Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position is the Computer Operator II of the Print Center in the Operations Division of the Infrastructure and Economic Development Delivery Center (PennDOT, DCED, PEMA) IED TSO. The Print Center, located at the Riverfront Office Center in Harrisburg, Pa., processes input and output for multiple mission critical applications such as Driver Licensing, Motor Vehicle Registration, Police Interface, Road and Bridge Management, Project/Contract Management, Accident Records and other Administrative Systems. These computer systems process an average of 788,000 transactions a day, and produce over 4 million printed pages per month. The Print Center’s primary enterprise wide Printing systems are Ricoh Infoprint 5000 Inkjet Advanced Function Duplex, Printronix P8220 Line Matrix and Ricoh Pro 8220 High Volume Cut-Sheet.

This position requires a detailed knowledge of all aspects of operating mainframe computer printers and print systems. Employees in this position monitor and control the operation of a computer system using documented instructions and routines. Work involves preparing the system for operation and performing operations activities according to schedules and program instructions. Employees are able to select, print, and monitor all scheduled print jobs, and respond to system messages including z/OS, JES2 and Ricoh Process Director messages. The ability to maximize production printing while minimizing system outages through operator intervention is an important aspect of the position.

Employees are expected to use initiative, judgment, and be able to work independently in the day to day print center operations. Work may also include assisting in the instruction of subordinate operators and trainees.

The Department’s critical schedules require print operators to work shift work 5 days a week basis, to prepare and print nightly batch production work and have it available for pickup the next processing day.

Be able to ready, start, and monitor the operation of all mainframe printer equipment, including loading various paper and forms on printers, replenishing toner, developer, ribbons and other consumables, aligning forms and overlays, clearing paper jams and other related print activities.

Responsible for the use of all pre and post printer equipment for the preparation and distribution of input and output data.

Input / Output

Analyze and evaluate post-processing output for accuracy and quality.

Review and prepare output reports and products for delivery to customers.

Console Knowledge and Responsibility:

Knowledge of the various operating PC’s, their location and prime use.

Understand proper use of console keyboards and associated Program Function (PF) keys.

Ability to differentiate between console failures requiring repair versus operator intervention.

Through the use of Ricoh Process Director select, print, and monitor all scheduled print jobs, and respond to system messages including z/OS, JES2 and Ricoh Process Director messages.

System Knowledge and Responsibilities:

Be able to use the Department’s communications software; Microsoft’s OUTLOOK for e-mail.

Be familiar with manuals necessary to support system and print operations such as z/OS message library, Ricoh Process Director system messages and codes manuals.

Understand JCL and as necessary make changes to insure completion of required work.

Be able to use TSO to support system operation as required.

Have essential knowledge of primary mainframe systems with emphasis on TSO, ISPF, JES2, and RMDS.

Perform maintenance and cleaning for all equipment.

Know overall flow of production systems processed and how they interrelate as necessary. This includes but is not limited to batch print applications.

Discharge responsibilities after receiving job check-off sheets and associated procedures. More detailed instructions are received from the shift supervisor or other operations management.

Participate in problem determination and resolution within the unit as required to maintain production services and output delivery.

ADA Requirements:

Performs a variety of beginning level computer operating duties associated with the operating of online laser/impact printers and system console operation.

Lift paper boxes weighing to 60lb and load/unload rolls of paper weighing approximately 600 lbs.

Carry stacks of opened printed output/card stock and bursted forms.

Load stacks of paper onto large laser and impact printers

Push carts loaded with paper/forms, including recycle bins to loading docks.

Sit at and monitor primary terminals for approximately (7.5) hours.

Type commands to communicate with the computer system.

Answer telephone and communicate with computer users and the public.

Walk to and from printers for approximately (7.5) hours.

Have hearing sufficient to hear abnormal noises indicating problems or machine malfunctions.

Communicate both verbally and in writing with other employees.

Work permanent shifts in a 5 day a week environment.

Job Location:

Temperature controlled computer room. 72 degrees Fahrenheit and 50% humidity year round.

Equipment (machines, devices tools, etc; used in job performance):

Large scale laser/impact printers, other mainframe printers and control units for all of the above.

Personal and mainframe computer terminals, telephones, calculator, various copy machines, printers, and common writing devices.

Decision Making:

General supervision and assignments are received from the shift supervisor. Employee’s work is planned using mutually agreed upon objectives and work standards. Progress reviews are conducted with the employe quarterly and formal performance evaluations are conducted annually.
