Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The primary purpose of this position is to oversee SCI-CBS's Maintenance Department and is under the general supervision of the Superintendent and DSFM for all supervisory functions and projects. This is technical and administrative work directing the heating/utility plant and/or building maintenance, construction, and repair operations at a SCI-CBS. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Oversee and support the CFMM1 to schedule and assign work orders/duties to Trades Instructors and Maintenance Foremen on a daily basis. Check work in progress and solve problems and/or difficulties that may arise. Plan projects, project cost estimate of materials, specifications for materials, compile materials needed, record keeping of actual costs of materials and employee time necessary to complete projects. Maintain working relationships with Central Office Bureau of Operations, DGS and other applicable contractors. Ensure contractors have the necessary clearance checks and relevant tool accountability forms are complete. Assign performance standards (EPES) to Maintenance employees, review employees work performance bi-annually by a progress review and on annual basis by an Employee Performance Review (EPR). Recommend and schedule training for Maintenance Department staff. Approve/disapprove leave requests. Maintain and keep current supervisory files for all Maintenance Department employees. Supervise the facility's C.F.M.M.1 If necessary, counsel and/or discipline regarding unsatisfactory work performance, dependability and/or insubordination up to and including written reprimands. Recommend investigations be opened or recommend levels of corrective action to the Superintendent as needed. Makes weekly tours of all housing units and monthly tours of all other institutional buildings/areas as assigned. Disseminate information to facility employees, keep records, and ensure procedures are followed on Right to Know. Inspect the facility on a weekly basis to ensure sanitation and safety procedures are being followed. Make any necessary corrections. Attend various meetings. Maintain blueprints of facility, grounds, etc. Chair the monthly Maintenance Department staff meetings. Overseeing DER compliance and operation of dam area. Develop and oversee implementation of the Facility's Preventative Maintenance Program and Tool Control Policy. Ensure the security of the facility's locking systems and key fabrication. Assign duties to appropriate Maintenance Department personnel to ensure work is completed. Assist in completing the development of plans for new construction, remodeling of present buildings for additional space, construction and upkeep of roadways, pavements and parking lots, electrical installation and maintenance, existing communication equipment maintenance and development of new communication equipment. Assist with administering Collective Bargaining Agreement for Maintenance Department staff. If grievances are received, supply the Deputy Superintendent for Facilities Management with all background information and documentation necessary to respond at first step grievance hearings. Is involved in labor relations and addresses grievance issues and strives to prevent labor management issues. Responsible for developing the institution's 5-year maintenance plan. Responsible for the budget of the maintenance depart, which includes making projections and keeping within the financial limits of the allotted budget for the maintenance department. Responsible for developing a plan of action for all projects relative to the maintenance department and submitting them to the respective deputy and superintendent for approval. Responsible for touring the facility monthly and making a inspecting any maintenance concerns while on tour. All other related duties as assigned by the Superintendent and/or designee. Spend prolonged periods of time working indoors as well as outdoors in all weather conditions 7. Effectively communicate verbally and in writing 8. Maintain regular and reliable attendance 9. Work mandatory overtime, with little or no advance notice, whether on or off duty at the time of notification 10. Use and maintain various equipment and tools used in facility maintenance 11. Operate basic office equipment 12. Properly wear all portions of assigned uniform 13. Establish and maintain effective working relationships 14. Visually observe inmates’ activities 15. Be mobile over all types of physical surfaces and levels 16. Hear and identify sounds (voices, whistle, buzzer, lock release, scuffling, sudden quiet) 17. Attend and participate in all mandatory training and/or testing 18. Travel as required |
