Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The incumbent of this position is responsible for coordinating and monitoring all Unemployment Compensation (UC) claims for the Department of Human Services (DHS). This requires frequent, clear and timely communication w/departmental HR staff including the director, labor relations and/or benefits staff, the Office of Legal Counsel, Governor's Office of Administration, and staff of the Third Party Administrator (TPA) for UC Claims to include the Program Director, Program Manager, Claims Supervisor and claims adjusters.

Additionally, is responsible for the DHS Workplace Violence program and serves as the backup for the State Employee's Assistance Program (SEAP).

Thorough operating knowledge of the Commonwealth policies, directives and procedures relative to the Unemployment Compensation processes and workplace violence is essential.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Maintains records, data, case histories, correspondence, and statistics to provide input for changes in the UC contract to effect improvement and cost reduction.

Completes TPA Complaint Form and process accordingly as the result of poor and/or unsatisfactory service by TPA and/or its agents.

Delivers training to new supervisors and field site Unemployment coordinators. Trains field coordinators in all aspects of UC, agency policies, expectations for field staff, and SAP computer actions and absences. Assists in developing training sessions as needed.

Prepares correspondence to field locations and TPA regarding case management.

Prepare claim histories and recommendations for annual claim review with GOA/TPA.

Attends various UC seminars, conferences, webinars and/or training sessions provided by various entities throughout the year.

Coordinates, reviews, and disseminates DHS policies and procedures to program offices for the Unemployment Compensation (UC) program. Reviews monthly activity report from the Third-Party Administrator, and provides necessary information as requested for UC claims. Maintains contact with third-party Administrator and makes recommendations on the handling/approval of UC claims.

Tracks status of hearings and ensures that the hearing representative has all information required to adequately defend the Department's position when UC claims are challenged. Ensures that the DHS representative at the hearing is properly prepared to defend the Department's position. Represents DHS at hearings and testifies as necessary.

Prepares weekly UC Separations report and provides to TPA.

Serves as voting member on the contract process to choose the third party administrator for the DHS UC program.

Acts as Agency contact and responds to requests for UC information from the HR Service Center, SERS, PEBTF, etc.

Serves as a Department Workplace Violence Coordinator. Responsible for the development and composition of policy and procedure associated with the Department's responsibilities in the workplace violence reporting system. Ensures that workplace violence incidents are entered into the GOA Database in compliance with Management Directive 205.33 and analyzes data for trend analysis. Incumbent provides consultation to employees, supervisors, and managers, as needed and serves as a member of the agency’s Violence Assessment Team. Duties include conducting WPV investigations based on employee, supervisor and management complaints.

Develops and conducts Workplace Violence Prevention training programs and to agency staff through various training venues. Develops and conducts training to agency workplace violence coordinators. Acts as one of the agency workplace violence coordinators.

Reviews incidents and conducts investigations as necessary, recommends corrective action and advises managers on action plans to prevent future incidents. Provides technical assistance and consultation to all DHS worksites on workplace violence issues.

Makes decisions regarding workplace violence incidents.

Acts as back-up to the SEAP Coordinator.

The Incumbent participates in special projects and performs and coordinates various administrative functions and other related duties as assigned.
