Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. Provides support to the Schools and Instructors Unit, performs audits on external partners, assist the Schools and Instructors Manager to communicate via phone, conducts training for inspection instructors, creates written correspondence, and communicates in person with State and Federal Agencies, Police Officers, Legislators, Equipment Manufacturers/Distributors, Inspection Station Owners, Mechanics and the General Public concerning the Speed Timing Programs, generate certificates of accuracy for speed timing equipment, prepare content for publication in the PA Bulletin, provides backup for maintaining required records for the BMV fleet vehicles. Analyzes, composes and edits proposed regulations and amendments to Department Regulations. This includes consulting with legal staff regarding suggested changes, revising regulation packages as necessary, and going to off-site locations to review and approve final documents before publication. Prepares regulation packages for publication in The Pennsylvania Bulletin. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Prepares regulatory packages and notices for speed times devices. This includes publishing regulations, notices and annual list of approved devices and calibrations stations in the Pennsylvania Bulletin. Monitors the document activity relating to speed timing calibration and testing stations. This includes investigating and appointing new facilities, Departmental changes and cancellations. Conducts audits of speed timing stations periodically. Reviews and suggests changes to forms relating to the Speed Timing Calibration and Testing Program. Works with Department and State Police Legal Staff to develop approval and certification process for speed timing devices for Pennsylvania. Develops, monitors and reviews speed timing device test results to determine if device should be approved for use in Pennsylvania. Recommends changes to the Pennsylvania Vehicle Code and/or Department regulations. Develops, distributes and maintains speed timing calibration and testing manual. Conducts research on emission inspections equipment and testing methods, computer system capabilities, equipment needs, etc. Serves as the Bureau motor vehicle Officer, maintaining all required records for bureau vehicles and usage. Maintains knowledge of internet sites and website applications as need by the Division and the Bureau. Responsible for providing periodic updates to the DEP's drive clean web site as well as the Department's. Reconciles vehicle registration records to ensure adjustments are maintained by the Department's vehicle data base to properly identify vehicles subject to emissions inspection. Receives, research, and forwards for appropriate action, customer complaints or inquiries concerning interactions between vehicle owners and emissions inspection station personnel and/or enhanced emissions program manager personnel. Assist the Sticker Unit with reports, processing shipments, insert orders, and other duties as needed. Works on special projects and reports for the Inspection Division on an as needed basis.
