Position Purpose:
Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. 

This position directs all nursing care activities and participates in the administration of the multidisciplinary and nonclinical aspects of a veterans’ extended care facility’s overall operations.

Description of Duties:

25% In conjunction with a multidisciplinary team, plan, direct, administer, coordinate, monitor, and evaluate facility-wide operations affecting health services. Direct initiatives that improve resident health and social interaction through changes in regimen requirements, living environment, and staff utilization. Develop and integrate new nursing care practices and policies into existing operations to foster facility culture change for the purpose of improving resident wellbeing. Develop and implement policies and procedures in response to assessed needs. Examples include policies related to staffing, evacuation plans, emergency/terrorism response plans, financial reimbursement and related documentation, reporting requirements, environmental and living conditions, and social interaction.
Actively support QAPI efforts by championing and directing support champions regarding the QAPI efforts in all clinical areas, assisting the commandant with developing QAPI goals, ensuring sufficient resources are applied to QAPI efforts (including staff), supporting non-clinical QAPI efforts as necessary, promote Root Cause Analysis (RCA) in solving clinical problems, manage all clinical processes and identify opportunities for improvement.

25% Direct the operations of various departmentalized disciplines within the facility to include, but not limited to, Nursing, Pharmacy, Physical and Recreational Therapy, and Therapeutic Activities. Respond to cited deficiencies on a multidisciplinary level with changes or additions to policy or procedure. Confer with multi-discipline program managers and the facility administrator concerning the coordination and integration of nursing services with services provided by other disciplines. Provide direction for nursing care and treatment provided to all residents in the facility to ensure continuity of patient care and compliance with policies, standards, and procedures.

20% Determine and establish goals and objectives, integrate new programs and changes into existing operations, and set time frames for completion of projects. Prepare and manage department budget. Plan and approve expenses and prepare proposals/requests for equipment, supplies, and staff. Gauge policy effectiveness and implement adjustments as needed to reach goals. Interface with business office staff to evaluate the cost effectiveness of resident services. Monitor clinical aspects of Part B therapy contracted services that generate additional revenue for the services provided. Oversee scheduling of the nursing departments’ professional and non-professional direct care staff to facilitate continuity of care, maximize efficiency of operation, and minimize overtime costs.

15% Maintain current knowledge of developments in the fields of nursing, including pharmacology, psychopharmacology, clinical nutrition, personal hygiene, and such specialized nursing as infection control, quality assurance/risk management, utilization review, records maintenance, gerontology, and psychiatric and mental health nursing care and treatment. Communicate rules and regulations, facility and department policies and procedures to nursing staff by explaining and interpreting them through meetings with nursing supervisors, staff meetings or memoranda to ensure understanding, and proper implementation and observance of these matters. Analyzes and evaluates long term care nursing operations to ensure compliance with applicable regulatory agency standards and requirements.

15% Oversee and participate in the observation of residents’ conditions; ensure changes are reported to appropriate staff. Record daily care performed for the residents on the appropriate forms and the approved electronic medical record. Maintain current knowledge of licensing and certification/accreditation regulations and standards applicable to residents being served. Participate in staff meetings, facility conferences and committees, and meetings of professional and civic organizations. Communicate experiences in nursing field to educate, clarify issues, and resolve agenda items.

Maintain positive, constructive working relationships with co-workers; remain aware of the needs and sensitivities of others. Conduct job duties in compliance with established BVH and SVH policies, processes, and procedures.
Maintain and improve job skills and competencies by participating in and attending staff training programs in order to improve the quality of resident care.
Perform work in accordance with the DMVA general safety rules and safety rules for this position. Immediately report all workplace injuries or incidents to the supervisor; and/or immediately correct any safety hazards in the work area or reports same to the supervisor.

Essential Functions

 3. Use various medical equipment, Administer IV’s, syringes, medications, and apply ointments, dressings, and bandages to residents.
 4. Lift/move/re-position residents with assistance as needed.
 5. Follow standard, transmission based and enhanced barrier precautions and established safety practices.
 6. Use personal protective equipment such as gloves, masks, respirators, eye & ear protection, and follow safety practices.
 7. Respond to alarms, calls for assistance and emergency situations.
 8. Observe, monitor, assess, record and report resident behavior and health status.
 9. Use standard office equipment and software such as; computers, touch pads, & time capturing devices.
 10. Travel to locations not served by public transportation.
