Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. The Workforce Development Initiatives specialist supports PennDOT’s efforts to develop a strong, skilled heavy highway construction workforce. This position develops, implements, and monitors projects related to workforce in coordination with internal and external stakeholders, including other Commonwealth agencies and Pennsylvania’s FHWA Division Office. This position ensures that contractors and vendors adhere to contractual special provisions and program requirements to promote professional training and economic opportunity within the Commonwealth and ensures that programs with applicable funding sources are compliant with 23 U.S.C. 504€. This position requires travel throughout the state. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Workforce Development Initiatives: • Serves as the designated project management for new workforce development initiatives as well as the program manager for supportive services related to initiatives and programs within the scope of work. Reviews and evaluates agency programs or projects to determine their impact and extent to which the goals and objectives are being met. Meets with program staff to discuss program issues. • Monitors program compliance, including detailed analysis of reports. Monitoring may include contractor compliance with contract special provisions, vendor compliance with program requirements, and trainee compliance with program eligibility stipulations. Conducts audits as needed. • Tracks program performance to ensure efficiency and goal deliverables. Interacts with partner staff in communicating status of projects and activities. Maintains data necessary to identify and address the underutilization of minority and women trainees in the construction industry. • Performs vendor oversight to ensure fulfillment of contract responsibilities, including providing appropriate guidance and direction, monitoring of reports, and facilitating issue resolution. Evaluates work statements to ensure activities align with scheduled tasks. Reviews invoices for accuracy in billing and payment. • Provides necessary training, support, and guidance to Department personnel and contractors regarding program implementation and objectives. Assist in the provision of technical assistance to workforce partners by identifying system or operational problems and facilitating improvements. • Builds and maintains productive relationships with public-sector, private-sector, and non-profit employers. Establish and maintain effective working relationships with associates, other agency staff, and commercial vendors. • Conducts preliminary investigations of program participant complaints and reports findings to the supervisor. • Drafts formal correspondence related to program implementation for supervisor review and signature. • Attends meetings, seminars and workshops as necessary and prepares written summaries of the sessions. • Performs other duties as assigned by the Director of Workforce Opportunity or designee. • This position requires occasional travel throughout the state. |
