Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Review and recommend approval for consultant and in-house design for traffic control plans for major maintenance work, grade crossing and projects. 2. Assists in development of TCP for complex projects which may require unique traffic control not included in Pub 213. (Usually a task force member) 3. Reviews and recommends innovative Work Zone. 4. Maintains State Police Safety Reports and coordinates State Police Assistance for expressway, freeway and other high volume work. 5. Conduct a continuing and documented district-wide program of both daytime and nighttime quality assurance reviews of traffic control on construction, maintenance and utility/permit process. 6. Conducts or assists in conducting work zone traffic control training programs. 7. Reviews work zone traffic accident data and advises construction project engineer to make corrections to traffic control plan. 8. Provides Central Office with District information for the statewide annual report on work zone traffic control. 9. Prepares traffic control plans for maintenance construction projects which includes detours, for emergency, road closures, one-lane traffic restrictions due to roadway subsidence rock slides etc. 10. Develops plans and establishes a maintenance program for the District RPM Program on an annual basis. 11. Prepares and/or reviews signing pavement marking and delineation plans prepared by the Department and Consultants for compliance to Department regulations. 12. Reviews applications for HOP for signing pavement marking, delineation and traffic control compliance. 13. Responsible to maintain project assignment and request log. 14. Assumes the role of lead worker in the district-wide signing program. 15. Assist in the development of the district highway pavement marking program. 16. Prepare cost estimates and requisitions for required materials including paints, luminous beads and roadside pavement marking guides and schedules all route paintings with the district. 17. Review and evaluate, in accordance with department standards, durability and visibility of markings placed on highways. 18. Check sight distances on horizontal and vertical curves, and insures traffic line marking patterns conform to existing standards and specifications. 19. Responsible for providing technical guidance to the county maintenance organizations for pavement markings applied by manually operated paint equipment. 20. Conducts studies to determine the life of pavement markings. 21. Prepares and/or reviews pavement marking plans prepared by the department and consultants for compliance to department regulations. 22. Assists in the development of the District truck mounted paint program. 23. Renders technical assistance in the layout and completion of the District truck mounted paint program. 24. Prepares replies to letters relative to problems and complaints submitted by legislators, senators, municipal officials and the public. Conducts engineering studies relative to work zone traffic control pavement markings and delineation to determine remedial solutions. 25. Provides support to construction personnel for pavement marking and RPM layouts and quality control. 26. Develops and maintains logs and inventories for no passing zones, pavement markings durable pavement markings and RPM’s. 27. Trains construction personnel in inspection methods to assure proper installation and application of durable markings, RPM’s and conventional markings and delineation. 28. Conducts reflectometer studies to determine the life of pavement markings. 29. Responsible for the Districts annual small paint program by county. Coordinates the implementation of the programs with the various county maintenance forces and vendors technical assistance in the layout and completion of the program. Enters site completion dates into a SAS mainframes computer file and runs progress reports of the small paint machine program. 30. Assists in the development and maintenance of the following District Pavement Marking Program: a) Conducts traffic studies and provides recommendations relative to pavement markings. b) Conducts studies to determine the life of pavement markings which includes reflectometer reading. c) Prepares and/or reviews signing, pavement marking and delineation plans designed by the Department. d) Coordinates and assists County Maintenance Forces in the implementation of the District's Annual Small Paint Program in accordance with the PennDOT Pavement Marking Handbook Pub. 648. e) Assists in the development of the District's AWPM Programs. f) Performs other related pavement marking duties as required. 31. Conducts passing zone studies and provides recommendations for the District Traffic Engineer. 32. Prepares response letters for passing zone study requests. Recognizing that everyone is involved in the District’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives. Attends environmental training designated for this Working Title. SAFETY 1. Evaluate contractor operations: • Immediately stop unsafe actions • Engage in ongoing safety dialogue with the contractor's leadership 6. Promote a CULTURE that emphasizes SAFETY as a core value: • Immediately stop any unsafe actions. • Incorporate safety into all discussions, deliberations, and decisions. • Continuously communicate the safety direction. • Inspire employees to be a MODEL for safety. • Encourage and support safety initiatives and programs by participating and involving staff. • Recognize safety daily. • Acknowledge EXTRAORDINARY achievements. • Learn and improve through After Action Reviews (AAR's) • Enforce accountability. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: 1. Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee's performance review. Fair Labor Standards Act (FLSA): Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
