Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. An employee in this class performs a variety of professional duties within the Bureau of Watershed Restoration and Nonpoint Source Management. The employee's duties will involve developing and promoting the watershed approach as a coordinated framework for environmental management within DEP, Department of Conservation and Natural Resources, Department of Agriculture and other Commonwealth agencies, and the communities within the Commonwealth. Duties will center on empowering watershed organizations, citizen groups, landowners, local governments, and conservation districts to address environmental concerns on a watershed basis. Work is assigned in the form of program objectives and will require the employee to exercise extraordinary initiative with considerable freedom allowed in planning, scheduling and completing the work. The employee will report directly to the Environmental Group Manager. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Major job duties and responsibilities: Work with other programs in the Department’s Central Office as well as the Regional Offices to incorporate environmental problem solving through watershed and nonpoint source management initiatives into regional implementation of regulatory programs, such as agricultural erosion and sediment control, manure management, water obstructions and encroachments, construction and municipal stormwater. Provide input on training needs and resources and participate in the development of on-demand virtual courses in the Clean Water Academy, the Watershed Specialist Annual Meeting, and the Nonpoint Source Annual Meeting. Initiate, coordinate and develop program activities involving comprehensive watershed management to meet grant applicant / grantee needs to protect, enhance and restore watersheds throughout all areas of the region. Examples of activities include permit coordination, GIS maps, water sampling, access to historical data, date interpretation, and pre-application meetings. Coordinate and facilitate program environmental improvement projects such as Section 319 Nonpoint Source (NPS), Growing Greener, Chesapeake Bay Watershed restoration grants etc. Involve appropriate regional and central office staff, as needed, to address planning, permitting, and implementation of watershed environmental improvement projects. Reviews and evaluates grant applications for Growing Greener and Section 319 NPS grant program funding, as well as other watershed restoration grant applications, as determined by the Bureau. Promotes comprehensive watershed management by participating in activities such as pre-application meetings and assists with coordinating partners to identify possible funding sources for environmental improvement projects. Oversees watershed management activities for central office in conjunction with the regional offices, including, but not limited to, the development of training programs, workshops and reference materials. Works with other Watershed Managers in the work unit to ensure consistent application of watershed restoration and nonpoint source management activities in the regional and district offices. Coordinate Commonwealth wide grant programs including, but not limited to: Section 319 NPS and Growing Greener and provide review and follow-up project management. Conduct state-wide regional watershed coordinator meetings in conjunction with other staff in the Bureau of Watershed Restoration and Nonpoint Source Management, regional and district offices to share new ideas and information, develop and implement the watershed approach, evaluate its effectiveness and revise as necessary. Create and conduct outreach programs including conferences, educational seminars and webinars, forums, web sites, newsletters and any other means to provide education and technical assistance to grant applicant / grantees, including but not limited to, citizens, watershed and other environmental groups, industry, institutions and local governments. Attend watershed group meetings, or meet with a representative of the group, to become familiar with their goals, needs and upcoming projects. Participate in multi-region and multi-state outreach activities including workshops, forums, webinars etc. Build watershed partnerships by fostering and maintaining relationships with other state and federal agencies and organizations to include DCNR, PA Fish and Boat Commission, US Fish and Wildlife Service, EPA, NRCS, Conservation Districts, Farm Bureau, Army Corps of Engineers, Eastern and Western Coalition of Abandoned Mine Reclamation, Center for Watershed Stewardship, and non-governmental organizations, local colleges, universities, and local governments. Facilitate the transfer of information and mentoring among watershed groups. Represent the Department in local, statewide, national and international meetings and conferences with entities involved in watershed restoration and sound land use planning activities. Coordinate the Department's role in the development, review and administration of environmental plans, in connection with intrastate and Federal agencies, directed at encouraging and assisting in the development of comprehensive watershed management and/or restoration plans. Agencies involved in the coordination could include DRBC, SRBC, ORSANCO, etc. Establish and manage a centralized clearinghouse for easily accessible information on watershed planning, funding opportunities, technical assistance, and the implementation of best management practices. Operate electronic data processing equipment (personal computers) to evaluate program effectiveness, data management activities, Departmental activities, and provide data to watershed organizations. May include the use of Oracle system, , Microsoft Office, GIS systems (ArcView), PracticeKeeper, EPA GRTS, and other related databases and software. Work with the Bureaus Chesapeake Bay CAP program assisting with planning and program administration as needed. Responds to Right-to-Know requests and file review requests. Gathers responsive documents and reviews documents for compliance with Right-to-Know and file review exemptions. Provides documents to file review coordinator and/or Office of Chief Counsel. Promotes the Department’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
