If this position is filled as an Environmental Trainee, the individual will serve a 12-month training period. During this training period, there will be greater oversight of the employee's duties, formal training, and on the job training to perform the Air Quality Specialist duties and implement the objectives of the Air Quality Program |

Receives supervision from and performs other duties assigned by the District Supervisor. 1. Compliance Monitoring: a. Plans, develops and implements for assigned facilities, an inspection schedule for sources under permit and sources on the compliance monitoring schedule. Provides background information to Engineering Services relative to applications for plan approvals of new sources and/or control equipment at assigned facilities. b. Conducts inspections of control equipment and/or air pollution sources to assure compliance with permit conditions, Department Regulations, and Federal Regulations that have been adopted by or delegated to the state. Based on inspection results, recommends appropriate action (reissuance, suspension or modification) on the permit and any necessary enforcement action to resolve a non-compliance problem. These inspections involve: (1) observing the source in operation to determine if the source is installed and operating in compliance with applicable Regulations and in conformance with permit conditions; (2) Reviewing facility records and reports (3) Writing technical reports and memoranda concerning all relevant observations and facts gathered during the inspection. Technical reports should also include comments that address compliance with the specific emissions, testing, monitoring, recordkeeping, reporting, work practice, and other conditions outlined in any relevant permit, plan approval, or regulation.(4) making recommendations for renewal, revocation or suspension of the operating permit and appropriate enforcement action. c. Conducts joint and non-routine work hour inspections consistent with Department policy. 2. Enforcement: a. Participates in planning and development of enforcement actions. Recommends to the District Supervisor actions necessary to bring companies into compliance and implements appropriate enforcement action to ensure that compliance is achieved as rapidly as possible. b. Investigates and documents air pollution complaints; conducts follow-up inspections to determine the nature of extent of the air pollution problem. c. Writes Notices of Violation to companies and/or individuals found to be out of compliance. d. Provides assistance and case information to the Compliance Specialist, as required, to prepare Consent Orders and Penalty Assessments. This involves: (1) observing and documenting violations of air pollution emission standards; (2) obtaining all information necessary for enforcement action; (3) writing technical reports concerning observed violations; (4) writing criminal citations for approval by the District Supervisors; (5) filing approved citations with the appropriate District Magistrate; (6) appearing as a witness for the Commonwealth at legal proceedings; and (7) participating in meetings with company representatives to assist in the development of compliance schedules and settlement agreements for violations of the Rules and Regulations. e. Participates in meetings and abatement conferences with industrial, governmental and/or community representatives to resolve specific or area air pollution problems. f. Monitors Department Order schedules to assure compliance and conducts follow-up inspections when appropriate. g. Participates in enforcement action on violations of the Rules and Regulations of the Department. h. Participates in meetings and abatement conferences with industrial, governmental and/or community representatives to evaluate air pollution control programs and to resolve specific conflicts or problems evolving from any particular case. i. Monitors order and agreement dates to assure compliance, conducts follow-up inspections when appropriate and updates the computerized order listings. j. Conducts surveillance on air pollution sources to assure compliance with the Department's Rules and Regulations. When appropriate, gathers evidence, takes photographs and makes plume opacity determinations in preparation for legal enforcement action. Certifies every six (6) months as Visible Emissions Evaluator. 3. e-FACTS/AIMS System: Plans and develops a schedule to obtain all required eFACTS/Air Information Management System (AIMS) information from the assigned facilities. a. Verifies accuracy, completeness and reliability of emission inventory data, prior to computer processing. b. Schedules and conducts inspections of commercial and industrial plants, reviewing all facility operations to assure all air contamination sources have been reported and, if applicable, permitted. c. Obtains operating schedules and operating conditions for each air contamination source, annual and quarterly production figures, complete air pollution control equipment information and available stack test data. d. Determines operation levels and emission rates (potential, actual and allowable) for each air contaminant source. e. Inputs the inventory information into the computer program, checks and updates computer screen to assure correctness and accuracy. f. Inputs inspections, observations, meetings, etc. on all compliant actions relating to facilities in the eFACTS/AIMS system. 4. Complaints: To ensure that the general public receives prompt response to air pollution complaints and resulting abatement of the problem where possible. a. Makes field evaluations, investigates air pollution complaints and conducts active case follow-up inspections. This involves: (1) interviewing complainants to determine the type and extent of the air pollution problem; (2) interviewing source operators to determine which operations might cause such a problem; (3) inspecting air contaminant sources and air cleaning devices to ascertain their operating parameters and operating characteristics; (4) making recommendations to source operators for the abatement of air pollution problems; (5) writing technical reports and memos concerning findings of investigations; (6) writing letters to source operators outlining problems and/or violations of the Department's Rules and Regulations and recommending appropriate action for the abatement of air pollution problems.(7) Inputting the results of compliant investigations into the CTS. 5. Sampling a. Evaluates source compliance status through source sampling and assists the Bureau in determining the progress made in achieving the ambient air quality standard. b. Monitors stack tests conducted by consultants or by the Bureau's Division of Technical Services and Monitoring. (1) Assists Project Section personnel on pre-test inspection; (2) monitors and records process and control equipment operating parameters to assure representative conditions during source testing; (3) reviews completed stack test report. c. Collects fuel oil samples, volatile organic compound samples, and other sample as required to confirm compliance with regulatory standards. d. Collects air samples at assigned sites and acts as back-up collector at other specified sites within the district. 6. Sampling Planning: a. Participates in the Planning and Development of Source Specific Ambient Air Sampling Programs for Specific Cases. b. Recommends investigative sampling program strategies including sampling site location, sampling frequency, sampling duration analysis. Evaluates the sampling data results and recommends abatement action and control measures necessary to eliminate air pollution problem. 7. Pollution Prevention (P2): a. Promotes P2 ideals at appropriate inspections, complaint investigations, etc. b. Participates in site visits with Office of Pollution Prevention/Compliance Assistance, when requested. 8. Asbestos Program: a. Evaluate submitted asbestos notification forms for completeness, technical appropriateness, and timeliness. b. Schedules inspection of asbestos removal and building demolition operations. c. Investigates demolition and asbestos removal operations which have taken place without notification to the Department. d. Input the results of the inspection into PANS and or eFacts. e. Initiate appropriate enforcement action. f. Certifies yearly as an Asbestos Inspector at training provided by, or approved by, the Pennsylvania Department of Labor and Industry. 9. Other Work Related Duties: a. Participates in activities with the Bureau's Central Office and other Regional Offices. This involves: (1) assists the District Supervisor in providing information for special air pollution studies conducted by the Division of Air Resource Management and Research; (2) assists the District Supervisor in evaluating air quality conditions for the District; (3) attends meetings and seminars organized by Central Office on technical projects and studies; (4) participates in inter-regional inspections and tours to evaluate programs and controls of other sources located within the Commonwealth. b. Maintains records of program activities as required; attends job related training courses as required; communicates Departmental activities and requirements to industrial and municipal officials, consultants, and interested citizens. c. Disseminates and explains the Air Pollution Control Act and the Rules and Regulations to company representatives and the public. d. Provides sampling and technical information to local communities, environmental groups, industry and the public. e. Attend visual emission training and obtain VE certification twice per year. f. On occasion, the District Supervisor will assign short term projects and set priorities for completion of these projects. The District Supervisor is responsible for assigning employee to training courses and regional staff meetings.
