Position Purpose:

As a County Permit Inspector, the essential function is to administer the District Highway Occupancy Program within the assigned county/counties.
This is technical work in permit inspection.
An employee in this class performs technical inspections of permit projects which involve district construction project safety, embankment compaction, major highway occupancy construction, or construction inspection work. Work involves the interpretation of contract requirements through analysis of specifications and drawings and the application of a variety of inspection techniques. Work may also involve resolving specifications, drawings or construction problems. Assignments require independent judgment in making technical decisions related to work assignment. Work is assigned with general instructions by a technical supervisor who reviews work for results obtained.

Perform all activities as they relate to the Highway Occupancy Permit Unit:

Lead the employee's area of responsibility in Moving PENNDOT Forward by establishing an environment for delivery and effective and efficient transportation services; supporting a strategically planned, maintenance first program emphasis; developing results oriented teams to improve work methods, introduce improved technology, enhance service delivery and quality; ensure prompt, courteous and accurate customer services; improving internal and external communications; and increasing the levels of safety for workers and travelers in the following ways:

Provide world class service to our customers seeking Highway Occupancy Permits.

Ensures permit programs are consistent with Department goals and objectives by organizing, directing, planning, and coordinating the strategic efforts of all permit programs, customer needs and expectations, sound management practices and principles.

Provides direction and allocation of necessary administrative support services, human and technical resources necessary to permit the efficient and effective discharge of the assigned permits program activities.

Supports and encourages all employees to participate actively in quality improvement efforts, recommending and implementing new initiatives, reorganizing and redesigning existing functions to eliminate unproductive, inefficient or redundant operations and to foster a sense of ownership and pride in both group and individual work results.

Completes assigned work in the form of programs or objectives and self-reviews it in progress and/or upon completion for acceptability and conformance with established criteria.

Develops and maintains effective working relationships within the Department, other agencies, public officials, appropriate interest groups, and the general public to promote transportation mission activities and to help lead into the 21st century.

Responsible for managing the overall operation of the County Highway Occupancy Permit Office (s), as assigned, in accordance with Department Regulations, policies and procedures relating to the review and issuance of permits including construction inspection. Manages Department Inspector (s) and/or directs consultant staff. Responsible for planning, organizing and assigning duties to Department inspectors and/or consultant staff.

Provides general information and technical guidance to applicants, consultants and other interested persons.

Coordinates or performs lead work in processing and issuing occupancy permits by assigning work, training other inspectors as required and reviewing work for compliance with applicable Department standards.

Reviews each permit application for completeness and compliance with Department Highway Occupancy laws and Regulations within established time constraints. Maintains professional working relationships with land owners, developers, contractors, professional engineering consultants, public utilities and authorities, surveyors, landscape architects, municipal officials (including zoning officers, building inspectors, solicitors, elected officials, managers, engineers, and others), Legislative community, attorneys representing any of these, as well as Department and FHWA staffs and other governmental entities and promotes positive customer service objectives.

Uses judgment to interpret Regulations, Standards, Specifications and plans. Exercises independent judgment in making on-site technical decisions and resolving problems that arise. Manages inspection of materials and workmanship on permit construction work characterized by excavation, widening, drainage, backfilling, overlays, guide rail, curbing, sidewalks, medians and work zone traffic control.

Organizes and maintains all administrative functions of the County Office including files, diaries, correspondence, ledgers and record retention.

Normal working hours are established but may flex, and overtime may be required to meet the demands of external customers and emergencies.

Requires thorough knowledge of, ability to explain to customers, and ability to implement Department Chapters 441 and 459 regulations, while properly interpreting and applying Department Design Manuals, Publications 70, 170, 213, 234, 236, 282 and 408, roadway, traffic standards, policies, and specifications. Conducts independent reviews of utility and roadway plans and related documents submitted by applicant. Independently performs field reviews to verify accuracy and compliance of submissions. Independently determines the need for and amount of highway restoration security documents. Verifies, through field measurements of highway grade and sight line distance, compliance with the Department's sight distance requirements for access requests. Determine safe operating speeds as required. Determines need for hydraulic analysis, proposed occupancy's effect on other land owners' access and drainage. Verifies guide rail deflection distances in accordance with RC Standards.

Explain to customers, and ability to implement use of forms pertaining to the highway occupancy permit program. Explain to public and ability to use the Department's system of roadway identification (SR-Segment-Offset).

Plan and organize work to complete assigned responsibilities within time frames prescribed by law and policy.

Performs spot inspections of work within or affecting right-of-way to verify compliance with Department permit regulations.

Identify violations of specific sections of applicable state laws and regulations in order to issue Department Citation Form (M-945C) to document violations. Prescribe corrective action which may include an order to stop work and/or annul the permit in a tactful, non-discriminatory and legally defensible manner.

Responsible for verifying that ongoing and completed permitted work is performed in compliance with applicable Department regulations (i.e., Chapter 459, 441, 203) as well as any special permit conditions that may apply on a particular project. Also responsible for verifying that only permitted work is performed within the right-of-way
and is in compliance with the permit.

Meets and corresponds with local planning boards, zoning officers, borough and township officials, to provide permit related technical advice and knowledge for subdivision proposals, shopping center, malls, developments and other projects involving highway right-of-way.

Reviews complaints with County maintenance personnel relating to utility work or driveway work associated with a hazard or drainage problem. Deals directly with the utility or property owner and County maintenance personnel in resolving these problems.
This involves on-site inspection and personal contact with the facility or property owner to explain the corrective actions needed. Pursues documented follow-up action until satisfactory corrections are completed.

Informs County personnel when Department forces should be utilized to complete repairs that are not completed satisfactorily by a property owner or utility owner.
-Responsible for records and permit files and other pertinent documentation. Monitors permit work to ensure timely completion. Attend hearings as required and provides testimony for the Department.

Document work in field inspector's diary.

Perform research to assist in compiling information requested for Tort Liability cases.
Provides expert testimony at judicial proceedings as required.

Attends pre-bid and pre-construction meetings, with Township, Borough, and utility officials and their engineers and contractors to interpret and explain Department specifications relative to their proposed projects, stressing traffic control, backfill material, compaction required, restoration of roadway pavements and shoulders and ensuring safety for highway users.

Attends semifinal restoration, and final inspection and any other meetings to represent the Department's interests, requirements, regulations and to resolve potential problems.

Either documents acceptance of the work or notifies permittee of deficiencies.

Performs other related duties as required.

Responsible for final inspection of all issued permits. Conducts field views of the work to verify completeness in accordance with the permit and the Department regulations.

Independently reviews various HOP applications for compliance with regulations and standards, independently inspects construction and/or bridge projects for compliance; advises supervisor of any issues and concerns.

All decisions, problems or issues relating to the county Highway Occupancy Permit programs which do not affect statewide, district or ADEM’s policies are made by the incumbent.
