Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Reviews and monitors work data information to ensure compliance with Maintenance Accreditation Performance Index (MAPI) measures and makes recommendations for county improvement. This includes the following: • Runs and analyzes the Inventory Value per 12FT Lane Mile report on a monthly basis to properly ensure that high dollar value items are charged out correctly by foremen on their payrolls. • Runs and analyzes the Inventory Turnover report on a monthly basis to ensure foremen are charging out the correct items on their payrolls for the work they are performing on a daily basis. Monthly analyzation of this report also assists with future planning and budgetary needs. • Runs and analyzes the Zero Usage report and review against summer maintenance plans to see what materials appear on the report and should be taken off due to use from payroll review. Performs inventory checks on stocked items when necessary. If discrepancies occur, work with District Office by running and analyzing inventory usage reports to assist with reconciling the issue. Runs reports utilizing Analysis for Office (AO) to analyze Inventory Zero Usage Report to review inventoried items that county is no longer using. Works with District Materials Coordinator to advertise and transfer items that are no longer used by the county. Responsible for storeroom functions which include, preparing purchasing requests for storeroom supplies, receiving, storing and distributing parts and supplies, and performing storeroom inventory function. This position will be assigned an agency purchasing card and will be responsible for purchasing various items daily. Codes purchases made by agency purchasing card monthly and prepare statement for review by supervisor. Trouble shoot and resolve issues related to your specific purchases. Requisitions and reconciles purchasing card (P-card) transactions. As a purchasing card holder, has the responsibility for ensuring that purchases made with the P-card are in compliance with the Commonwealth and Department purchasing card rules and regulations, as outlined in the current version of the Purchasing Card Manual (Publication 363). Reviews all contract items to ensure that proper orders and deliveries are accomplished according to the needs of the Department. Assists in overseeing the establishment and maintenance of inventory records in accordance with Department policy and ensures that various methods of inventory control are employed and adhered to. Completes goods receipt entries in SAP for varies items received in the storeroom. Develops and analyzes data pertaining to material stocking, usage, budgetary and storage issues. Maintains accurate inventory in SAP R3. Ensures requisitions are entered for materials that need procured. Ensures stock items are issued out in SAP before they are distributed from storeroom. Responsible for going in and updating/resetting reorder points in SAP for inventoried items. Assists in taking physical inventories of stock. Estimates, orders, and stores, and supplies relating to the county storeroom. Maintains a reasonable stock level of consumable items for the garage and field employees. Consumable items include but not limited to shovels, rakes, brooms, safety vests, hard hats, gloves, safety chaps, roadway flares, filters, rubber hoses, tubing wire, fasteners, plow parts, spreaders parts, paint, lubricants, cleaning, and paper products. Creates and analyzes reports to pull seasonal and yearly usage of consumable items listed above and provide usage and cost numbers to Roadway Programs Coordinator to assist with yearly budgetary expenditures and purchase order needs. Reviews all contract items to ensure that proper orders and deliveries are accomplished according to the needs of the Department. Assists in the management of the materials component of the SAP Plant Maintenance and Supplier Relationship Management (SRM) Systems for the county organization. Aids in directing the purchase, receipt, storage and issuing of all bulk materials and garage storeroom items to ensure the availability of resources, as well as the efficient and effective use of resources. Assists in overseeing the establishment and maintenance of inventory records in accordance with Department policy and ensures that various methods of inventory control are employed and adhered to. Reconcile invoices to resolve issues dealing with goods and invoice receipts. Logs incoming and outgoing shipments noting date of receipt/shipment, contents, and destination; inspects quantity and quality of commodities to ensure conformance to specifications; accepts or rejects goods as indicated; completes a receiving report noting partial or damaged shipments. Assists in performing storeroom and storage area reviews as required to ensure that inventory maintained in the system for materials matches the actual quantities on hand. Runs and Analyzes reports to show other county inventory on equipment repair parts and storeroom items when parts from vendors are unavailable for department equipment. Assembles and packs shipments; contacts transportation companies to arrange for shipping; oversees and assists in the proper loading of goods. Serves as the Hazardous Chemical Tag Program Coordinator. Filling out tags, distributing to garage and field personnel and ordering more when needed. Assists Roadway Programs Technician 2 in creating and updating specifications and any other background work needed to create purchase orders for various items procured by the county. Assists with certifying contract bids. Responsible for all stockroom activities on their assigned work shift during the winter dual shift months and for maintaining the necessary records. Accepts UPS, FedEx, District Pony Truck, and various other deliveries. Once received, enters into system and stock items in storeroom. Serves as back up to RPT2/PA for purchasing garage items with P-card. Perform other related work as required. Safety: 1. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Green Plan Policy: Commit to following the Department's Green Plan Policy (Pub 712) and the associated principles. Failure to comply with Department's Green Plan Policy shall be documented in employee's performance review. FLSA: Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5 hour day |
