Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Employee performs technical work assignments in a county maintenance organization. Such duties include the employee assisting higher-level technical and managerial employees with the data entry, tabulation, review, analysis, planning and development of maintenance operations in accordance with the applicable information management system(s). This data entry, tabulation, review, analysis, planning and development aids management in improving materials usage efficiency, maintenance activity efficiency, inventory accuracy and maintenance material quality -- all through continual process improvement using best practice and/or benchmarking methodology. Detailed review and analysis of statistical data requires proficiency in the use of Microsoft Office applications, namely MS Word, MS Excel. While directly supervised by the Roadway Programs Coordinator (RPC), the employee is responsible to assist in the year-round maintenance of the maintenance organization's applicable information management system as it relates to both highway subsystem information management and materials subsystem information management. Such work includes, but is not limited to, the review of daily reports to verify data against supporting documents, processing material load-slips, monitoring inventory accuracy, inputting and maintaining ECMS contract data, recording and tracking complaint data and various other information management system duties. Guiderail Repair & Replacement: Locate, inspect and identify guiderail damage; obtain accident information from appropriate police records; prepare damage estimates; submit repair request to contractor, arrange for prompt repair, observe repair work, inspect completed work; compile all necessary data needed for the department to bill responsible party; insure that contractors are properly and promptly paid for all work completed; enter all required information in the Plant Maintenance computer system. Tort Reduction: Obtain information of accidents from newspaper, radio logs, state police and other sources; visit accident sites, take photographs of scene, vehicles, all posted signs, shoulder conditions and/or any other relevant factors; monitor all state routes for hazardous conditions and report findings promptly to assistant manager for that area. SR Segment Marker System Management: Review all state routes in the county for proper segment marker designation - measure roadway widths at Segment marker and prepare a spreadsheet to document data; verify segment marker location with straight line diagrams for accuracy; Report all discrepancies and missing markers; request stock clerk to obtain necessary segment markers. Contractors: Monitor work performed by independent contractors; i.e. tree removal, stump cutters, sweeping etc.; insure proper recording of contractor's time, schedule their work in an efficient manner; verify completion in a timely manner; assure proper safety procedures as defined in the contract are in place on the job site. Damage to Highway Facilities: Prepare Reimbursable Activity Reports, with Assistant Manager's help for all reported damage to highway facilities. Bonded Roads: Monitor bonded roads to identify damage due to heavy vehicle usage; report damage to district bonded road coordinator. Maintain updated electronic copy of County's 5 Year Plan; Summer Activity Sheet. Flashers: Monitor flasher usage throughout the county by communicating weekly with foreman on where Department flashers are utilized. Maintain spreadsheet indicating location; reason; tracking number; etc. Meet with district personnel and assist in the roadside planning for guiderail, up-grades for the county. Act as back-up for the stock clerk for creating shopping carts in SRM or Purchase Requisitions in SAP During summer season serve as backup to stock clerk. During winter season may work shift in storeroom if needed. Assists as backup as a radio operator when required. Responsible for RCRS reporting, as well as maintaining the radio log in winter. General office duties. Assists with answering telephones when needed. Coordinates with the RPC, the Snow Route Database and Winter Bridge Permit process Responsible for all bulk materials inventory data entry, tabulation, review, analysis, planning and development. Includes, but not limited to: Weekly aggregate, pipe inventory counts, herbicides, dumpsters etc. During winter activities, employee is responsible for monitoring and controlling winter material quantity/usage deviations as they relate to the information management system. This is achieved through excellent communications, established processes, frequent field inspections, consistent field data and data processing, advanced mathematical computations, and by embracing new technology. Employee performs frequent winter material (salt) sampling as required by the Bureau of Maintenance Operations using approved methods and procedures. Performs other duties as required. Review MAPI scores and recommend areas that need improvement. Print monthly zero usage and inventory turnover reports. Work may be performed under a range of weather conditions including extreme heat, cold, rain, snow or ice; exposure to greases, petroleum products and fumes and a variety of potential injuries such as bruises, cuts, scrapes, sprains and strains. Work may require overtime and overnight travel on occasion. Serves as a backup MSDS Coordinator: Review, maintain, and update the material data safety sheets for the county. print and distribute the yearly hazardous substance survey forms. Supports the Moving Pennsylvania Forward Strategic Agenda: Customer Service-contact the guiderail contractor to repair accident damage sites within the guidelines to meet the reimbursable measures. Schedule the guiderail contractor to correct all deficiencies caused by accident damage. Safety-investigate all accidents sites and follow the necessary investigation documentation required by Chapter 14 of the Maintenance Manual. Communication - provide accurate information to the guiderail and tree contractors addressing both internal and external customer concern. Perform manual purchase requisitions in SAP. Print weekly stockpile inventory reports and distribute. Complete MB1B transfer transactions. Assist in answering phones as needed. Complete all goods receipts and goods issues. Complete goods receipts for bulk materials. Assists in the annual review and preparation of Municipal Agreements, Winter Manual, Dry Run, Snow Maps. Create shopping carts for requisitioned items as needed. Monitors Low Cost Safety and Safety Improvement Projects. Completes annual Continuity of Operations /COOP plan with direction given by Supervisor. 1. Use technology like the internet, intranet, and computers/software to improve the planning process of maintenance activities, by making them more efficient. In support of Strategic Focus Area #5, Technology. 2. Interact by phone or in person with internal and external customers of PENNDOT in a customer friendly manner, and identify the nature of their needs so they can be easily directed to the correct personnel. In support of Strategic Focus Area #3, Customer Service. 3. Communicates with contractors to provide timely payment of invoices, and reviews process so that it conforms to Commonwealth Policy. In support of Strategic Focus Area #8, Team PENNDOT. 4. Ensure all contract services and completed work are made according to Commonwealth policy, and all documentation is completed accurately and in a timely manner. In support of Strategic Focus Area #8, Team PENNDOT. 5. Recognizing that everyone is involved in the District's and County's actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives. Attends environmental training designated for this Working Title. In support of Strategic Focus Area #2 Quality of Life. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review. Fair Labor Standards Act: Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day. |
