Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Performs tunnel maintenance, traffic control & monitoring, and incident management to ensure the efficient flow of traffic through Tunnels and surrounding roadways.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Perform incident management duties by responding to any incident that affects traffic flow and use equipment, tools, fire extinguishers and materials to aid motorists and First responders to restore traffic flow to normal conditions. This includes towing/pushing disabled vehicles, traffic control, debris removal, and minor repairs of motorists’ vehicles.

Performs routine, planned, and emergency maintenance of the tunnels and portal buildings. Manually cleans gutter lines, inlets, and the drainage system; sweeps garages, outside plazas, tunnel offices, fan floors; paints facilities, performs repairs of tunnel structure components and cleans upper air-chamber floors and roof areas of debris. Picks up litter around facilities and tunnel entrances, as well as mow grass and otherwise maintain the grounds.

Monitors tunnel conditions for traffic flow, carbon monoxide (CO), fire, over-height vehicles, and any other type of incidents outside of normal conditions.

Uses clear, concise communications with PennDOT employees and First Responders by phone, radio, and face-to face to maintain situational awareness.

Perform duties related to High Occupancy Vehicle (HOV) lane. This includes patrol of the area, towing/pushing disabled vehicles, traffic control, assist First responders, and minor repairs of motorists’ vehicles. Individual must perform opening and closing procedures on the HOV lane. This includes manual operation of the gates to assist in snow removal.

Completes Cardiopulmonary Resuscitation (CPR) & First Aid training as required to obtain and maintain certification to assist First Responders as needed on traffic incident responses.

Perform towing duties that involve using towing apparatus and tow or push disabled vehicles to a safe area. Employee must mount equipment, operate hand and foot controls, hydraulic tow levers, chains and slings.

May perform Tunnel washing duties using the wash truck, pressure washer, and other equipment. Operator must climb ladders to the catwalk on these vehicles, fill the tanker, and operate during tunnel washings and other cleaning operations. The wash crew duties require a tanker endorsement which must be acquired before bidding on these positions.

Operates light or heavy trucks which may include manual transmissions for the performance of snow removal operations.

Incumbent must perform manual labor during their routine duties, lifting and carrying 50 lbs., using shovels, picks, bars, rakes, chain saws, and steam-cleaning equipment.

Deploy work zones to close lanes using cones, signs, crash trucks, and flashing arrows for work-zone protection.

Operate I-376 Flood Gates when conditions warrant the opening or closing of the gates.

Implements the environmental protection requirements of maintenance work activities performed. Also fulfills the environmental management requirements designated for this title in environmental training programs.

Recognizing that everyone is involved in the District's and County's actions to demonstrate sound environmental practices, each employee fulfills the objectives related to the Strategic Environmental Management Program (SEMP). Also supports the efforts of other employees to meet these objectives. Attends environmental training identified for this Working Title in the District's SEMP Manual.

Operate trucks with 26,001 lbs. GVW., tunnel washing equipment also requires tanker endorsement. This position requires overtime and some travel within and outside the county.

This position requires a Commercial Driver’s License (CDL) and is therefore subject to drug and alcohol testing in accordance with federal regulations.

Perform pre-operation checks which include tire pressure and condition fluid levels, lights, hoses, and gauges; must also complete the M614-Operator Daily Report for Mobile Equipment forms.

Notify supervisor of any visual defects of the Tunnels or approaching roads and bridges.

Performs other related duties as required.

4. When in an enclosed environment (office buildings, confined spaces, flagger
stations, equipment pinch points, etc.), know your evacuation process and escape
route, your communication protocols, and appropriately react in the event of an
incident.

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Daily assignments are performed independently but routinely reviewed by the supervisor. Determines appropriate steps to take during the operation of heavy equipment to perform assigned tasks. Skill in the operation of equipment must be exercised to produce desired results in concert with maintaining a safe workplace for the operator, associated crew members, and the general public. During incident management activities, determines how to protect scene and clear incident using tow truck or other equipment. When monitoring tunnel conditions, changes appropriate ventilation or traffic flow when conditions deteriorate. Refers incidents or conditions beyond routine situations to the TM Supervisor.

Experience:

All positions require possession of an active Medical Examiner’s Certificate in accordance with Federal Motor Carrier Safety Administration Regulations.

• All employees must demonstrate successful operation of equipment with a manual transmission.

• All employees must possess an active Pennsylvania Class A Commercial Driver’s License with the Air Brake Restriction (L) removed, or equivalent, on their first day of employment.

• All employees must obtain within the probationary period an active certification issued by the Pennsylvania Department of Transportation in the operation of heavy trucks and loaders.

• Certain positions in this job may require an active Tank Vehicle Endorsement (N).

• Certain positions in this job may require additional certifications issued by the Pennsylvania Department of Transportation on assigned pieces of equipment.

Essential Functions
