Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

Manage a variety of programs relating to the development, planning and implementation of functions under the responsibility of the Emergency and Incident Management Section within the Bureau of Maintenance and Operations.

Description of Duties:

Under the supervision of the Bureau of Operation’s (BOO) Emergency and Incident Management Section Chief, this position performs the following duties:

Manage weather service contract for state-wide stockpile specific point forecasting. Provide assistance to the Districts and Counties with utilization of the forecasting site. Manage user license and arranges user training.

Manage relationships with District and County staff responsible for emergency operations in order to constantly evaluated policies and procedures. Develop, update or refine policy in the Maintenance Manual, Pub 23, Chapter 9 (Emergency Operations) and the PennDOT Incident Management Manual, Pub 911 to reflect best practices and finds.

Manages, coordinates and provides direction to district offices for reporting and determining repairs and costs associated with a Disaster Recovery Program. Ensures program implementation with County, District and Central Office personnel. Provides classroom training. Prepares fiscal documents, and contract specifications for environmental/recovery management. Manages and facilitates post disaster recovery meetings between Federal Emergency Management Agency (FEMA) and Federal Highway Administration (FHWA) agencies. Manages the submission of all required agency level documents. Tracks recovery funding and project updates through Engineering and Construction Management System (ECMS) and Systems Applications and Products (SAP). Update Department polices outlined in the Disaster Recovery Manual, Publication 550.

Generate and review SAP Plant Maintenance and Business Warehouse reports as required for declared disaster events documentation pertaining to department force work for man-hours, equipment hours and costs, and material quantities and expenditures and payrolls for recovery activities.

Utilize ECMS to obtain the following project and finalization documentation to provide Federal Agencies for determination eligibility of damages and reimbursement amount for contracted repair projects: Bid documents, contract documents, plans, and payments.

Assist and provide direction to District Disaster Recovery Coordinators to properly document damages and follow guidelines and regulation set forth by Federal disaster recovery programs. Conduct meetings on behalf of BOO with the District Disaster Recovery Coordinator(s) and Federal agencies throughout the disaster recovery process.

Receive and review damage assessments from disaster impacted districts, generate reports on sustained damages and distribute to the FHWA and Pennsylvania Emergency Management Agency (PEMA), as applicable to be reviewed for eligibility based on minimum thresholds and roadway classification.

Create and maintain comprehensive analytical status reports, utilizing Roadway Condition Reporting System (RCRS), Maintenance I.Q. and various software programs to communicate and depict damages sustained and incurred costs from a disaster event to Executive PennDOT Management, Fiscal Management and Senior BOO staff.

Receive, record and report reimbursements received from the Federal Agencies for disaster claims to the Comptroller for proper allocation to County and District budgets.

Serves as Area Commander during emergency and weather events; develops, implements and manages immediate plans for maintenance and traffic issues directly related to events including but not limited to detours, speed and travel restrictions. Creates Approves maps depicting travel restrictions utilized for press releases and by other state agencies. Independently drafts Area Command situational awareness reports for executive staff as necessary. Independent judgement on the implementation and removal of speed restriction on the core roadway network.

Performs required duties during assigned watch periods for inter-agency and intra-agency support requests.

Manage the PennDOT Area Command schedule through the development and maintenance of schedules for required support staff during emergency and weather events. Also, through actively recruiting potential staff and ensuring initial and ongoing training is conducted/attended.

Instructs National Incident Management System courses through PennDOT.

Develop and deliver training at HMM101 and Highway Foremen’s Academy overviewing FHWA’s Emergency Relief Program and FEMA’s Public Assistance Disaster Recovery Program

Begin the development and implementation of resiliency into core maintenance activities and disaster recovery repair procedures. Receive and compile feedback from maintenance staff to identify sections within Pub 113 and Pub 550 to update with resiliency procedures. Participate on the Resiliency 20/20 Visioning Team interviewing PennDOT staff and reviewing all areas of PennDOT to implement resiliency.

Provides correspondence for supervisor’s review to meet needs of legislators, travelers, citizens, associations, as well as, state and federal agencies.

Created and maintains a reference manual for use by internal Area Command staff during activations. This contains information that is necessary for Area Commanders and Deputy Commanders to have readily available during an activation.

Research and craft correspondence to internal/external customer’s inquiries for leadership’s concurrence and signature.
