Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. This position leads and facilitates strategic planning, program management and assessment, and coordination of public and private partnerships for DCNR’s Conservation Landscape Program. There are eight Conservation Landscapes, each of which is founded on the region’s sense of place and strong natural assets. These collaboratives work to drive strategic investment and actions around sustainability, conservation, community revitalization, and recreational projects. This position fosters collaboration and communication among the Conservation Landscape Program and DCNR’s other large landscape programs statewide, including Heritage Areas. This position also provides support to the Deputy Secretary for Conservation & Technical Services and acts in an executive leadership capacity to develop, promote, plan, and advance conservation priorities, policy recommendations, and related projects. The Director reports to the Deputy Secretary for Conservation & Technical Services. |

Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Assist the Deputy Secretary in advancing DCNR’s mission, vision, and goals by leading and managing the department’s activities related to the Conservation Landscape Program and fostering cross-program awareness and coordination with DCNR’s other large landscape programs, including Heritage Areas. Develop, implement, and coordinate Conservation Landscape Program goals, priorities, and outcomes; develop and track performance metrics for the Conservation Landscape Program; monitor performance and prepare an annual report of findings that can be shared with multiple internal and external audiences; recommend actions to ensure appropriate progress is being made to meet program goals and priorities. Develop and review analyses of trends, policies, and programs related to the benefits of large landscape conservation for outdoor recreation and land conservation, sustainable tourism, cultural heritage, economic development, resource management, community engagement, land use, and planning. Serve as the department’s lead for complex collaborative engagement with community leaders, state and federal agencies, and other interested parties related to conservation, outdoor recreation, cultural heritage, and resource management programs being implemented by DCNR’s Conservation Landscapes and other initiatives. Provide coordination, strategic support, information sharing, and training for internal and external Conservation Landscape Program leadership; ensure continuity of internal and external Conservation Landscape Program leadership and effectively manage leadership transitions when needed; manage the development and implementation of cross-bureau or cross-program Conservation Landscape Program projects within DCNR; identify and develop statewide collaborations that benefit all Conservation Landscapes. Coordinate the activities of DCNR staff responsible for planning, identifying, conducting, and facilitating meetings of key stakeholders within their assigned Conservation Landscape regions; support the assessment and development of agency action plans to address recreation and conservation needs. Provide guidance and assistance to partners in the development of funding plans and budgetary allocations that include state, federal, local, private, and foundation sources to leverage available funding and ensure adequate resources are available for programs, projects, and activities within the targeted communities. Coordinate the formation of task forces, committees, and ad hoc groups to address recreation, conservation, cultural, heritage, and related issues within the Conservation Landscape regions; provide guidance to create and maintain partnerships to address identified challenges and goals; identify opportunities for collaboration across programs and bureaus. Represent DCNR at interagency meetings and in policy discussions with other state agencies and the Pennsylvania Office of Outdoor Recreation as they relate to the Conservation Landscape program, natural resource planning and protection, economic development, and sustainable tourism development concepts. Meet with senior and executive management to discuss recreation and conservation issues, identify actions or initiatives, and coordinate the development of policies and implementation strategies to meet the overall goals of the Conservation Landscape Program. Performs other related duties as required. |
