmental activities and requirements to industrial and municipal officials, consultants, and interested citizens.

f. Disseminates and explains the Air Pollution Control Act and the Rules and Regulations to company representatives and the public.

g. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

h. Promotes the Department's mission.

Employee is assigned to a geographic area in which they are responsible for
e-FACTS/AIMS, ambient sampling, inspections and complaint investigations. Employee reports to Supervisor periodically on routine matters and to bring up any special problems immediately for review. On occasion, the District Supervisor will assign short-term projects and set priorities for completion of these projects. The District Supervisor is responsible for assigning employee to training courses and regional staff meetings.

If this position is filled as an Environmental Trainee, assignments are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality.
