Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Serves as the Assistant County Maintenance Manager. Develops programs, estimates, and plans for various maintenance operations, including surface treatment, surface patching, aggregate stockpiling, snow removal, signage, bridge maintenance and construction. Supervises general and specialized maintenance crews in the performance of highway and bridge maintenance activities and minor construction projects. Develops preliminary drafts of long range, annual, monthly, and weekly work plans. Develops programs, estimates, and plans. Reviews and recommends action to be taken on estimates and requests for authorization of funds, personnel, materials, and equipment requirements on a seasonal and annual basis and for the planning of future work. Reviews subordinate reports and approves payrolls related to work performed in the assigned region. Inspects work in progress and upon completion for adherence to Department standards, regional practices, and the original intention and assignment of work to be performed. Reviews and alters scheduled work through review of SAP/Plant Maintenance reports, original planning session notes, weather conditions, inventory analysis, equipment availability reports, period plans, weekly plans, and related highway materials information. Reviews the use of proper and appropriate work zone traffic control setups and takes the lead in maintaining a safe work environment for crews and the motoring public by ensuring subordinate foreman are following proper safety procedures and utilization of equipment. The employee creates and encourages awareness of work area conditions and initiates proactive accident and injury avoidance measures. The employee manages overall activities associated with personal injuries/accidents. Employee follows proper attendance and call off procedures, schedules non-emergency absences in advance, observes start/stop times, breaks, and meal times, works efficiently and effectively alone and with others, is available for overtime emergency responses, and minimizes nonproductive and down time for self and crews. Investigates highway-related complaints, ensures prompt and appropriate response is provided, and reviews and keeps road logs/records of conditions within assigned area to develop effective priority planning of work operation and estimates. Responsible for developing, negotiating, monitoring, and evaluating agility agreements for an assigned area to ensure services are being exchanged in a fair and equitable manner. Meets with representatives from local government and public service organizations to discuss projects and to develop work priorities. Manages incident management and emergency management activities for assigned portion of the County. Manages and monitors environmental clearances and permits. Conducts periodic inspections and inspects work of subordinate supervisors including operational activities and practices. Coordinates the inspection of contract construction and maintenance work. Manages all requisitions or purchase orders for materials and equipment and prepares correspondence and reports. Plans, assigns, prioritizes, and evaluates work of subordinates. Interviews and selects employees, prepares employee performance reviews, approves or disapproves leave requests, initiates disciplinary action, determines training needs, coaches and counsels employees, and resolves problems. Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Performs related duties as assigned. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Determines appropriate maintenance functions to perform for an assigned region of the county maintenance organization through evaluation of highway condition, ability to negotiate for available workforce and equipment resources, and identify critical needs for the region. Evaluates the effectiveness of subordinate foremen in carrying out planned activities and take corrective action where necessary to ensure objectives are met. Supervision is received from the County Manager and considerable latitude is allowed in planning and carrying out work programs. Work is reviewed for attainment of highway maintenance program objectives. |
