Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Serves as an enterprise Learning and Development Specialist for assigned agencies. Provides the full range of instructional design and facilitation services to customers including training consultation, training needs analysis, course/program design and development, facilitation services, and training evaluation for solution effectiveness.

Description of Duties:

Independently conducts training needs analyses with agencies to determine their training and development needs, specific competency or behavioral gaps, and to address agency-specific needs. Needs analyses may include training consultations, focus groups, questionnaires, surveys, interviews, and reviewing and analyzing data. Learning solutions should align with the agency’s strategy and desired business outcomes.

Creates new training courses and programs and modifies existing materials based on research, instructional design best practices, and adult learning theory. Designs tailored learning solutions in various formats including instructor-led and web-based training. Develops course and program materials including training outlines, learning objectives, presentations, visual aids, hand-outs, facilitator guides, learning activities, scenarios/case studies, and participant guides. Ensures materials meet Diversity, Equity, Belonging, and Inclusion (DEBI), Americans with Disabilities Act (ADA); and Web Content Accessibility Guidelines (WCAG) standards.

Provides training instruction and facilitation in a variety of settings including in-person and virtual classrooms. Demonstrates effective public speaking and facilitation techniques such as engagement, re-direction, and debriefing.

Evaluates the effectiveness of learning solutions through pilots, course evaluations, and participant feedback.

Partners with assigned agencies to create annual agency training plans to address learning and development needs. Training plans encompass business strategy, learning needs, a training and development program schedule, resources, and evaluation techniques.

Responds to customer requests and incidents via service tickets, emails, and special requests.

May partner with agency training offices that offer soft-skill development, technical training, and agency-specific operational training. Provides consultation on out-service training opportunities.

May participate in securing contracts with outside consultants by writing language for requests for proposals and bid specifications. May serve on vendor evaluation and selection committees, review and provide feedback on contractor proposals, and review and provide feedback on proposed training materials and course content. Ensures vendors meet contract and agency requirements. Evaluates contractor work and results. May review and approve contractor invoices for payment.

Performs administrative duties associated with projects as needed including generating
letters, training certificates, handouts, course rosters, and supplies for use in training programs. May oversee program nomination and selection processes.

Collaborates with other BTPD divisions and team members to ensure a wholistic approach to employee training and development and to reduce duplication across enterprise and agency-specific training programs.

May provide facility and customer support for agency training facilities.

Travels including overnights as required.

Performs other related duties as required.
