Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Directs, coordinates, and supervises a statewide program to administer state laws, regulations, and policies related to Insurance licensure. This position is responsible for collaborating with peer divisional staff to administer licensing programs that promote professionalism and competency in the marketplace.

Description of Duties:

1. Directs and manages a complex licensing and education compliance program for the Department to maintain operational efficiency through review, research and process of various applications required by licensees to transact business in the Commonwealth.

2. Explains laws and regulations including both federal and state laws that may or may not fall under the Insurance Department Act to Department staff, licensees, stakeholders, and the general public. Thorough knowledge and understanding of insurance laws and regulations relating to various types of licenses issued by the Bureau, including continuing education requirements for licensees is required.

3. Provides operational oversight to the licensing services division including establishing the daily work priorities for staff and monitoring workload to ensure that work is completed to meet the bureau's legal mandates and deadlines. Work is performed with considerable independence within the legal requirements and Departmental regulations and is reviewed by the Bureau Director for compliance through reports, conferences, and meetings.

4. Performs full range of managerial duties over the Bureau’s Licensing Services Division in support of the timely and accurately processing of licensure applications. Establishes performance objectives and standards for the Licensing Services Division and completes performance evaluations for the Licensing Services Supervisor and Specialty License Representatives.

5. Provides programmatic information to IT department and vendors about software enhancements and technical issues. Works with vendors to escalate and resolve issues.

6. Manages the Department’s licensing education and training program. Oversees vendor compliance with laws, regulations, and policies.

7. Manages and oversees multi-million-dollar appointment billing invoice program to insurers. Serves as point of contact for insurers and resolves billing inquiries.

8. Develops and maintains appropriate and accurate applications, forms, and literature to notify all internal and external customers of the Bureau of policies and procedures. Oversees the dissemination of information to all affected parties.

9. Develops, reviews, and recommends policy to the Bureau Director as it relates to all aspects of the operations of the Bureau's Licensing Services Division. This involves collaboration with the Executive Staff, Legal Office, and stakeholders.

10. Serves as Department licensing representative at stakeholder meetings and conferences including National Association of Insurance Commissioners (NAIC) and Securities and Insurance Licensing Association (SILA).

11. Completes or manages referrals from the Legislative Liaison's Office along with responses to written and verbal inquiries.

12. Develops, reviews, and recommends regulations, Requests for Proposals, procedure manuals, reports, and other bureau documents the Bureau Director.

13. Manages filing and processing of paper registrations and application files for electronic storage.

14. Testifies at formal proceedings as to the process, function and actions of the Bureau of Licensing and Enforcement.

15. Performs other related duties as assigned by the Bureau Director and/or Deputy Insurance Commissioner, including but not limited to: attending meetings, making oral presentations and preparing complex and/or sensitive correspondence for the Bureau Director's signature, or conducting special research projects concerning the operation of the Bureau of Licensing and Enforcement.

Manages the day-to-day operations of the Licensing Services Division. The employee performs job objectives with minimal supervision. The employee provides input to the Bureau Director on department policy decisions. Close coordination is maintained with the Bureau Director and peer department staff.
