Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

The purpose of this position is to manage & supervise all Tunnel Maintainer Supervisors and electrical foremen; plan, coordinate, and schedule all tunnel maintenance, traffic control & monitoring, and incident management to ensure the efficient flow of traffic through Tunnels and surrounding roadways.

Description of Duties:
Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Performs coaching, counseling and suggesting corrective action to subordinates; planning monitoring and appraising job results, conduct training, implementing and enforcing systems, policies and procedures, give safety talks and demonstrations.

The Assistant Tunnel Manager supports operations by planning work assignments for TM Supervisors, TM's, MV Electrician Foreman, MV Electricians and Clerk Typist 3; assigns and monitors work results; orders resources & equipment for work assignments; implements productivity and safety standards resolving operation problems; maintaining reference manuals; developing new safety and operational procedures.

Assigns and reviews completion of routine, planned, and emergency maintenance of the tunnels, portal buildings, and fanhouse.

Supervise and perform incident management duties by providing support and requesting assistance when an incident has become too complex for Tunnel Maintainer Supervisors. This includes communicating with PennDOT employees and 1st responders to maintain situational awareness.

Use clear, concise communications with PennDOT employees and 1st Responders by phone, radio, and face-to face to maintain situational awareness.

This position requires the individual to complete various forms, including, but not limited to, performance reviews, payrolls, damage claims, accident reports, inventory forms, and incident log. Must also read and comply with tunnel maintenance lane closure plans and Pub.213 for deploying work zones.

Actively manage Tunnel Maintainer Supervisor leave and review leave of all tunnel employees for improper usage.

Implement payroll SAP functions, purchasing and invoice payments.

Administer accident reporting, conduct thorough investigations and conduct pre-disciplinary conferences.

Participate in interview process of all new employees and administer safety and new employee orientations.

Coordinate training schedules and functions. Develop trainings when needed with the Tunnel Equipment Manager, Tunnel Manager, and other Department personnel as necessary.

Schedule special work details when necessary.

Coordinate special activities such as MY SAP, safety committee, HAZMAT and agility when implemented.

Plans, directs, supervises, and coordinates Tunnel and Electrical crews activities to fulfill the environmental management requirements designated for this title in the District’s Strategic Environmental Management Program (Manual). Also fulfills the environmental managements requirements designated for this title in environmental training programs.

Receives new information/revisions to the District’s SEMP Manual from the District SEMP Process Owner, incorporates this information into each copy of the District’s SEMP Manual(s), and implements the new or revised SEMP procedures, processes, or tools.

Implements the SEMP-related objectives designated for this title. Supports the efforts of other managers and employees to implement the SEMP objectives.

Attends environmental training designated for this position in the District’s SEMP Manual.

Performs other related duties as required.

Succession Planning:
Managers:
Actively engage in succession planning by assessing potential vacancies; identifying current and future critical needs and competencies; and assessing the interest, availability, and readiness of current staff and candidate pools. Work with employees to complete and maintain a Career Development Plan. Engage employees and recognize employees and their accomplishments. Establish a mechanism to identify, capture, and share explicit and tacit program/technical knowledge among staff.

Department Green Plan Policy:
Commit to following the Departments Green Plan Policy (Pub 712) and the associated principals. Failure to comply with Department Green Plan Policy shall be documented in employee’s performance review.

Fair Labor Standards Act (FLSA):
Understand your responsibilities as a supervisor under the FLSA to ensure that employees are paid appropriately for hours they work or are allowed to work – i.e. all time spent furthering the business of the Department. Ensure that your employees are performing work only within their regularly-assigned shift hours, unless overtime has been directed and approved in advance of completed work. There should be no confusion as to when work has officially started or ended. Ensure that all hours employees work are fully accounted for on payroll sheets.

Decision Making:
Describe the types of decisions made by the incumbent of this position and the types of decisions referred to others. Identify the problems or issues that can be resolved at the level of this position, versus those that must be referred to the supervisor. Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature.

During incident management activities, determines when to take over incident command, request resources, and escalate to Tunnel Manager.

Determines staffing levels for all tunnel operations.

When performing HOV duties, determines if Tunnel staffing conditions should delay opening/closing the HOV.

Assesses tunnel defects beyond routine situations and refers to the Tunnel Manager.
