Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Review highway occupancy permit applications, plans, work in progress and completed work to ensure each is consistent with department goals and objectives.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Makes field inspections and reviews all applications for proposed work, governed by a Highway occupancy permit, in an assigned area generally involving 2 or 3 counties.

Inspects work sites before and after work is completed and performs spot inspections of ongoing work to insure that work meets acceptable standards.

Makes final inspection on completed projects and submits close-out report for all jobs satisfactorily completed. Takes follow-up action on unfinished or unsatisfactory work to bring them into compliance.

Reviews plans, specifications, drawings, etc., submitted by consultant engineers, public utilities and municipalities for all utility work, such as water, sewer, gas and other underground facilities, to insure that this proposed work is in accordance with Department Policies and is not detrimental to the safety and integrity of the highway.

Negotiates alternate locations for proposed facilities with permit applicants to minimize disturbance to improved area and maximize safety for traveling public.

Reviews plans for proposed work of above ground facilities such as telephone and electric service, to determine that such work does not interfere with the roadway clear area and that poles are placed as near the right-of-way line as feasible. Negotiates relocation of facilities as required.

Maintain complete and accurate county office records.

Reviews sites for all proposed driveways from minimum use to high volume. Determine available and required sight distance.

Reviews plans for specified quality requirements and returns applications for revision or correction of any noted deficiencies.

Attends pre-job meetings, with township, borough, and utility officials and their engineers and contractors to interpret and explain Department specifications relative to their proposed projects, stressing traffic control, backfill material, compaction required, restoration of roadway pavement and shoulders and safety for the users of the highway. Explains restoration security requirements and insurance requirements.

Recognizing that everyone is involved in the District’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives.

Attends environmental training designated for this Working Title.

• Recognize safety daily.
• Acknowledge EXTRAORDINARY achievements.
• Learn and improve through After Action Reviews (AAR's)
• Enforce accountability.

Succession Planning:

Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:

1. Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee's performance review.

Fair Labor Standards Act (FLSA):

Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.
