Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

As Director, Bureau of Support Services: Plans, directs, coordinates, and controls all bureau activities required to administer the Driver and Vehicle Services (DVS) Deputate. Program areas include: Human Resources, Call Center, Budget, Procurement, Fiscal Services, Training, DVS Riverfront Office Center Facility maintenance coordination, Fiscal Services, and Special Projects.

Reports to the Deputy Secretary for DVS and is responsible for the direct supervision of four (4) Division Managers and the indirect supervision of their units. Also, responsible for direct supervision of one Executive Staff Assistant. Additionally, the Bureau of Support Services provides the primary interface between DVS and the Infrastructure & Economic Development Human Resource Delivery Center (IEDHRDC), Bureau of Fiscal Management (BFM), Statistical Analysis, Transportation University (TU), PennDOT's policy office, and various suppliers, partners, and subcontractors.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Directs activities ensuring communications between DVS and the Enterprise Office of Administration, Bureau of Office Services, Policy Office, BFM, TU, and IEDHRDC.

Develops the budget and monitors expenditures and contracts of DVS.

Oversees contract administration for DVS.

Leads the development of DVS’s strategic plans, such as Business Plans and Scorecards,

Oversees the development of initiatives and authorized expenditures within the Bureau of Support Services.

Evaluates information for statistical analysis concerning programs operating within DVS.

Manages fiscal resources for deployment in support of DVS's Initiatives.

Responsible for Fiscal Services within DVS, including annual revenue certifications and processing of refunds.

Leads and documents initiatives for DVS and tracks the progress of their accomplishment.

Oversees the employee training program for DVS.

Oversees and coordinates audit activities when DVS is the subject of a Comptroller, Auditor General, or other government agency or office audit.

Oversees human resources in DVS including payroll and complement management.

Administers facility and security services and emergency response coordination at the Riverfront Office Center.

Oversees the Department's call center program.

Fulfills special projects at the direction of the Deputy Secretary.

Coordinates Deputate-wide tasks and inititaives.

Complies with DVS’s Customer Service Policy.

Position #00217187 has been identified as an Essential Position. This position is responsible for all duties and functions of the Riverfront Office Center Continuity of Government Plan.

Ultimately Responsible for Bureau Operations to Support Driver License and Motor Vehicle Operations of the Deputate.
