Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position involves investigative work for the Pennsylvania Office of State Inspector General in the Bureau of Fraud Prevention and Prosecution. An employee in this class is responsible for conducting field and overpayment investigations relating to both initial and ongoing eligibility for the programs administered by the Pennsylvania Department of Human Services (DHS). These investigations can include administrative and criminal prosecution of overpayment claims, administrative pursuit of Intentional Program Violations and administrative collections work.

Description of Duties:

Conduct benefit application investigations and other related investigations or activities relating initial and continued eligibility for the benefits programs administered by DHS.

Conduct investigations, administrative hearings, and prosecution of cash assistance, Supplemental Nutrition Assistance Program (SNAP), medical assistance, and subsidized child care overpayments; electronic benefit transfer (EBT) fraud and/or SNAP trafficking; Low Income Heating Energy Assistance Program (LIHEAP); special allowances; Medical Assistance Transportation Program (MATP); and other DHS program referred to the OSIG for investigation.

Apply all relevant state and federal regulations, including Pennsylvania criminal statues, during the course of an investigation.

Utilize proper investigative techniques, conduct investigations, interview witnesses and subjects, analyze statements, case records and inter-governmental matches; conduct record searches at courthouses, banks, and employers; and, develop leads that are followed to a reasonable end.

Review and analyze DHS overpayment claims including cash assistance, SNAP, subsidized child care, and non-long-term care Medicaid to ensure the appropriate DHS budgeting principles and regulations are applied when DHS calculates an overpayment claim. Collaborate with DHS to ensure claims are calculated correctly based on all available information.

Interview applicants, recipients, DHS employees, and other relevant sources for information about residence, assets, income, and other eligibility factors. Review all case related documentation for relevant information and collects, evaluates and develops evidence for legal presentation and completes a report of investigation for review and approval.

Utilize technical investigative tools including the Commonwealth Law Enforcement Assistance Network (CLEAN), National Crime Information Center (NCIC), Pennsylvania Justice Network (JNET), other databases, and various types of electronic and photographic equipment.

Prepare and file criminal complaints, affidavit (if needed), witness list (if needed), and the confidential information sheet (if needed) at the magisterial district judge level. Prepare witnesses to testify for hearings and trials, and present the Commonwealth’s case if no District Attorney is present at the preliminary hearing; or assists the District Attorney with presentation of the Commonwealth’s case at criminal preliminary hearings and trials. Serve as the primary commonwealth witness at applicable court proceedings.

Prepare and serve subpoenas, and prepare and execute search warrants as needed during the course of an investigation.

Participate in surveillance as needed during the course of an investigation.

Participate in law enforcement task forces at local, state and federal levels as assigned.

Establish and maintain positive working relationships with all relevant business partners and will work with them to further the goals of the agency.

Present the Commonwealth’s case at Administrative Fair Hearings and at Administrative Disqualification Hearings conducted by the DHS Bureau of Hearings and Appeals as required.

Work independently or with other investigative staff under the direction of the assigned supervisor.

Provide guidance and direction to less experienced agents as instructed by his/her supervisor or chain of command.

Travel as required to conduct investigative activities, attend administrative hearings, conduct subject/collateral contact interviews, participate in prosecutions, and to attend training. Travel throughout the Commonwealth and out of state if deemed necessary to an investigation. Overnight stays may be required.

Plan and conduct an investigation within the required time.

Attend meetings and conferences related to assigned duties.

Identify, communicate, and recommend timely solutions for issues that are beyond span of authority to the supervisor/manager.

Complete mandated administrative reports and use OSIG case tracking systems correctly and timely, as required.

Review and follow all procedures, policy, or operations’ memos and manuals that provides guidance on the proper completion of assigned duties.

Attend and successfully complete all required training.

Properly maintain all assigned OSIG equipment and complete all training necessary for the proper use of assigned equipment.

Perform other duties as required.
