Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. The incumbent in this position provides a broad spectrum of analytical and consultative procurement development, process, and management functions for Program Offices during proposal and contract development (which includes IT, IT related, and other highly complex and highly politicized contract and grant document creation and finalization) by advising on the development of Statements of Work, pricing methodologies, performance measures and proposal evaluation criteria. Other duties include serving as the Issuing Officer and leading all assigned procurements, recommendation, and implementation of process improvements, and coordinating activities with the Administrative Officer 4. Meets regularly, in coordination with senior bureau staff and agency officials, to develop and implement procurement policies, strategies, and training relative to procurement and contracting, including the development of performance-based contracting. These policies are designed to facilitate achievement of the overall agency goals and the adoption of best business practices in securing contracts, agreements, and procurements that include adequate protection and performance measures, and are strategically negotiated and fairly priced. Manages and facilitates the planning, direction, and development of policy for evaluation and selection of competitive procurements. Assists in the development and implementation of policy for performance-based contracting. Determines best procurement methods for individual projects. Facilitates Kick-Off meetings for newly assigned procurements and provides guidance/direction to Program Office staff on the procurement process. Establishes and monitors procurement timelines and facilitates next steps, such as extensions, EPs or amendments to extend, to avoid lapse in services. Processes RFP and RFQ procurements in JAGGAER, and grant procurements on eMarketplace. This includes advising on and coordinating the development of the Statement of Work and all related documents/appendices, evaluation criteria, pricing methodologies, performance standards and leading the Program Offices through the negotiations process. Coordinates and leads Supplier Forums with potential and incumbent vendors before the writing of the Statement of Work and/or issuing the solicitation to understand best practices, new developments within the industry and industry standards for the project. Participates in Pre-proposal/Pre-application Conferences. This position coordinates all activities in collaboration with the Program Office, and other presenters, when it is decided that these conferences will be utilized in the procurement process. Conducts application/proposal openings for assigned procurements. Conducts evaluation team trainings and evaluation team scoring sessions. Determines if clarifications are needed and facilitates that process. Coordinates, schedules, and facilitates Oral Presentations and Preselection Negotiation meetings as necessary. Conducts the Best and Final Offer (BAFO) process to include the drafting of BAFO letters for legal review and the issuance of the letters. Facilitates the scoring process for all assigned procurements. Facilitates the Small Diverse Business (SDB)/Veteran Business Enterprise (VBE) goal setting process with the Department of General Services, Bureau of Diversity, Inclusion and Small Business Opportunities for assigned procurements. Reviews and determines if the SDB/VBE Submittals are responsive. Develops negotiation topics and strategies. Leads and conducts negotiations for procurements. Determines necessary corrective actions, prepares, or directs the preparation of, detailed responses or presentations; and communicates resolutions to the appropriate staff. Provides input into the development, implementation and monitoring of policies, procedures, and controls governing contract development, execution, management, and closeout phases. Participates in the planning and development of overall agency objectives and provides consultative services as resource person or subject matter expert in contracting. Makes recommendations to senior bureau personnel, as well as program offices, on contracting matters. Assists in the agenda development and reports to senior bureau personnel on substantial or high-profile contract matters. In addition, assists in the continual oversight of the Contract Liaison network, which facilitates timely exchange of information on contract issues amongst executive staff and program offices. Prepares interim summary reports of work in progress as needed. Updates and ensures the status of each assigned procurement is accurately reflected in the Procurement Dashboard report. Provides technical assistance to agency management and program offices on contracting, negotiating, pricing and contract management matters. Utilizes various procurement systems, to include but not limited to, JAGGAER, eMarketplace, CRPS, BPCM Tracking, SRM/SAP etc. Performs related duties and assignemnts as required. |
