Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as the District Equipment Specialist assisting the District Equipment Manager in providing specialized and technical support of the Department’s Equipment Preventative Maintenance Program, Policies, and Procedures.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Provide guidance, direction, and technical assistance to Mechanic Supervisors, Mechanics, Operator Instructors, and Equipment Operators to ensure compliance with established policies, procedures, programs, and standards.

Participate in formal, informal, and random Preventative Maintenance Quality Assurance inspections. Assist with identifying trends, anomalies, and preparation of associated supporting documentation and reports.

Advise District and County personnel in the conduct of proper equipment maintenance and repair policies IAW PUB177, Equipment Maintenance and Management Policies Manual.

Assist with management of District 9-0's pool car fleet including, but not limited to the scheduling/coordinating of warranty, vendor, and in-house maintenance/repairs. Make recommendations to District Equipment Manager regarding repair, replacement, and assignments to maintain appropriate fleet size, age, usage, and acceptable repair costs.

Assist District Equipment Manager with managing and developing Department Equipment Mechanic, Acting Mechanic Supervisor, and Equipment Operator training curriculum. Provides assistance as required/requested to Counties with the completion of Department Equipment Operator Certifications.

Obtain Incidental Use (IU) Certification to safely operate equipment in a non-production environment.

Complete necessary course to become a Department Certifier to perform equipment certifications.

Complete necessary course to become a Department Certified Instructor to facilitate quality in-house training.

Attend and actively participate in Department MechTech and Fleet Optimization Task Force committee meetings.

Manage E-ZPass distribution, usage, and record reconciliation.

Assist managing core equipment activity measures, including but not limited to Equipment Dashboards, Shop Compliance, Warranty Recovery, HPG/MPG reports and coordinating follow-up action items or corrections with appropriate organization and personnel.

Assist conducting annual Equipment, Radio, and Tool Inventories.

As a licensed CDL holder, this individual may be required to operate CDL and non-CDL trucks and equipment that are pertinent to snow removal, bridge work, and all other general maintenance work activities as required. This employee must comply with all Federal CDL regulations to ensure the safety of others and must be entered in random testing pool of all Department CDL operators for drugs (marijuana, cocaine, amphetamines, narcotics, and PCP) and alcohol.

Continuously communicate the safety direction. Inspire employees to be a MODEL for safety. Encourage and support safety initiatives and programs by participating and involving your staff. Recognize safety daily. Acknowledge EXTRAORDINARY achievements. Learn and improve through After Action Reviews (AARs). Enforce accountability.


Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):
Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day.

Employee must make independent decisions on automotive mechanical failures and to advise equipment operators, garage mechanics, or field personnel on proper maintenance and repair techniques and procedures.

Make every effort to communicate decisions made to the District Equipment Manager.

Must be able to make independent decisions on operator certification and training.

Experience:

Office productivity suites (Outlook, Excel, Word, PowerPoint, Teams, etc..).
SAP or equivalent database driven inventory control software.

1. PA Commercial Driver's License (CDL), Class "A" or Class "B" with air brake restriction removed.

2. Valid 'Class 7' or 'Class 4' PA State Inspection License.

Essential Functions
