Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. This position in the Division of Cancer Prevention and Control supports the Division’s mission to reduce the burden of cancer by providing quality screenings and diagnostics to vulnerable populations and supporting cancer prevention activities addressing risk reduction, increasing vaccination rates and promoting activities for cancer survivors. Serves as the project officer for the Pennsylvania Breast and Cervical Cancer Early Detection Program (PA-BCCEDP) screening grantees. This position works independently, prioritizes assignments, actively communicates with a team of professionals, and gets things done to benefit program operations. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Screening Grantee Management • Work is focused on managing the PA BCCEDP grantees and statewide delivery of breast and cervical cancer screening, diagnostic follow up, treatment referral, and survivorship support for uninsured, underinsured, low income, and priority populations for the early detection of breast and cervical cancer. • Administer, monitor, and oversee screening grantee activities, ensuring alignment with U.S. Centers for Disease Control and Prevention (CDC) requirements, work statements, and eligibility guidelines. • Monitor grantee work plans and performance through calls, reports, data reviews, and other tools; provide technical assistance. Ensures that grantees monitor follow up for clients with abnormal screening results from healthcare providers using data system to ensure compliance with CDC Minimal Data Elements and Core Performance Indicators. • Conduct virtual meetings and in person site visits, evaluate operations, and recommend improvements. Travels to site visits and meetings when necessary. • Support grantees with technical assistance and clinical inquiries, consulting with the Medical Advisory Board or the CDC’s National Breast and Cervical Cancer Early Detection Program (NBCCEDP) clinical leadership when needed. • Reviews grantee reports using work statements to evaluate accomplishments and ensure compliance with grant agreement. Grant Writing, Procurement and Budget • Assist with writing CDC Funding Opportunity Announcement (FOA) grant applications. • Prepare procurement documents including grant agreements, scopes of work, grantee budgets, and amendments; coordinate with the Section Chief and Administrative Officer. • Assists in development and execution of grantee budget changes using CDC and state funding amounts and annual funding plans, by executing Subsequently Available Funds (SAFs), Funding Reduction Change Orders (FRCOs), Decrease in Funds (DIFs) and other financial change instruments. • Track spending, invoices, and funding availability; review and approve invoices per state/federal fiscal rules. Keep section chief, program staff and grantees aware of current funding availability. • Reviews and approves grantee invoices in accordance with state and federal fiscal regulations. • Work with the program Data Manager to determine state/federal fund split for claims payments. Reporting • Assist with writing the CDC Annual Progress Report (APR) and Work Plan to communicate progress, goals and plans for the next program year. • Contributes to writing reports on the PA-BCCEDP program status to date, activities and progress toward goals to the division director, bureau director and deputy secretary. • Reviews and edits screening grantee and healthcare provider Success Stories for submission to state and federal platforms. • Writes program bulletins as needed to communicate federal, state, and local PA-BCCEDP policies, changes to Federal Poverty Income Guidelines, changes to CDC allowable Current Procedural Terminology (CPT) codes and others. • Performs an annual update on the PA-BCCEDP allowable CPT code list based on NBCCEDP CPT code changes. Coordinates review of the PA‑BCCEDP allowable CPT code list with a committee of clinical experts (at least every 2 years). • Prepares language and facilitates publication of PA-BCCEDP webpage updates on the Pennsylvania Department of Health website on a quarterly basis. • In collaboration with Section Chief, drafts press releases, talking points, and other communication materials per Communications Office protocols. Collaboration and Partnerships • Facilitate relationships grantees, partners, community organizations, healthcare providers, government agencies, and public health organizations, including those involved in cancer control efforts, by conducting meetings and providing introductions to accomplish goals and objectives of the program. • Present program information at conferences, meetings, and public health events to share PA-BCCEDP program activities, accomplishments and best practices. • Coordinate policies and procedures with Pennsylvania Department of Human Services (DHS) Breast and Cervical Cancer Prevention and Treatment (BCCPT) program to ensure consistent guidance for grantees and providers. • Participate in the Pennsylvania Cancer Coalition and serve on workgroups as needed. Operational Support • Provides responses to and resolution of public inquiries from executive office and Governor's Office regarding PA-BCCEDP, NBCCEDP and CDC policies and procedures. Refers individuals and health systems to grantees for program enrollment. • Perform essential duties of vacant positions to maintain program continuity. • Designs, develops and recommends standards, policies, and procedures to improve section functions. • Request support from internal program staff for specialized grantee needs (clinical, educational, surveillance, data or other needs). • Shares DHS/BCCPT enrollment and service delivery trends with PA-BCCEDP staff. Public Health & Equity Responsibilities • Demonstrates an understanding of and ability to communicate baseline statistics that define the etiology of chronic diseases, numbers and rates of deaths, incidence or prevalence; populations disproportionately affected; trends; and associated behavioral risks. • Identify and advocate for resources and strategies that promote health equity for vulnerable populations served by the program. Public Health Emergency Response • Public Health Emergency Response – This position may be given an assignment to support the public health emergency response mission of the Department of Health. Emergency assignments could at times be received with little or no advance notice and may continue for any period of time – ranging from a few hours to several weeks, depending on the nature of the circumstance. The emergency assignments may at times be performed under adverse conditions and may require travel to another site other than the employee’s assigned headquarters for a period of time. All other duties as assigned. |
