Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Under the direct supervision of the chief of the self-insurance division, performs the duties of financial analyst; also works closely with the division chief on the administration of the Self-Insurance Guaranty Fund and the handling of self-insurance default situations.

Description of Duties:

Reviews and analyzes the financial statements of applicants to determine whether the applicant possesses the financial ability to self-insure. Uses credit rating software to assist in review and analysis. Records key financial data and information and findings on the applicant’s financial ability in evaluation forms, formatted spreadsheets and databases.

Reviews annual compensation paid data submitted in the annual compensation report and the runoff report or renewal application. Alerts SI staff to any discrepancies. Review discrepancy letters and sends to external stakeholders. Obtains clarification responses from the stakeholders in writing. Preserves annual compensation discrepancy data for the submission for assessments. Reviews adjustments into WCAIS for assessment purposes.

Participates as a member of a team consisting of analyst, actuary and clerical. The team is responsible for the general processing of an assigned number of self-insurance applications and annual reports, both individual and group.

Reviews and verifies data submitted by initial applicants relating to the calculations of modified manual premium. Requests clarification or revision to data judged inconsistent; adjusts minor errors and ensures that applicants are notified of such adjustments.

Enters and updates data and comments, reviews and research data, and produces documents and results with the Bureau’s Workers’ Compensation Automation and Integration System (WCAIS).

Reviews security documents to determine whether they are acceptable under regulations and laws. Contacts applicants and self-insurers by phone and in writing to correct deficiencies.

Monitors the Division’s use of Dun and Bradstreet business information reports to ensure that such reports are ordered on appropriate self-insurers and that the limits of the contract are not exceeded.

Coordinates details relating to the administration of the Self-Insurance Guaranty Fund. Utilizes the Commonwealth’s SAP System to access the Self-Insurance Guaranty Fund balances. Provides balances to division chief upon request.

Assists in the preparation of requests for proposals and service purchase contracts and amendments relating to the procurement and acquisition of claims administration services. Participates as a member of the RFP selection committee by evaluating and rating proposals.

Prepares annual cash flow report for the self-insurance division, with input from the SI Chief as needed. Obtains Revenue 601 (FM Based) Report to assist with preparing cash flow data.

Reviews preparation of the Employer Assessment Factor Data report for the PCRB annually and communicates with the PCRB as necessary to answer any related questions.

Reviews preparation of breakdown of assessment payments for a calendar year for the Bureau of Workers’ Compensation’s Annual Report. Payments are broken into indemnity, medical and total paid (and percentages for each) by Commercial Insurance Carriers, State Workers’ Insurance Fund (2020), Individual Self-Insurers, Group Self-Insurers.

Prepares similar financial data/budget/assessment payment/expenditure reports as needed upon request.

Ensures that all financial documents, including applications and reports, are filed in a timely manner. Answers questions raised or provides information requested by self-insurers or applicants by phone or in writing. Directs self-insurers orally and in writing on required actions resulting from such matters as termination of self-insurance, corporate restructurings, sales and spin-offs.

Authorizes and monitors payments to claims services companies. Reviews invoices for reasonableness and completeness. Works closely with the Comptroller’s Office on processing invoices.

Prepares bi-monthly activity report to the Bureau Director summarizing expenditures relating to all default and bankrupt self-insureds.

Assists with all functions related to the Bureau’s WCAIS system, including testing, recommending and working on enhancements, entering defects, attending weekly checkpoint meetings, attending requirement sessions and design sessions, and other related WCAIS functions. Contributes ideas for improving our system for internal and external stakeholders.

With the aid of a computer diary system, contacts self-insurers by phone or in writing for status of compliance. Updates the diary system to record status and for further follow-up as needed. Following receipt of acceptable documentation, closes review or forwards matter to other staff for further processing.

Reviews mathematical checks on the accuracy of loss data submitted by runoff self-insurers. Corrects minor inaccuracies. Requests by phone or in writing revisions to data judged to have major inaccuracies. Ensures that there is consistency with prior years’ data using a spreadsheet application. Requests by phone or in writing clarification, verification or revisions to data and information judged inconsistent or unreasonable. Based on results of analysis and special handling instructions, decides whether to accept the runoff report as filed or to forward it to the team actuary for further processing.

Performs monthly audits on credit card purchase statements for BWC and Workers Compensation Office of Adjudication (WCOA) to ensure documentation complies with current polices and directives. Maintains the official record for credit card purchases.

Audits the following funds to ensure that notices/invoices, collection procedures and expenditures comply with the statutes of the Pennsylvania Workers’ Compensation Act.

• Uninsured Employer Guaranty Fund (UEGF)

Assists with creating accounting policies and procedures for the Bureau.

Assists the team actuary in the collection of loss data.

Performs additional duties as assigned by the division chief.
