Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Serves as subject matter expert on all automated vehicle location (AVL) technologies and provides technical expertise to district, county, and central office staff. Trains mechanic staff and end users of AVL on the installation, trouble shooting, and performance of the AVL equipment and web-based portal where the information is returned to and monitored. Identifies knowledge and technical deficiencies with the AVL system/technologies. Develops and coordinates PennDOT specific training on AVL technologies, portal usage, data extraction, etc. Responsible for identifying deficiencies, developing training materials, and conducting appropriate training to assist field staff on proper usage of AVL technologies and equipment. Coordinates and assists management by researching, recommending, and overseeing the implementation and installation of new AVL technologies. Assists field staff to ensure proper installation, troubleshooting, and performance of AVL equipment and data systems, as well as managing the AVL system’s operations, updates, and reporting functions. Creates AVL installation training manuals and materials based on observations made during the installation process by field mechanics. Coordinates and conducts trainings and assists as needed with the AVL system and production of data reports from the AVL system. Assist with the preparation, submission, tracking, and communication of enhancements and/or upgrades of the AVL portal, and equipment, and all related data management solutions receiving the respective data. Serves as the department AVL site administrator and main point of contact for technical issues, questions, training, and troubleshooting. Assists field staff as requested with the AVL system and extraction of information for production of data reports from the AVL system. Reviews and evaluates new and old statewide AVL enhancements and activities, overseeing the AVL equipment performance, and resolving technical issues. Assists with the management of the department AVL contract and assists counties with the Camera systems integrated into AVL program. Participates in the technical activities of roadway program management associated with the collection, reduction, analysis, storage, or reporting of AVL/Camera roadway information and data output of the system. Runs reports and audits the functionality of the AVL technology and equipment. Will conduct troubleshooting if there are deficiencies identified. Directs the receipt, storage, and issuing of AVL equipment stocked within the Fleet Management Warehouse and distribution to District and Counties. Tracks when updates and/or upgrades are necessary and ensures these are implemented. Runs SAP reports for equipment information and inventory of the Department’s fleet. Analyzes the equipment information and inventory to evaluate and propose implementation of AVL data usage and expansion of the existing program. Serves in a backup capacity in the case of staff absence or lack of availability, for the Department’s Area Command and in this capacity is responsible for responding to incidents and emergencies 24/7, as needed. This may require reporting to PEMA’s Statewide Emergency Operations Center (SEOC) or Transportation Communications Center (TCC) and working extended shifts. As a Department Area Commander, this position would be serving as the first point of contact for emergency response and coordination and as an Area Commander for the Department’s Area Command at PEMA when deemed necessary by the Department Executive staff to manage localized or statewide events. Manages localized and statewide events, ensuring that resource needs are met and that coordination amongst central office districts, counties, and state agencies is carried out effectively and efficiently. Provide critical information and updates directly to executive staff. Establishes effective working relationships with State and Local police, PEMA, County EMA, DEP, EPA, FHWA and other DOT's Engineering Districts, and related public and private organizations in resolving highway incidents. As needed, provides technical expertise and administrative assistance to district emergency coordinators, including reviewing regulations and conducting training on emergency management, National Incident Management Structure (NIMS), Incident Command Structure (ICS), and Traffic Incident Management (TIM). As requested, assists in the analysis and evaluation of policies and regulations related to incident and emergency management at the state level. Reviews and understands Commonwealth and Federal policies and regulations regarding incident and emergency management. Determines the requirements for PennDOT to be in compliance with these documents. Lectures and leads meetings and discussions on emergency and incident management related topics as requested. Conduct or attend statewide meetings and training for engineering district emergency and incident management coordinators. Conducts or attends other statewide, regional and district meetings and training as needed. Travels to provide the above. Assists with updating Department Publication 23 Chapter 9 and Publication 911 related to incident and emergency management as requested. Performs other duties as required. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. Immediately report to your supervisor any incident, unsafe practice, or near miss. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. |
