Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Position is responsible for service contracts and purchase orders for the entire department. Work is completed independently with minimal supervision.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

This position is responsible for purchasing a wide variety of services, supplies, materials and equipment for the Central Office and various field offices of the Department of Environmental Protection. Extensive knowledge of the Commonwealth purchasing policy and regulations, the Field Procurement Handbook, and DGS contracts is required. Responsible for determining the method of acquisition for supplies, equipment, and service requests.

Work includes product research, preparation of electronic bid invitations, specification writing, and the review and award of bids. Responsible for the preparation of Purchase Orders and Purchase Requisitions (Shopping Carts). Must possess a thorough knowledge of the SAP/SRM Systems which are used for the procurement of supplies, equipment and services from DGS contracts as well as to process Purchase Requisitions (Shopping Carts) to DGS.

Analyzes procurement requests, researches and negotiates sourcing strategies and costs related to the department's copier leases.

Enters and monitors the periodic invoices in SAP for copier and the staff augmentation contracts.

Provides guidance to program staff in developing specifications, statements of work and scope of services related to the department's need of staff augmentation and copier leases.

Ensures procurement policies are followed when preparing staff augmentation contractual requirements .

Promotes minority participation in departmental acquisitions of supplies and services. Promotes and researches green procurement. Purchases green products whenever possible.

Advises department central office and field personnel on appropriate purchasing procedures, methods of procurement, DGS contracts and product information.

Initiates lines of communication with various inter- and intra-departmental personnel responsible for approvals on various items/services, and personnel in the Comptroller’s Office responsible for pre-audit and payment.

Corresponds with manufacturers, suppliers, contractors, offices and other agencies in reference to purchasing problems, specifications, deliveries, technical details and similar matters relating to purchasing.

Confers with sales representatives. Attends demonstrations of equipment and supplies. Advises sales representatives about Commonwealth purchasing procedures.

Discusses purchase requirements with program areas and advises them on supplies, equipment and services best suited for their needs, as well as the necessary procedures to successfully procure them.

Attends seminars, training sessions and meetings related to purchasing procedures, technical problems and new product development.

Promotes the Department's mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
