Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Proficiently utilizes several Transportation systems to perform in-depth and on-demand operational analysis; including Maintenance-IQ, SAP-Plant Maintenance, e-Payroll, Business Warehouse reporting, and including RMS and BMS. Position includes statewide Maintenance-IQ Super Power User and provides guidance and training to District and County personnel. Routinely performs maintenance/testing environment (UAT) for Maintenance-IQ, BOMODocs and GeoSnap Apps, Maintenance Accreditation Performance Index (MAPI), and other ESRI related programs and Apps supporting Transportation initiatives. Identifies individual and systemic data issues, diagnoses root cause, and prepares, implements, and evaluates corrective actions to resolve noted issues. Supplementary, this position serves to manage and provide continual support for Department's Statewide ePayroll and SAP Plant Maintenance (PM) (Highway) systems. The position participates in ensuring the continued enhancement and effectiveness for SAP ePayroll and PM (Highway) operations, and the position serves as a report expert on SAP data for highway maintenance operations. Position also assists with data integrity (quality assurance) for the SAP PM (Highway) systems. Serves as Maintenance-IQ Highway Subsystem “Super Power User”: Provides Help Desk Support and formal and as-needed training in GIS Maintenance IQ Application, GeoSnap and BOMODocs to District and County Maintenance Managers and staff. Monitors Maintenance-IQ system performance, works with Application Management Services (AMS) to remedy system bugs/issues in a timely manner; develops and implements system enhancements for Maintenance-IQ, GeoSnap and BOMODocs applications. Leads support efforts for the District Maintenance-IQ Power User network, develops updated trainings and tutorials, and ongoing training for updates and troubleshooting to aid in skills development at the District and County Offices. Through the effective use of Maintenance-IQ and other supplementary platforms including MAPI, PMPA and SMRT; institute sectional cycle maintenance planning for District and County Offices. Includes but not limited to defining Network Systems High and Low priority route by analyzing ADT and BPN. Completing sectional balances through interactive seminars with District and County staff, and assigning core maintenance cyclical activities, and further establish/support the development of efficient maintenance planning as per County Accreditation guidelines. Leads and coordinates Maintenance-IQ Fireside Chats and other formal training modules in order to promote the use of Maintenance-IQ as a planning tool for maintenance operations, provides training as needed for the Deputate’s Maintenance-IQ community at all levels. Coordinates and documents MAPI meetings and discussions with all members of the maintenance community, including Assistant District Executives for Maintenance (ADEM), District Maintenance Coordinators (DMCs) and Focus Area Subject Matter Experts (SMEs). Serves as a lead liaison between Focus Areas and the Information Technology (IT) development teams. Performs UAT for assigned Metrics/Indicators, identifies data discrepancies, proposes, implements and evaluates enhancements to improve user experience, and ensures all issues are addressed prior to moving the measures to the Production environment. Serves as back-up for help desk support (customer service) by providing expert knowledge to the field (roadway program managers, RPCs, AHMMs, highway foremen and payroll clerks) regarding both ePayroll (to support PennDOT’s automated highway payroll process) and SAP PM Highway subsystem issues. Troubleshoots, provides guidance, and develops solutions to new and unique issues arising within the ePayroll and SAP PM (Highway) subsystems that are unable to be resolved in the field or by field users. Documents resolutions to issues for continued implementation of system improvements and enhancements. Intermittent advisement of field personnel in the proper application of reporting procedures and the implementation of methods and procedures to record work output in the ePayroll and SAP PM (Highway) systems. Interprets Department requirements and standards to ensure field operation adherence. Leads the administration, maintenance, and enhancement of Maintenance-IQ, GeoSnap, and BOMODocs. This includes independent responsibility for assigned update/upgrade projects. Manages this process from conception to implementation, including working with responsible field and central office managers, and information technology personnel as necessary. Performs recurring Maintenance-IQ content maintenance by evaluating, developing and implementing System Maps, System Layers, External Layers, and data integrity issue resolutions for GIS tables (i.e., MORACTUAL, MORPLAN, DELTA_NOCO_SUM_RECORDS, and UPDATE_CYCLE_PAVEMENT GIS). Maintains the GIS Data Dictionary including applications/schemas, domains, and column aliases. Serves as back-up for the administration, maintenance, and enhancement of assigned portions of the ePayroll and SAP PM-Highway systems; this includes independent responsibility for assigned update/upgrade projects and subsystems. Manages this process from conception to implementation, including working with responsible field and central office managers and legal and information technology personnel as necessary. Develops and generates ad-hoc reports from SAP and other information sources as necessary for Operations and Performance Division (OPD) and the Executive Staff using SAP Business Warehouse, R3 reports, and Business Objects/Crystal Reports among other data and system sources. Applies business and engineering analysis and principles to investigate anomalies, determine solutions and ensure data integrity and completeness. Develops statewide policy, standards, and guidance for the assigned areas of responsibility for the systems and revises and updates Department publications. Develops and distributes informational bulletins (technical guidance) to system end users on system issues/resolutions and best practices. Develops training materials and conducts statewide system training classes as a system Super Power User. Analyzes help desk data to incorporate relevant information into the end user training materials and training classes. Creates training data and documents processes and procedures for complex business scenarios to utilize during training class instruction. Develops and utilizes existing system reports to analyze system data integrity and inform system end users of data quality issues and corresponding corrective resolution of those issues. Actively participates in COPA’s Re-ImaginePA Transformation meetings, reviews proposed HANA S/4’s Fit to Standard components, identifies Gaps, and communicates the Department’s needs as SAP-Plant Maintenance transitions from R/3 to HANA S/4. Assesses their environment and is responsible for their personal safety, the safety of co-workers, and the public. Attends required safety training and adheres to the requirements of all safety manuals, policies, and laws. Immediately reports any incident, unsafe practice, or near miss to their supervisor. When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), knows their evacuation process and escape route, communication protocols, and appropriately reacts in the event of an incident. Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. Immediately report to your supervisor any incident, unsafe practice, or near miss. Succession Planning: Takes an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. Department Green Plan Policy: Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. Fair Labor Standards Act: Unless directed otherwise, only arrive within a reasonable time period before the start of shift so there are no issues concerning when work has officially begun.
