Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The position conducts professional work in the analysis and evaluation of Department of Transportation programs and projects, recommends changes, and manages projects that will improve programs spanning multiple PennDOT organizations and support the Department’s strategic focus areas. It reports to the Program Analyst 4 in the Bureau of Strategic Business Operations (BSBO). |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Using consensus-building strategies and team/relationship-building communications skills, lead project teams in analyzing programs, recognizing problems, identifying team-proposed opportunities for improvement, developing strategies to obtain approval on recommendations, creating action plans toward implementing changes, and providing project management support to functional teams. Conduct management studies to inform decisions relating to PennDOT policy creation, revision, and removal; obtain and analyze facts about procedures, practices, and functionality; develop conclusions and recommendations for improvements; and prepare reports of findings. Support the Department’s strategic planning efforts to include working as a part of a team tasked with guiding executives toward core departmental values and their related strategic themes, building executive consensus to update the plan, and producing public-facing documentation to be shared on the Department’s website. Provide bureau- and district-level consultation and advice on implementing and managing strategic program changes, as requested; actively seek opportunities to assist Department organizations with identifying strategic initiative opportunities. Gather background data and coach strategic teams in analyzing their programs and organizational structures. Guide teams toward identifying and agreeing on recommendations to improve programs and policies. Write executive summaries and reports documenting stakeholder recommendations. Suggest, design, and coordinate approval of communications strategies and oversee implementation of action items to ensure quality program information reaches employees at all levels of the Department. Participate in program and policy reviews as assigned. Conduct all program-related action items, such as creating program scopes, developing program plans, scheduling project meetings, writing program reports, providing program updates, and tracking program progress. Provide support for PennDOT employee engagement program activities upon request. Communicate and present information confidently. Prepare briefings, presentations, policy analyses, graphs/visuals, talking points, and other related materials for internal and external presentations. Serve as a public speaker, responsible for identifying and collaborating with executive, managerial, and project teams to enhance efficiency, performance, and effectiveness both in person and via virtual facilitation. Develop communications work products/tools (e.g., presentations, annual reports, other reports, special event promotions, etc.) as needed to advance strategic initiatives internally and externally. Ensure communications are consistent with the bureau’s standards to maintain and promote a positive image on behalf of the organization. Demonstrate strong writing, editing, and proofreading skills consistent with bureau standards to maintain and promote a positive image on behalf of the organization. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. Workforce Succession Planning: Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. |
