Position Purpose: Describe the primary purpose of this position and how it contributes to the organization’s objectives. Example: Provides clerical and office support within the Division to ensure its operations are conducted efficiently and effectively. The individual in this position performs a variety of technical analysis duties to ensure the integrity of the Driver and Vehicle Services (DVS) Systems and related subsystems, and to ensure the systems are functioning properly to meet operational needs. This employee works with IT programming staff and business staff to implement changes to systems requested by the DVS management team. This position reports to a Business Analyst 2 in the Driver Vehicle Services Program Management Office (DVS PMO) Business Application Services Division. |
Description of Duties: Describe in detail the duties and responsibilities assigned to this position. Descriptions should include the major end result of the task. Example: Types correspondence, reports, and other various documents from handwritten drafts for review and signature of the supervisor. Performs moderately complex analytical functions related to the development, modification, and operability of Driver Licensing and Motor Vehicle systems. Documents process changes as needed for improved business processes. This will include Scheduling and leading business meetings, writing Business Requirement documents, and identifying business requirements. Employee performs a variety of analytical duties associated with the support and maintenance of the adaptation to electronic data processing methods to several applications including: Drivers Licensing and Credentialing Systems (DL&C), Commonwealth Automated Registration and Titling System (CARATS), Modernized Vehicle and Driver’s License Systems (MVDLS), AAMVA Applications, .Centric, Placards, Dealers, Inspections/Emissions, Electronic Lien Title (ELT), Financial Responsibility, Gatekeeper, Dealer Contact Services, License Plate Reader (LPR), Apportioned (ARP)/CMV, Mobile Applications, MEDs, Sapient, Enterprise Content Services (ECS), as well as other applications as assigned. Develops testing plans and scripts as it relates to system enhancements, new projects, Legislation, or resolution of defects to ensure business needs are met and systems are functioning properly. Participates in the planning, conducting, and evaluation of testing activities. Analyzes the results of executed testing scripts and prepares reports documenting discrepancies or deviations from the expected results. Communicates verbally and in writing with External management level personnel within Bureau of Solutions Management (BSM) and Bureau of Infrastructure and Operations (BIO), Contractors, (IE: Application Management Services (AMS)), Internal Business/Processing Areas (IE: DEX, RSOS, Counter, Inspections, Messengers, Fee Accounting, Dealers, Restorations, Paid Information, OL/PL, School Bus, Photo/Licensing, NDR, Corrections, Sanctions), External Business Partners (IE: OLM’s, OLRP’s, Auctions, AAMVA, Integrators), Product Vendors (IE: Idemia, RL Polk, ELT Vendors), Law Enforcement (IE: JNET, PSP, DOC) and others as assigned. Research’s reported system problems through onsite analysis of abnormal processing conditions and determines improved business process or workarounds to enable processing functions. Documents issues and/or new needs in the Tracking systems, provides updates to the entries as needed, and tracks entries through to completion. Works with the business areas and BSM/contracted vendors to ensure that requested enhancements are made in a timely manner. Assists in providing direction to the user community in the development of workflow/procedures to support program and system changes. Participates in the scoping of application updates and upgrades. Responsible for the development of and updates to a desk manual and various procedures. Must frequently carry out responsibilities with a minimum of written and oral instructions from management staff. Provides help desk support for operational questions and issues from business staff. Responsible for timely communication of status and resolution of issues through daily meetings with manager. Serves as Point of Contact (POC) for business staff in troubleshooting application, systems issues. Performs related work as required. Other job duties as assigned. |

Example: In response to a customer inquiry, this work involves researching the status of an activity and preparing a formal response for the supervisor’s signature. Responsibilities and duties are carried out in accordance with Commonwealth and Department policies, plans, practices, procedures and with direction by Business Analyst Supervisor, Business Application Services Division Manager, and Director of DVS PMO. General and specific instructions are received from the supervising Business Analyst II. Evaluation of work performance is based on supervisor’s continuing review of work completed and on information gained through periodic conference. Work is assigned with general instruction by Unit Supervisor. Work is reviewed by Supervisor for efficiency, completeness, and end result. Uses independent judgment in reviewing system discrepancies. Identifies possible causes and recommends possible solutions to our internal and external customers. |
