Position Purpose:

This position oversees the IMS/DB2 Database Administration Section within the Operations Division of the Infrastructure and Economic Development (IED) Delivery Center—serving PennDOT, DCED, and PEMA—and is responsible for both administrative and advanced technical management in a large-scale, complex IT environment encompassing mainframe and distributed processing systems. The section ensures the integrity and availability of all databases that support PennDOT’s 24/7 production systems, which rely heavily on the IBM Mainframe at the outsourced Pennsylvania Compute Services (PACS) Ashburn Data Center and the MS Windows Server Farm at the Enterprise Data Center (EDC). It manages the installation, maintenance, and administration of all related data and coordinates all software releases and upgrades affecting two of the department’s four primary database management systems (IMS and DB2), following established change management protocols in coordination with the Office of Administration’s Office of Information Technology (OA/OIT) and the outsourced data centers. Additionally, the section works closely with the Oracle/SQL Server Database Administration Section and collaborates with the Bureau of Solutions Management (BSM) and Managed Maintenance (MM) teams to manage changes in systems utilizing Oracle and SQL Server databases. IED TSO supports over 95% of PennDOT’s computing needs, requiring sophisticated research, analysis, and technical support for all database administration activities.

Plan, guide and direct the activities of the IMS/DB2 Database Administration Section.

Provide supervision to employees in the Section.

Direct all subordinates in compliance with Commonwealth and Department work standards, policies, and procedures.

Ensure adequate depth and training is available to support turnover, special staffing requirements, and production processing. Balance the workload between staff subordinates and ensure work is completed within established time requirements.

Direct priorities for work performed within the Section in conjunction with customer and bureau requirements and mandates.

Install in-service and formal training programs to promote staff development and develop ways to improve Section operations.

Serve as the backup to the Operations Division Manager for all database outsourcing activity provided through the PACS.

Meet on a regular basis with OA/OIT and the outsourced management team to ensure all IMS/DB2 Database Section change activity is well documented, prioritized in conjunction with all business activities and accomplished. Take the lead in addressing and resolving all data and database related problems.

Oversee change management process as it relates to Section responsibilities.

Manage the database recovery process for the Agency’s Disaster Recovery Plan as documented in the outsourced PACS contract.

Provide guidance and expertise to various teams as DOT continues to modernize their Applications moving data to Open-Source Databases such as Postgres and Oracle.

Work with OA/OIT and the outsourced management team to analyze system performance, workload, and growth measurements and provide input to support the capacity planning effort.

Supervise department wide IMS/DB2 database management activities.

Plan, guide and direct administrative and technical activities for 24/7/365 Database activities.

Ensure all database maintenance is scheduled and conducted on a regular basis to allow for backup and recovery of all IMS/DB2 databases.

Manage a staff that is responsible for establishing and administering database standards, procedures, and policies for IMS and DB2.

Supervise a staff responsible for all database administration and technical functions including the logical and physical database design, configuration and installation for PennDOT’s critical business systems residing in IMS and DB2. This includes over 3,000 IMS database which consume over 475 gigabytes (GB) of space and over 10,000 DB2 structures (Databases, Tables, Indexes, Stored Procedures, Triggers, etc.) which consume over 1.8 terabytes (TB) of storage. Major systems include: the Multimodal Project Management System (MPMS), the Commonwealth Automated Registration and Titling System (CARATS), the Engineering Construction Management System (ECMS), the Bridge Management System (BMS), the Construction and Materials Management System (CAMMS), the AGILITY System, the Automated Permit Routing and Analysis System (APRAS), the Right of Way System (ROW), the Apportioned Registration Program (ARP), the Inspection System, the Station/Mechanic Processing System (SMPS), the Driver Licensing and Control System (DL&C), the Court Reporting Network (CRN), the Roadway Management System (RMS), Project Management System (PMS), Crash Reporting System (CRASH), GateKeeper, GIS, Common Law Enforcement Agency Network (CLEAN), EGOV, Online Convictions, Online Corrections, Online Restorations, School Bus, and Special Points Exams/Hearings, etc.

Maintain business knowledge in the areas of computer hardware/software acquisition, contracted services where operational or technical staffing resources are involved, and software maintenance services.

Maintain a working knowledge of the Department’s contract and procurement policies and procedures to review and approve staff recommendations regarding hardware, software, and contracted services, and related configurations of the computer environment.
Prepare Requests For Proposal (RFP), Invitations To Bid (ITB), and related procurement documentation.
Work with other bureaus and agencies to evaluate proposals, and act as primary liaison between computer vendors and Department IT personnel for informational requirements, policies, and procedures.

Conduct research and participate in feasibility and cost comparison studies and make recommendations with management level personnel.

Provide for the collection of data requirements and the development of data models for new systems development while providing direction to existing systems for future development initiatives.

Manage the technical effort for problem determination and resolution within the Section as required to maintain production system availability on a 24 hour, 7 day a week basis.

Provide leadership and participate in a joint effort between BSM, MM and the IMS/DB2 Database Section to provide database structures that facilitate efficient production applications.

Provide expertise and support in the area of data administration, database management and automated storage management using an appropriate methodology that will provide data base structures that facilitate efficient production applications.

Lead Section participation in support of all projects affecting the Department’s IT infrastructure.

Provide a lead role for all multi-platform software upgrades initiated by the Section.

Develop/maintain database administration standards and guidelines for the use of IMS and DB2 RDBMs within the Agency for the development of IT projects.
Manage the technical effort to establish and maintain IMS and DB2 Key Performance Indicators (KPIs).

Off-hour support is required during change windows and resolution of operational issues.
Travel as required, including overnight stays.
Performs other duties as required.

The role oversees change management, software upgrades, and disaster recovery efforts in coordination with internal teams and external vendors. It makes critical decisions during production incidents to maintain data integrity and availability. The position also leads procurement activities, including RFP preparation and vendor evaluations, ensuring compliance with Commonwealth policies. Additionally, it drives system modernization and database performance initiatives, providing expert guidance on multi-platform database management and standards.
