Position Purpose:

The Interstate Water Resources Management division delivers planning, development, implementation and evaluation of statewide policy and program activities to promote interagency and interstate cooperation of shared water and coastal resource issues.

This is a Water Program Specialist position in the Special Projects Section involved in work related to River Basin Commission coordination and intra/interstate programs. The employee in this position facilitates and coordinates the RBC’s efforts with those of similar functions performed by the state and vice versa. This position provides programmatic support for activities in intrastate and interstate water management, interbureau coordination, program evaluation, and resource management. The position requires direct interaction with the Division Manager as well as other state, interstate and federal entities, and various stakeholder groups.

Description of Duties:

The responsibilities of this position include coordinating Pennsylvania’s responsibilities as a member of interstate organizations including the Delaware River Basin Commission (DRBC), Susquehanna River Basin Commission (SRBC), Ohio River Valley Water Sanitation Commission (ORSANCO), and the Interstate Commission on the Potomac River Basin (ICPRB).

The responsibilities of this position include interpreting regulations, guidance, policies, and procedures; providing support and representing DEP on a number of intrastate and interstate organizations; coordinating targeted watershed efforts; and supplying various technical program management functions, such as technical support for the development, negotiation, and management of contracts and inter-agency agreements. This work focuses on continuously providing a broad range of complex programmatic support for implementation of integrated basin-wide water programs.


Specific duties assigned to this position include:

- Assist in the interpretation of regulations, policies and procedures of the river basin commissions and interstate entities to which the commonwealth is a signatory (DRBC, SRBC, ORSANCO, ICPRB, and other commissions and councils on which the commonwealth is represented) to ensure consistency with DEP regulations and procedures.

- Coordinates review of all items for the Pennsylvania commissioner’s approval with legal and policy offices, and across various DEP programs and regional offices. Items include plans, policies, regulations, dockets, interagency agreements, etc.

- Provides recommendations and coordinates with DEP programs to implement program changes related to maintaining consistency with interstate river basin commissions.

- Prepares and delivers briefings to the Deputy Secretary for Water Programs and Secretary of DEP.

- Coordinates activities related to the interstate river basin commissions, including participating in workgroups and representing the commonwealth at meetings.

- Assists in fiscal management for river basin commissions, the Office of the Delaware River Master, and other entities as necessary. This includes tracking invoices from receipt to payment; providing proper fiscal coding; interacting with the Bureau of Fiscal Management, the Office of the Comptroller, and other commonwealth fiscal management offices.

- Performing other activities as directed by the Section Chief and Division Manager.

- Promotes the Department’s mission.

- Inputs appropriate data in a prescribed format to meet data quality standards set forth by guidance, training, and policy across all of DEP’s electronic data systems; to include ensuring accuracy and completeness of entries, and where available, the use of system specific tools to ensure duplicative entries and data quality issues are minimized.

Deadlines are specific and the employee largely develops his/her/their own work planning with minimum constraints established by the supervisor. Upon completion, work is reviewed and evaluated by a supervisor for technical accuracy and overall quality. Employee reports directly the Section Chief and provides briefings for the Division Manager.
