Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. 1. Participates in various Department Modernization Initiatives by providing technical expertise and support. Initiatives include: PennDOT 20/20, Statewide Transportation Innovation Council Technical Advisory Groups (STIC TAG teams), Independent Oversight Program Reviews (IOPs), IdeaLink, Every Day Counts, etc. 2. Performs engineering and technical duties in the NPI Engineering Support Unit by reviewing and evaluating new construction products and technologies for mechanical properties, durability and environmental resistance of materials based on existing standards and laboratory testing results; making recommendations on the use of new products/technologies; determining how they may perform under specific conditions and scenarios; making recommendations and/or developing new or revised specifications, drawings and usage guidelines for approved new products/technologies; and other miscellaneous engineering and administrative services that support Division and other Section’s operations. 3. Performs and administers engineering evaluation of new products, technologies and techniques related to various construction materials/products. Product evaluation applications are submitted to the Department by manufacturers using the Department’s Electronic Construction and Materials Management System (eCAMMS). NPI receives 300 plus applications annually. Some examples areas being concrete materials/ application methods, bituminous materials/application methods, steel products and corrosion protection coatings, aggregates, and plastics. • Controls, oversees, and is the Lead Evaluation Owner for multiple product evaluation applications that are assigned by the Unit manager or Section Manager. • Uses eCAMMS on a daily basis to perform evaluation responsibilities for assigned product evaluation applications. • Performs evaluation reviews for each assigned product evaluation application, including initial accuracy and thoroughness of application submission, quality control plans, technical documentation/review, Lab/field testing, evaluations/experiences from other state DOTs, risk exposure, etc. • Coordinates with other pertinent technical review areas that are required to process a product evaluation application, such as Lab testing, Bridge, Traffic, Geotechnical, etc. • Manages assigned product evaluation applications to keep the evaluation process moving forward in a timely manner. • Updates and maintains the eCAMMS database for assigned product evaluations, including review comments, testing data/information, evaluation findings, etc. • Makes recommendations on approval of individual evaluation applications for inclusion of product/material into Bulletin 15, Qualified Products List for Construction. • Performs and/or assists with the preparation of engineering/material/construction specifications, detail drawings and design/use guidelines as related to newly approved products and materials. 4. Provides information and advice to the Districts regarding the appropriateness of approved materials and technologies to meet their specific requirements. Utilizes engineering related knowledge and expertise to decide whether material is acceptable for intended use, balancing performance, cost, and safety considerations. Also, coordinates with respective Districts and Bureaus to determine interest in new product/material areas and solicits manufacturers to submit product evaluation applications. 5. Performs various Engineering Support functions for Section (NPI) and Division (MD). • Administers MD’s engineering services open-end contract, and works with MD staff who want to utilize the agreement. • Performs miscellaneous Plant audits related to failed Bulletin 15 source material. • Attends and participates at the monthly Bulletin 15 Committee meeting. 6. Performs, as needed, cross-functional duties within the Section (NPI) in either the Engineering Support Unit or the Evaluations and Research Unit. 7. Reviews incoming Clearance Transmittals and provides constructive comments and recommendations for approval, modification, or rejection of the subject matter. 8. Leads and/or participates in meetings and discussions on new product related topics. 9. Attends and participates actively in task forces, meetings, conferences, discussion groups, etc. 10. Maintains a high level of professionalism and expertise by identifying training and related events that promote continual improvement in required job skills and attends training/events when approved. 11. Performs special assignments, such as writing of briefings, response to various requests (executive, legislative, industry, citizen, etc.), research, etc. 12. Establishes and maintains effective working relationships with Engineering Districts and other appropriate local/state/federal agencies, industry and organizations. 13. Answers written/verbal inquires and correspondence regarding new product/technologies areas. Also, reviews, analyzes and evaluates legislation and regulations regarding these areas. 14. Safety • Assess your environment and be responsible for your safety, the safety of co-workers, and the public. • Attend required safety training and adhere to the requirements of all safety manuals, policies, and laws. • Immediately report to your supervisor any incident, unsafe practice, or near miss. • When in an enclosed environment (office buildings, confined spaces, flagger stations, equipment pinch points, etc.), know your evacuation process and escape route, your communication protocols, and appropriately react in the event of an incident. 15. Succession Planning Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees 16. Participates and supports the Department’s customer-service and quality improvement efforts. 17. This PD does not include every duty of the position and other duties outside of this PD may be asked. 18. Uses equipment while carrying out various job duties and responsibilities, such as: personal computer (with network and mainframe connection, along with its peripheral equipment), telephone, fax machine, copier, calculator, common-writing instruments, automobile/light truck/van. 19. Work is performed in a structured office setting with some travel (in state, out-of-state, overnight) required to carry out job objectives.If approved by management, a teleworking option may be exercised in accordance with current Department policies and schedules. 20. Department Green Plan Policy - As part of PennDOT’s MS4 obligations including NPDES Permit compliance and stockpile good housekeeping, commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review. 21. Fair Labor Standards Act (FLSA) - Unless directed by your supervisor or manager, comply with stated work hours for the 7.5/8.0 hour day. |

Exercises considerable independent initiative and judgment in planning and carrying out work tasks & assignments. Major work assignments are reviewed by the supervisor. • On major issues/assignments that require decisions or approvals by superiors (supervisor and/or above) prepares necessary analyses, recommendations, etc. • Prepares formal memos, correspondence, policies, etc. and submits for signature by superiors (supervisor and/or above) as per Department policy. • Prepares and signs formal & informal correspondence responses that pertain to areas within authority as per department policies. • Supervisor and/or other superiors may provide work assignments; however, independent latitude is given to conduct the work. In some cases, ultimate decision authority may rest with supervisor or superiors depending upon the assignment. |
