Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Responsible in assisting in Roadway Program Management duties in the dual Cameron and Potter County maintenance organization Employee performs technical work assignments in a county maintenance organization. Such duties include the employee assisting higher-level technical and managerial employees with the tabulation, review, analysis, planning, and development of maintenance operations in accordance with the applicable information management system(s), such as SAP Plant Maintenance. This tabulation, review, analysis, planning, and development aids management in improving materials usage efficiency, maintenance activity efficiency, inventory accuracy, and maintenance material quality – all through continual process improvement using best practice and/or benchmarking methodology. Detailed review and analysis of statistical data required proficiency in the use of Microsoft Office applications, such as MS Word, MS Excel, MS Access. Duties require the frequent use of department vehicles. While directly supervised by the Roadway Programs Coordinator (RPC), the employee is responsible to assist the Roadway Programs Technician II, Roadway Programs Coordinator, and Assistant County Maintenance Manager(s) in the year-round maintenance of the maintenance organization’s applicable information management system as it relates to both highway subsystem information management and materials subsystem information management. Such work includes, but is not limited to, the review of daily reports to verify data against supporting documents, processing material load-slips, monitoring inventory accuracy, inputting and maintaining ECMS contract data, inputting and maintaining Annual Work Plan (AWP) status data, recording and tracking complaint data and various other information management duties. Such duties may include (under the direction of the RPC) completing Material- Requisitions, Receipts, Issues, Transfers, Specification Entries, Inventory Master File Updates & Inquiries, Physical Inventory Counts; Highway-Roadway Inventory Input, Period Plan Inquiries, Selected Activity Production Inquiries, Assist in establishing notifications and work order for highway and sign activities in Plant Maintenance; Roadway Management-Highway/Materials Redbook Report, Zero Usage Report, Materials Delinquent Purchase Order Report, Inventory Turnover Report. This employee is assigned various SAP roles to help assist in Roadway Program management duties. During non-winter activities, employee is responsible for planning and inspecting roadside programs within the county maintenance organizations. Employee assists RPC in managing the county’s roadside programs through thorough planning, active inspection, and materials application (in some instances). Roadside programs include, but are not limited to, contracted herbicide application services, tree trimming and removal services, highway maintenance activities, and contracted maintenance services. Planning may include, but is not limited to, required material estimates, and the preparation of mapping for future contracted herbicide application services, tree trimming and removal services, highway maintenance activities, and contracted maintenance service. Planning requires field inspections that identify problematic areas, such as brush, vegetation, or trees around guide rails, signs, structures, and intersections, that present either a hazard to the motoring public or deterioration (or potential deterioration) of the existing roadway and/or roadway structures. Employee will assist with the Strategic Environmental Management Program (SEMP) to ensure the county is in continual ISO compliance. During winter activities, employee is responsible for monitoring and controlling winter material quantity/usage deviations as they relate to the information management system. This is achieved through excellent communications, established processes, frequent field inspections, consistent field data and data processing, advanced mathematical computations, and by embracing new technology. Employee performs frequent winter material inventories and winter material (salt) sampling as required by the Bureau of Maintenance Operations using approved methods and procedures. Implements the environmental protection requirements of maintenance work activities performed by the employee. Also, fulfills the environmental management requirements designated for this title in environmental training programs. Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP). Also, supports the efforts of other employees to meet these objectives. Attends environmental training designated for this working title. Duties may require frequent use of department motor vehicles Other duties may be assigned consistent with the Roadway Programs Technician I classification. Assists in the management of the materials component of the SAP Plant Maintenance and Supplier Relationship Management (SRM) Systems for the county organization. Aids in directing the purchase, receipt, storage, and issuing of all bulk materials and garage storeroom items to ensure the availability of resources, as well as the efficient and effective use of resources. Assists in overseeing the establishment and maintenance of inventory records in accordance with Department policy and ensures that various methods of inventory control are employed and adhered to. Completes goods receipt entries in SAP for bulk materials received from vendors. Assists in developing and implementing the county salt management plan and in analyzing spreader data to ensure equipment operators are complying with Department policy regarding proper spreading formulas. Assists in performing stockpile reviews as required to ensure that inventory maintained in the system for materials matches the actual quantities on-hand. Locates and identifies guiderail damage. Obtains accident information from appropriate police records. Prepares damage estimates, submits repair request to contractor, and arranges for prompt repair. Compiles all necessary data needed for the Department to bill responsible party. Ensures that contractors are properly and promptly paid for all work completed. Enters all required information in the Plant Maintenance computer system. Obtains information of accidents from newspaper, radio logs, state police and other sources. Visits accident sites, takes photographs of scene, vehicles, all posted signs, shoulder conditions and/or any other relevant factors. Monitors all state routes for hazardous conditions and reports findings promptly to assistant manager for that area. Assists in preparing Reimbursable Activity Reports (RARs) for all reported damage to highway facilities. Documents all damage cost submitted and forward to RPC quarterly. A. Safety 1. Evaluate contractor operations: • Immediately stop unsafe actions • Engage in ongoing safety dialogue with the contractor's leadership 6. Promote a CULTURE that emphasizes SAFETY as a core value: • Immediately stop any unsafe actions. • Incorporate safety into all discussions, deliberations, and decisions. • Continuously communicate the safety direction. • Inspire employees to be a MODEL for safety. • Encourage and support safety initiatives and programs by participating and involving staff. • Recognize safety daily. • Acknowledge EXTRAORDINARY achievements. • Learn and improve through After Action Reviews (AAR's) • Enforce accountability. B. Succession Planning 1. Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees. C. Department Green Plan Policy Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee's performance review. D. Fair Labor Standards Act (FLSA) 1. Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |
