Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position's major duties are to conduct inspections, investigate complaints, and develop emission inventories (AIMS) in an assigned geographical area. During these duties, it is necessary to determine compliance with applicable requirements. All of these activities are necessary to implement the Clean Air Act.


If this position is filled as an Environmental Trainee, there is a 12-month training period during which time the incumbent will be trained to perform the duties of an Air Quality Specialist. The incumbent will perform these duties either with an Air Quality Specialist or the Air Quality District Supervisor. The work products produced; i.e., memos, reports, letters, etc. are reviewed by the supervisor before being issued or released.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Conduct activities for facilities assigned by the Air Quality District Supervisor (AQDS), ensuring that all existing or potential air pollution problems are reviewed, handled and resolved in a manner consistent with the Bureau’s air pollution control program and the Rules and Regulations of the Department. Collect and input emission inventory data developed for the AIMS system for assigned facilities.

Receive supervision from and performs other duties assigned by the AQDS, Southeast Regional Office.

• Compliance Monitoring:

Plan, develop and implement an inspection schedule for assigned facilities. Provide background information to the Engineering staff relative to applications for plan approvals of new sources and/or control equipment at assigned facilities.

Conduct inspections of control equipment and/or air pollution sources to determine compliance with permit conditions and Department regulations. Recommend appropriate action based on inspection results including, but not limited to permit actions (reissuance, suspension or modification) or any necessary enforcement action to resolve a non-compliance problem. These inspections involve, but are not limited to:
(1) Driving to the needed location;
(2) Observing the source in operation to determine if the source is installed and operating in compliance with applicable Regulations and in conformance with permit conditions;
(3) Writing and submitting for approval to the AQDS, field inspection reports and final inspection reports;
(4) Making recommendations for issuance of notices of violation, where appropriate;
(5) Making recommendations for renewal, revocation or suspension of the operating permit and appropriate enforcement action.

Monitor and update information for all assigned facilities in all appropriate databases and other computer formats. This includes but is not limited to:
(1) Ensuring that each facility is properly represented in the database;
(2) Entering all activities into the appropriate database in a timely fashion;
(3) Reviewing schedules to confirm that required inspection activities are scheduled and completed;
(4) Submitting timely updates to AQDS.

If needed, schedule and conduct inspections of non-permitted commercial and industrial plants, reviewing all facility operations to ensure that all air contamination sources are in compliance with applicable regulations.

Conduct joint and off-hour inspections consistent with Department policies, as assigned.

Review reports and submissions from regulated facilities to determine compliance with applicable regulations. Generate draft memos summarizing the review and compliance determinations. Finalize the memos upon review by the AQDS.

• Air Information Management System (AIMS)

Plan and develop a schedule to obtain all required Air Information Management System information from the assigned facilities.

Verify accuracy, completeness and reliability of emission inventory data, prior to computer processing.

Obtain, for each air contamination source, operating schedules, operating conditions, production figures, complete air pollution control equipment information and available background data.

Determine operation levels and actual emission rates for each air contamination source.

Input the inventory information in the database; check and update the database as needed to assure correctness and accuracy.

• Enforcement

Participate in planning and development of enforcement actions. Recommend actions necessary to bring sources into compliance and applies all mechanisms available to assure that compliance is achieved as rapidly as possible.

Participate in enforcement action on violations of the Rules and Regulations of the Department. This involves:
(1) Observing and documenting violations of Air Quality Rules and Regulations;
(2) Obtaining information necessary for enforcement action;
(3) Writing technical reports or memos concerning observed violations;
(4) Issuing field orders for asbestos, open burning, Stage II and other violations in consultation with the AQDS;
(5) Appearing as a witness for the Commonwealth at legal proceedings;
(6) Participating in meetings with company representatives to assist in the development of compliance schedules and Civil Penalty agreements for violations of the Rules and Regulations.

Participate in meetings and abatement conferences with industrial, government and/or community representatives to evaluate air pollution control programs and to resolve specific conflicts or problems, either generally or in specific cases.

Monitor order and agreement dates to assure compliance, conducting follow-up inspections when appropriate to determine compliance status.

Conduct surveillance on air pollution sources to assure compliance with the Department’s Rules and Regulations. When appropriate, gather evidence, take photographs and make plume opacity determinations in preparation for legal enforcement action.

• Complaints

Investigate air pollution complaints in a timely fashion as assigned, ensuring that the general public receives prompt response to air pollution complaints and resulting abatement of the problem where possible. This involves:
(1) Interviewing the complainants to determine the type and extent of the air pollution problem;
(2) Interviewing source operators to determine which operations might cause such a problem;
(3) Inspecting air contamination sources and air cleaning devices to ascertain their operating parameters and operating characteristics;
(4) Making recommendations to source operators for the abatement of air pollution problems;
(5) Writing technical reports and memos concerning findings of investigations;
(6) Writing letters to source operators outlining problems and/or violations of the Department’s Rules and Regulations;
(7) Recommending appropriate action for the abatement of air pollution problems;
(8) Conduct active case follow-up inspections, when needed.

