Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position, within the Office of Developmental Programs (ODP), completes analyses on ODP data sets, including large, complex data sets, and professionally graphs/presents data results and recommendations in public-facing reports and forums, in formats accessible to ODP’s varied audiences, so that ODP decision-makers and stakeholders can easily understand and use the information to evaluate program performance, identify opportunities for improvement, and measure progress on quality improvement activities across the service system. This position also assists ODP’s Quality Management Bureau and Division Directors with facilitating ODP's statewide quality management strategy across the ODP program office and system, through provision of technical assistance and support to ODP’s bureaus in data monitoring, data analysis, and data informed quality management, and through teaching these concepts to all system stakeholders through ODP’s Quality Management Certification program. Work is accomplished in collaboration with ODP leadership and staff, providers, advocates/self-advocates, other external stakeholders, other DHS program offices, state and federal agencies, local government entities and other interested parties. This position also manages internal analysis and data projects to support ODP programs as requested by the Deputy Secretary.

Description of Duties:

Collects, analyzes, and organizes data for over a hundred of ODP's performance measures (PMs) and other data relative to organizational goals, objectives/benchmarks, initiatives, and program standards. This data includes but is not limited to PM data for: CMS waiver assurances across four waivers, ODP’s Information Sharing and Advisory Committee’s (ISAC) recommendations and strategies, ODP’s Quality Assessment and Improvement oversight process, the upcoming CMS Access Rule and Quality Measure Set, and performance-based contracting.

Effectively uses Microsoft Excel at an advanced level, and other data analytics tools to analyze data used for program and process evaluation.

Develops/graphs/presents data in public-facing reports and forums, in professional and accessible formats, so that decision-makers and ODP stakeholders can easily understand and use the information to evaluate program performance, identify opportunities for improvement, and measure progress on quality improvement activities across the service system, at various levels.

Manages the data governance process for assigned reports.

Uses and maintains databases and spreadsheets to record and analyze data.

Applies statistical, and/or mathematical methods to analyze data.

Provides technical assistance and support to ODP’s central office bureaus and regional offices in sampling, data monitoring, data analysis, and data informed quality management.

Prepares and revises training materials and teaches data driven quality management (QM) concepts to system stakeholders, provides QM technical assistance, and assists the Division Director with facilitating quality improvement across the service system.

Effectively leads projects involving teams or individuals from multiple and varied areas and skill sets.

Effectively works independently and as part of a team to produce deliverables by deadlines.

Supports development, evaluation, and adjustment of performance measures/program benchmarks for the statewide developmental disabilities system, Bureaus within the Office of Developmental Programs (ODP), and ODP program areas as assigned.

Prepares reports on attainment of outcomes and improvement activities for ODP staff, regulatory agencies, counties, providers, self-advocates, their families and other stakeholders.

Meets with program staff to discuss issues and provides recommendations for solutions and support as appropriate.

Provides technical assistance, training, consultative services, and guidance to ODP staff, service providers and counties/administrative entities concerning ODP’s quality management program and its requirements involving use of data for improving quality.

Conducts, facilitates, and/or serves on work groups and attends meetings, prepares meeting materials and meeting minutes as assigned, and provides updates to the Division Director, Bureau Director and Deputy Secretary as required.

Provides facilitation and support for stakeholder advisory groups that may include data analysis of an identified issue, oral and written reporting, and presentations.

Understands State and Federal requirements and ensures that methods and steps used by ODP comply with requirements.

Serves as primary support for ODP’s quality team(s) and their evaluation of program performance including development and management of data collection tools for CMS performance measures, ensuring accuracy of data, data and information storage, data trending over time, maintenance of a complex reporting calendar and data dictionary, ensuring all materials from all presenters are ready for regional and statewide quality team meetings, and the stakeholder quality council meetings (ISAC) that follow, and creation and storage of statewide quality team meeting minutes.

Supports evaluation of impacts on ODP programs from Federal and State Policy changes.

Assists with development and timely submission of CMS evidence reports and 372 reports.

Works with the Division Director to develop and execute strategies for supporting ODP with implementing the new CMS Access Rule, the CMS Home and Community Based Services Quality Measure Set associated with the Access Rule, and performance-based contracting which includes, establishing new data and information management structures and processes to support timely collection, analysis and reporting for required measures and planning for and implementation of required sampling stratification.

Manages and responds to ad hoc data project requests from the Deputy Secretary's Office, ODP Bureau Directors, and ODP Division Directors.
