Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively.

Assigned to the Traffic Safety Unit performing necessary work associated with the completion of requested traffic studies. Performs a variety of technical duties and applies established technical traffic control criteria in the analysis of traffic data and implementation of traffic control problem solutions.

Performs technical duties in the development and implementation of solutions to traffic control problems such as speed restrictions, passing zones, accident investigations, and traffic pattern evaluations.

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor.

Completes engineering and traffic related studies and designs in accordance with Department policies and applicable state and federal regulations. Engineering studies consist of reviewing elements influencing outcome, and development of a report with recommended outcome. Traffic related designs consist of sign and marking changes deployed through studied outcomes.

Traffic Engineering Studies Include but are not limited to: Speed Limit, Hazardous Grade Speed, Engine Brake Retarder Prohibition, Multi-Way Stop, School Zone Speed, Hazardous Walking Route and Mid-Block Pedestrian Crossings.

Utilizes approved information technology systems and engineering methods as necessary to complete assigned duties.

Analyzes and evaluates sight distance and guide rail requests and recommends necessary solutions.

Investigates concerns and complaints related to signing issues. Generates work orders for signs. Prepares reports of roads that are surveyed requiring sign replacement and incorporates the data into construction plans.

Investigates complaints regarding signing, pavement marking and delineation, prepares correspondence, recommends corrective action, and develops work orders as required.

Maintains and updates traffic related asset and information databases and document management systems.

Retrieves crash data from the Department’s Computerized Crash Record System (CDART). Evaluates trends that have relationship to roadway infrastructure needs or deficiencies. Draws crash diagrams as needed.

Provides excellent customer service in a professional manner to all customers.

Conducts dialog with municipal officials, consulting firms, and the public. Responds to complaint or request letters within established timeframes.

Maintains communications with the Highway Safety and Traffic Operations Division in Central Office regarding the latest directives, policies, and other related concerns. Participates on statewide taskforces as requested.

Performs analyses and evaluations of perishable crash data and crash cluster locations and recommends worthwhile safety related improvements to supervisor for review. Cluster Locations can be high or low volume.

Develops and provides crash analysis and highway safety training for District, County and consultant personnel.

Provides technical guidance to the County Maintenance Managers and District Office personnel on traffic related issues on which they need expert guidance.

Performs field review of Maintenance and Protection of Traffic setups by request or as encountered if Hazardous or within Failure criteria.

Reviews traffic routes on a continuing basis during both daylight and hours of darkness to identify safety concerns, participate in traffic studies, traffic counting, signing review, pavement marking reviews, Highway Occupancy Permit (HOP) applications, and signal reviews.

Prepares traffic signals, other electronically operated devices, highway lighting, and Intelligent Transportation Systems (ITS) plans for District projects using Computer Aided Drafting (CADD) equipment. Also prepares spreadsheets, graphs, technical reports, Geographic Information System (GIS) maps, and other electronic formats.

Collects and compiles data for the development of the District’s annual Raised Pavement Marker (RPM) contract and updates the District-wide RPM inventory.

Analyzes and evaluates highway occupancy permits for sight distance and guide rail issues and recommends necessary solutions.

Reviews traffic routes continually and identifies signing needs. Surveys roads within the Department’s right-of-way to determine if new signs need replaced. Works with District and County staff and provides technical guidance and training relating to signing in Systems, Applications, and Products (SAP).

Recognizing that everyone is involved in the District’s and County’s actions to demonstrate sound environmental practices, each employee fulfills the maintenance unit business plan objectives related to the Strategic Environmental Management Program (SEMP).

Performs related duties as assigned.

Safety:

Succession Planning:
Take an active role in succession planning by completing a Career Development Plan in collaboration with the supervisor. In conjunction with the supervisor, participate in knowledge management/transfer by identifying key aspects of the job and sharing explicit and tacit program/technical knowledge with other employees.

Department Green Plan Policy:
Commit to following the Department’s Green Plan Policy (Pub 712) and the associated principles. Failure to comply with the Department’s Green Plan Policy shall be documented in the employee’s performance review.

Unless directed otherwise by your supervisor or manager, comply with stated work hours for the 7.5/8.0-hour day.

Independently prepares correspondence, reports, and maintains electronic data. This work is produced for supervisor review.

Independently conducts field studies and inspections.

Refers sensitive issues to a supervisor or higher-level manager.