• Sampling and Testing

Evaluate source compliance status through source sampling and assist the Bureau in determining the progress made in achieving the ambient air quality standard.

Monitor source tests conducted by consultants or by the Bureau’s Division of Source Testing and Monitoring. This includes:
(1) Assisting Source Testing Section personnel in gathering facility specific information;
(2) Monitor and record process and control equipment operating parameters to assure representative conditions during source testing.
(3) Observe the activities of consultants conducting source testing and assess compliance with appropriate testing procedures and requirements.
(4) Review results of approved stack tests reports in order to determine the source’s compliance status.

Collect fuel oil samples, volatile organic compound samples, etc. to confirm compliance with regulatory standards.

Participate in the planning and development of source specific ambient air sampling programs for specific cases

Recommend investigative sampling program strategies including sampling site location, sampling frequency, sampling duration, and sample analysis. Evaluate the sampling data results and recommend abatement action and control measures necessary to eliminate air pollution problems.

• Implementation of the Stage II Vapor Recovery Program

Inspect affected gasoline stations assigned by the AQDS to ensure that all Stage II equipment installed is compliant with regulations, is CARB approved and has passed the required tests.

Recommend appropriate enforcement actions to the AQDS for stations that fail to comply with the requirements of the Stage II Program. Participate in follow-up enforcement conferences, as required.

Ensure that information concerning Stage II inspections is entered onto the computerized database in a timely manner.

Consult with station owners, installation contractors, and others concerning the Stage II Regulation and related compliance and enforcement issues.

Act as the spokesperson for the Department when requests are received to speak before citizen groups, businessmen, contractors, etc., about the Stage II Regulation and its enforcement, and participate in seminars and conferences on the Stage II Regulation, as required.

Assist in fulfilling the Region’s obligations under the oversight agreement signed by the SERO and the Air Quality Program’s Central Office in Harrisburg.

• Implementation of the Stage 1 Vapor Recovery Program

Monitor gasoline storage tanks and gasoline delivery trucks to ensure that fuel transfer is accomplished with the proper air pollution control devices in place.

Recommend appropriate enforcement actions to the AQDS for facilities/trucks, which fail to comply with the requirements of the Stage 1 Program. Participate in follow-up enforcement conferences, as necessary.

Consult with facility owners and truck drivers concerning Stage 1 Regulations and related compliance and enforcement issues.

• Asbestos Renovation/Demolition

Review notifications for asbestos renovation/demolition projects to ensure that they comply with the notification requirements contained in the Department’s Regulations.

Review county/township demolition permits, as needed, to determine if notifications were submitted to the Department for these projects, in accordance with the regulations.

Conduct inspections of asbestos renovation/demolition projects to ensure compliance with the work practices contained in the regulations.

Implement a plan for increasing the frequency of inspections for contractors found to be in violation with work practice/notification requirements, in accordance with Central Office directives.

• MACT Implementation

Conduct area source inspections to determine compliance with MACT requirements. Based upon inspection results, recommend appropriate action, including pollution prevention techniques, compliance assistance, and necessary enforcement action to resolve a non-compliance problem.

• Other Work-Related Duties

Participate in activities with the Bureau’s Central Office and other Regional Offices. This involves:
(1) Assisting the AQDS in providing information for special air pollution studies conducted by the Division of Air Resource Management;
(2) Assisting the AQDS in evaluating air quality conditions for the District;
(3) Attending meetings and seminars organized by Central Office on technical projects and studies;
(4) Participating in inter-regional inspections and tours to evaluate programs and controls of other sources located within the Commonwealth.

Maintain records of program activities as required.

Attend job-related training courses as required.

Communicate Departmental activities and requirements to industrial and municipal officials, consultants, and interested citizens.

Disseminate and explain the Air Pollution Control Act and the Rules and Regulations to company representatives and the public, when appropriate. This could include providing sampling and technical information to local communities, environmental groups, industry and the public.

Promotes the Department’s mission.

Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Employee is assigned a geographical area in which he/she is responsible for planning and scheduling their work (i.e. eFACTS/AIMS, sampling, inspections and complaint investigations) with input from the AQDS. Employee reviews permits, regulations, files, reports, etc. and makes initial determination of applicability and compliance status of regulated or potential regulated activities, occasionally with input from the AQDS. Employee reports to AQDS periodically on routine matters and brings up any special problems immediately for review. On occasion, short-term projects are assigned and priorities established. The District Supervisor is responsible for assigning employee training courses and regional staff meetings.

Environmental Trainee - Assignments are designed to develop the employee’s technical proficiency. Work assignments increase in scope and complexity as the employee gains technical proficiency in the work. Once the employee demonstrates the ability to perform the work, specific assignments are given and the employee performs the work under the technical guidance of the supervisor. Work is reviewed in progress and upon completion for personal development, completeness, technical accuracy, and quality.
