Position Purpose:

This position is responsible for the general supervision of the Inmate Accounting Section within the Institutional Business Office at SCI Mahanoy. This position also performs professional accounting work in the recording, classifying, analyzing, and reporting of financial statements and transactions for the Inmate General Welfare Fund (IGWF), fixed assets accounting, preparation of insurance claims, and other related specialized accounting projects.

Description of Duties:

30% Provides supervision over accounting staff who maintain the IGWF, which includes the accounting of all financial transactions for inmates. This includes inmate monies received from families; earnings from the institution, IGWF, and Correctional Industries operations; and disbursement of inmate funds for Commissary purchases, and vendor purchases for dependents.

20% Responsible for the preparation of financial statements and varied reports to control and account for IGWF funds. Maintains general ledger through use of automated accounting software to account for inmate accounts, revenue producing functions, and annual budget purchases. The financial statements consist of a balance sheet, cash flow statement, escrow account analysis, and income statements for revenue producing activities. Investigates discrepancies in data submitted by facility shops and on reports submitted by the Inmate Accounting Section. Makes corrections and brings problems to the attention of management, as necessary. Recommends changes to refine and improve reporting on IGWF financial statements.

15% Controls the SCI’s IGWF budget allotment through the review and approval of Agency
Purchase Requests (APRs) for available funds to authorize purchases to be made. Reviews and approves invoices for payment relating to the IGWF’s budget. Prepares monthly budget report of budget allotments for management’s use. Prepares, as necessary, form A-49, Request for Approval of Expenditures, to secure the Department’s approval for IGWF budget expenditures over $5,000. Prepares reports on IGWF’s issues as directed by supervisor. Initiates and prepares reimbursement from IGWF to General Fund of expenses as mandated by the Department’s Central Office.

5% Serves as the SCI's Fixed Asset Coordinator. Maintains detailed and computerized asset records for the IGWF and General Fund purchases. Records are maintained to identify fixed assets in accordance with generally accepted accounting principles. Prepares institutional procedures for accountability of fixed assets. Oversees yearly inventory of fixed assets and adjusts fixed asset records as necessary. Oversees the statewide Fixed Asset Accounting System (FAAS). This involves identification of fixed assets over $25,000, preparation of STD-243 (Fixed Asset Accounting System Transaction), and quarterly verification of FAAS equipment records and institutional records.

5% Researches inmate grievances pertaining to the Business Office. Prepares responses and interviews inmates to discuss and resolve grievances.

5% Serves as a member of the IGWF Committee. This committee consists of staff and
inmates, which meet monthly to discuss IGWF expenditures and issues relating to movies, activities, library programs, and commissary items available for inmate purchases.

5% Provides general oversight of the inmate cable television system in the SCI. This requires familiarity with location of cable equipment throughout the SCI and the aptitude to operate the computer to control service to individual inmate cells. Conducts follow-up reviews of cable television system repairs scheduled by the SCI's Maintenance Department.

5% Prepares and submits reports to the state's Bureau of Risk and Insurance Management
on situations that involve liability.

5% Reviews court documents pertaining to Act 84, CVCF, and other inmate obligations for accuracy and completeness.

5% Performs other related duties.
