Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The work duties and responsibilities of this position involve the implementation of the programs of the Bureau of Air Quality within the Montgomery District of the Southeast Region. Administrative Duties and Responsibilities: Approves requests for leave and monitors leave usage for staff. Approves and monitors travel expenses for staff. Ensures that staff who are participating in the flex time/compressed work week program are complying with all applicable policies and procedures. Prepares job standards for staff. Reviews performance with staff after consultation with the Environmental Group Manager. Confers with the Bureau of Personnel regarding appropriate disciplinary action and implements same. Responds to grievances at Step I level after consultation with the Environmental Group Manager. Interviews candidates and makes recommendations for employment. Prepares, reviews and updates job descriptions as needed. Monitors the ESS program for staff. Schedules staff for training courses and provides on-the-job training. Attends staff meetings as needed. Conducts meetings with staff to disseminate policy and procedures. Emission Inventory Tracking: Determines the facilities which require emission inventories and assigns to staff for data collection, computer input and error correction. Establishes deadlines for data collection, data input and error corrections. Monitors the transformation of raw facility data into useful emission inventory information to ensure that accurate, valid and complete information is developed. Provides guidance to staff concerning technical and procedural matters. Resolves data coding and linkage difficulties associated with unique or unusual emission sources located within the district. Reviews error printouts and ensures that corrections are made. Trains all district personnel on the emission inventory system through individual terminal instruction. Issues memos and conducts staff meetings as needed to clarify issues related to the emission inventory. Conducts audits of the emission inventory for individual facilities to ensure their accuracy and completeness. The audit includes an on-site inspection of the facility to verify the data submitted, along with a desk review of the computer print-out to ensure that all data is inputted properly and that the emissions are correct. Reviews proposals and initiates requests for changes to the emission inventory tracking system. Compliance – Inspections and Investigations: Assigns work to district staff and establishes deadlines for completing the assigned work. Monitors completion of assigned work and appropriate follow-up action. Monitors the district's inspection schedule on a regular basis to ensure that required inspections are scheduled and completed on time. Reviews inspection reports and memos to ensure that all necessary detail regarding sources, control equipment, operating data and compliance status are present and correct. Reviews all correspondence to ensure that regulations are properly cited, and that Department guidelines regarding correspondence are adhered to. Provides technical assistance to staff, as required. Monitors the investigation of air pollution complaints from the general public to ensure that problems are adequately addressed and that complainants are treated in a professional manner. Compliance – Enforcement: Reviews compliance status of facilities and corrective action plans and recommends enforcement options to the Environmental Group Manager. Testifies as required before district magistrates, the Environmental Hearing Board or other adjudicatory bodies. Provides guidance to staff in preparation for legal proceedings. Ensures that field orders are issued appropriately and that the information contained in the order is correct. Enters NOVs, etc, into the enforcement tracking system. Permits: Determines sources which require permit action and assigns responsibility to staff. Reviews permit inspection reports submitted by staff for technical accuracy and policy conformance. Confers with the Permitting Section regarding new permit applications, coordination of permit inspections and source testing requirements. Updates Environmental Group Manager on status of district permits, as necessary. Ensures that plan approvals and initial operating permits are reviewed to determine enforceability problems within the agreed upon timelines. Other: Assigns and coordinates special projects. Provides information to the media, governmental bodies, legislators and citizens through press releases, correspondence and speaking engagements. Attends DEP and EPA training courses to maintain and develop the technical background required to evaluate emission sources/controls/air monitoring systems. Reviews books, journals, etc. to maintain technical expertise in the air pollution control field. Provides information to other environmental protection program areas regarding air quality regulatory requirements and concerns. When necessary, participates in resolution of emergency incidents to minimize environmental damage and assure the public is informed and protected in such an event. Provides Environmental Group Manager with comments on potential impact on district operations of proposed regulations or revisions to Bureau or DEP policies and procedures. Promotes DEP’s mission. Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.
